Before that time, all trial courts in the Commonwealth, (except the Land Court that was a state court), were county or local courts funded through the counties. The 1978 statute reorganized the courts into seven Trial Court Departments: the Boston Municipal Court, the District Court, the Housing Court, the Juvenile Court, the Probate and Family Court and the Superior Court, as well as the Land Court. Administrative Justices became responsible for the administration of each court department. After 1978, the judges of all departments received the same salary and benefits from the state and all became state judges. The 1978 statute created a central administrative office managed by a Chief Administrative Justice who was also responsible for the overall management of the Trial Court. About the 18th District Court THE COURT The 18th District Court is one of the busiest courts in a vast network of Michigan trial courts. In 2001, the 18th District Court handled almost 70,000 cases. The jurisdiction of these courts, other than the Court of Federal Claims, to resolve bid protests has been under attack by agencies for nearly as long as the courts have claimed the right to rule in these cases. Now it appears that the courts, with a strong push from Congress, are preparing to relinquish that authority. In 1970, the U.S. Court of Appeals for the D.C. Circuit ruled in Scanwell Laboratories Inc. v. Shaffer that the district courts had jurisdiction to overturn the award of federal government contracts. This so-called Scanwell jurisdiction was based on the Administrative Procedure Act and was widely adopted in federal courts throughout the country.
