In 1883, the first correspondence program in the United States gained academic respectability through recognition by the State of New York, as a valid educational program was the Chautauqua Institute, which trained Sunday school teachers. In 1891, the International Correspondence Schools (ICS) grew from the Colliery Engineer School of Mines. ICS initially used correspondence to train miners, railroad, and iron workers. Correspondence education developed in the mid-19th century in Great Britain, France, Germany, and the United States, and spread rapidly. In 1840, the English educator Sir Isaac Pitman taught shorthand by mail. The university extension movement grew out of off-campus lectures given by the Scottish educator James Stuart of the University of Cambridge, England. Many educators consider correspondence education the precursor of distance education, which is instruction that uses different communication technologies such as the internet, telephones, radio, or television. Correspondence education provides instruction in almost every branch of knowledge, for cultural improvement and for vocational and professional training. His research interests include issues of access, technology, and skill acquisition in post secondary education. He currently is studying the relationship between workplace skill requirements and the program development policies of Canadian community colleges and private-sector training institutions. Abstract Abstract Introduction Proprietary correspondence schools have operated in Canada since 1890 and today enrol thousands of students in a wide range of vocational courses. Recent figures indicate over 36,000 students per year are served through home-study courses (Statistics Canada, 1988). Despite a consistent post secondary presence, the history of correspondence schools remains largely undocumented, and their current contribution to Canadian education and training is little recognized in the academic literature. Among the very few available references, Hope (1986) described the range of correspondence school courses available in Canada while the organization and governance structures of the larger schools were briefly discussed by Slade and Sweet (1989). The latter discussed government monitoring and professional accreditation with the "access-quality-funding triangle" that has framed recent discussions and reappraisals of the Canadian post secondary system (Skolnik, 1984).

Correspondence schools - (1) Subject to subsection (2) of this section, the Minister may, by notice in the Gazette.- (a) When establishing the school, or at any other time, designate a state school that is not an integrated school as a correspondence school; or (b) At any time, remove a designation under paragraph (a) of this subsection. (2) The Minister shall not designate a school as a correspondence school, or cancel a designation as a correspondence school, without having regard to the education of people unable conveniently to get tuition from a suitable state school that is not a correspondence school. (3) Subject to sections 102(7) and 104 of this Act, where an existing state school is designated as a correspondence school, its Board shall continue in office as constituted until a day specified by the Minister in a notice in the Gazette under section 95(1) of this Act determining the composition of its Board, but shall go out of office on that day. (4) With the consent of the Minister, a correspondence school may provide early childhood education.
