  • March 2003 - Section 4 of Public Act 01-121, An Act Concerning Crime Prevention and a State Prevention Council, requires that the 2003-2005 Governor's Biennial Budget include a detailed prevention budget for each fiscal year reported. This report includes the Governor's recommended appropriations for prevention services for all agencies that are members of the State Prevention Council. Also included are the actual expenditures for the 2001-2002 fiscal year programs, estimated expenditures for the 2002-2003 fiscal year programs, recommended appropriations for the 2003-2005 fiscal year biennium budget, and any additional prevention programs implemented or proposed since the initial report of the Council. Please note that decisions on final funding levels for particular programs are subject to approval by the General Assembly. The figures included in this budget are estimates of allocations for prevention programs based on each agency's budget as recommended by the Governor. In addition, the amount of federal funding each agency will receive, and subsequent allocation decisions, may not be known for several months into the State's fiscal year. March 4, 2003

Multilingual/TTY The Child Development Infoline (CDI) unit serves as the access point for the Connecticut Birth to Three System, the Help Me Grow Program and Preschool Special Education Services. Care Coordinators provide information about general development, coping with challenging behaviors, disability and health related issues. Based on their child and family's needs, CDI Care Coordinators are able to refer families of children, ages birth through five, to services offered through the Birth to Three System, the Help Me Grow Program, and / or Preschool Special Education Services. The Birth to Three System was created for Connecticut families whose children under 3 years of age have significant delays or disabilities. The goal is to help each family help their child to be active in his or her natural environments, during their normal routines and in places where the child lives, learns and plays. The Birth to Three System works to help families meet their child's unique developmental needs. Connecticut's system offers supports and services through different approved Birth to Three programs. If there are concerns for a child's development, CDI Care Coordinators can refer the family to an approved Birth to Three program that serves their town for an evaluation to determine eligibility for early intervention services.     Background
    In partnership with and with funding from Casey Family Programs National Center for Resource Family Support (CNC), the Child Welfare League of America (CWLA) is developing practice guidelines for the response to and investigation of out-of-home maltreatment in resource homes. This project entails developing three "deliverables": (1) surveying the states to assess current policies and practices regarding their responses to these situations, (2) convening an expert panel to provide guidance on this endeavor, and (3) drafting practice guidelines.
    This project is timely for several reasons:
    • The CWLA Standards of Excellence for Family Foster Care Services, Standards of Excellence for Services to Abused or Neglected Children and Their Families

    contact: Sherry Gray MPH, RD EFNEP, a federal program, has been established for over 25 years. In EFNEP, Homeless shelters, Head Start, WIC, Foodshare (food distribution agency), Hispanic Health Council, Connecticut Children's Medical Center,schools, and neighborhood centers are collaborated with in order to educate limited resource families with young children on food shopping, nutrition, planning, preparation, storage, etc. The success of the program is measured by the dietary changes of clients, the length of clients' involvement in the program, the amount of referral of clients to other agencies and CES programs, and by individual case study monitoring. Approximately 500 clients have been served in Connecticut through the EFNEP.
