Janet Reno addresses members at a Summer 2001 ACS event Formed in Spring 2001, The American Constitution Society for Law and Policy is a national organization of law students, law professors, practicing lawyers and others. We want to help revitalize and transform the legal debate, from law school classrooms to federal courtrooms. We want to counter the dominant vision of American law today, a narrow conservative vision that lacks appropriate regard for the ways in which the law affects people's lives. We seek to restore the fundamental principles of respect for human dignity, protection of individual rights and liberties, genuine equality, and access to justice to their rightful—and traditionally central—place in American law. The American Constitution Society is a non-partisan, non-profit educational organization. We do not, as an organization, lobby, litigate, or take positions on specific issues, cases, legislation, or nominations. We do encourage our members to express their views and make their voices heard.

The sky lights up over Belgrade during the bombing
The United States commander of Nato's recent air campaign against Yugoslavia has criticised France for vetoing attacks on a number of targets during the conflict. General Michael Short said France, which provided 8% of the air power, should not have been allowed to block the Americans, who bore 70% of the load. The BBC's Annie Gardner: "France repeatedly vetoed targets" "Targeting was a problem to us ... and as you know, the red card was played by France in particular," the general told the US Senate Armed Services Committee. "There were targets in Belgrade, which I believed were strategic, that the French forbade us from striking." General Short said the policy of gradually increasing the pressure on Yugoslavia had put Nato pilots at risk. He said he would have preferred to have begun the war with a massive air strike on the capital, Belgrade. "I would have gone for the head of the snake on the first night," he said. "[Yugoslav President Slobodan] Milosevic and his cronies would have waked up the first morning asking what the hell was going on."

Testimony of Attorney General John Ashcroft Senate Committee on the Judiciary (NOTE: THE ATTORNEY GENERAL OFTEN DEVIATES FROM PREPARED REMARKS) December 6, 2001 Mr. Chairman, Senator Hatch, members of the Judiciary Committee, thank you for this opportunity to testify today. It is a pleasure to be back in the United States Senate. On the morning of September 11, as the United States came under attack, I was in an airplane with several members of the Justice Department en route to Milwaukee, in the skies over the Great Lakes. By the time we could return to Washington, thousands of people had been murdered at the World Trade Center. 189 were dead at the Pentagon. Forty-four had crashed to the ground in Pennsylvania. From that moment, at the command of the President of the United States, I began to mobilize the resources of the Department of Justice toward one single, over-arching and over-riding objective: to save innocent lives from further acts of terrorism. America's campaign to save innocent lives from terrorists is now 87 days old. It has brought me back to this committee to report to you in accordance with Congress's oversight role. I welcome this opportunity to clarify for you and the American people how the Justice Department is working to protect American lives while preserving American liberties. Since those first terrible hours of September 11, America has faced a choice that is as stark as the images that linger of that morning. One option is to call September 11 a fluke, to believe it could never happen again, and to live in a dream world that requires us to do nothing differently. The other option is to fight back, to summon all our strength and all our resources and devote ourselves to better ways to identify, disrupt and dismantle terrorist networks.

Article I
Section 1. All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. Section 2. The House of Representatives shall be composed of members chosen every second year by the people of the several states, and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature. No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen. When vacancies happen in the Representation from any state, the executive authority thereof shall issue writs of election to fill such vacancies.
