Successful crime prevention efforts on the part of an individual go beyond personal and home security. Individuals need to join with all segments of the community to participate in collaborative efforts to prevent crime. Community groups and organizations can play a major role in getting information out to citizens about types of crime in their neighborhoods and steps they can take to help prevent crime and sexual assault. Following are some suggested community programs.
COMMUNITY SEXUAL ASSAULT PREVENTION AWARENESS PROGRAMS
McGRUFF HOUSE OR SIMILAR "SAFE" HOUSE
A McGruff House is a national program which is in place in many communities in an effort to provide a place where children can go if they feel threatened or need assistance, especially on their way to or from school. In the McGruff House program, community members who are home during the day and are interested in being a McGruff House volunteer can apply to their local law enforcement to join. If they successfully complete the training, criminal background check, and other criteria, they are issued a McGruff House Poster which is then prominently placed in a window of their home. The McGruff Poster signifies to children in need of assistance that the house is a place where they can go for help. Other similar "safe" house programs may also be instituted, but proper criteria, especially requirement of criminal history background checks of all individuals living in the house, is a must.

Even though the Contra Costa County Sheriff's Office has re-assigned crime prevention specialists because of budget cuts, the department will continue to provide services to residents throughout far East County, said Sgt. Ken Whitlatch, who is in charge of the department's crime prevention unit. Until recently, crime prevention specialist Carmela Lutz was assigned to the Delta station in Oakley, but she has been re-assigned to the sheriff's department's training center in Martinez, Whitlatch said. Even though Lutz won't be available to educate East County residents on crime prevention anymore, the sheriff's department will continue to provide similar services, Whitlatch said. "The first thing we're going to do is try to deliver as much information on our Web site as possible," he said. "We're going to post as much information on crime prevention topics and tips as possible." The Web site is www.cocosheriff.org

What is Neighborhood Watch? Neighborhood Watch is a group of neighbors looking out for neighbors. It is getting to know each other and becoming familiar with your neighbor's habits and vehicles so that you will know when something is suspicious or out of the ordinary. In addition to recognizing potential suspicious activities, Neighborhood Watch participants report such activity by calling 911. After calling 911, also notify your Watch Chairperson. All of this doesn't make you a nosy neighbor - it makes you a good neighbor in the old-fashioned sense of the word. Many people don't want to bother the police because they are afraid that it may not be a real emergency or that they may be embarrassed if their suspicions turn out to be unfounded. The police would much rather be called out to investigate than to be called after a crime has been committed. When in doubt, always call 911. The 911 dispatch center is staffed with trained operators who will evaluate your call, rank its priority, and dispatch it to the appropriate officer. Neighborhood Watch does NOT mean being a vigilante. Participants do not confront suspects or take any personal risks at all.

Neighborhood watch: Residents organized against crime
[IMAGE] Protective measures are great, but there's nothing that can compare with the alert eyes of residents. They know better than police who's normally in their neighborhood and who isn't, and what behaviors are out of the ordinary. "We try to tell communities the importance of watching out for each other," says Robert E. Lassahn, crime-prevention specialist with the Maryland Community Crime Prevention Institute in Woodstock. "It's neighbors looking out for one another." There are a number of groups that can help you set up neighborhood programs to deter crime. Here are some of the best, say crime-prevention experts.
Hands-on help from the police
In many communities, police will help you organize crime-watch groups, such as Neighborhood Watch, Block Watch, or Apartment Watch-what Nashville police crime-prevention officer Shawn Parris calls "a free alarm system." The police will show members how to set up a group and run it. "They make sure you understand that you're out there as extra eyes and ears," explains Matt Peskin of the National Association of Town Watch. "They teach you what to look for, what's suspicious, what might raise the hair on the back of your neck, and how to report it."

About Neighborhood Watch

Neighborhood Watch is a crime prevention program that teaches citizens techniques to reduce the risk of being a victim at home or in public by training citizens on the importance of recognizing suspicious activities and how to report them. Residents learn how to make their homes more secure and properly identify their property. Neighborhood Watch allows neighbors to get to know each other and their routines so that any out of place activity can be reported and investigated. Implementation of a Neighborhood Watch on your block could result in substantial reductions of crimes. Neighborhood Watch works because people want to assume a more active role in making their communities safe. Residents within a neighborhood know who belongs there and who doesn't and what activity is suspicious. Citizens will work with, instead of relying on, law enforcement to combat crime in their community. The Neighborhood Watch Program consists of a series of activities designed to improve the safety of the City through the participation of its residents. Neighborhood Watch is a police-organized community-awareness program in which residents get to know their neighbors and surroundings and learn how to identify and report anything that seems amiss.
Oceanside Neighborhood Watch Block Captains Association is one of the largest Neighborhood Watch programs in North San Diego County. For more information about the program or about becoming a team captain, call the Crime Prevention Office at 760-435-4547.
The Leaders of Oceanside's Neighborhood Watch Block Captains Association are very close to presenting a restructured proposal to OPD. According to association President Jack Risley, their goal is to have more positions in the organization so more people will become more involved. CRIME PREVENTION

The Crime Prevention Unit provides a number of services to the community. Some of the programs include: The Neighborhood Watch Program supports neighbors organizing together to detect and deter crime. South Bend has over 170 neighborhood watch groups and over 15,000 participants. Block captains receive a computer generated message whenever a major crime has occurred in their neighborhood providing residents with accurate and up to date information about crimes in their neighborhoods. The Residential Security Program provides free security assessments for city residents and business owners. Homeowners who are over 62 years old and have a moderate to low income may be eligible for a variety of free security hardware and free installation. Applications can be obtained through the Crime Prevention Office.

20th Fighter Wing Public Affairs SHAW AIR FORCE BASE, S.C. (ACCNS) - Do you know your neighbors? Are you concerned with crime in your community? Who is going to look out for your property when you're TDY or on leave? A Neighborhood Watch program can alleviate all of these concerns. Neighborhood Watch, Block Watch, Town Watch or Crime Watch - whatever the name, it's one of the most effective and least-costly ways to prevent crime and fear, according to the National Crime Prevention Council. "Everybody keeps talking about starting a program, but are reluctant to participate," said Staff Sgt. Travis Lusk, crime prevention manager. "People actually need to be involved to have a successful program." To start a Neighborhood Watch, a resident begins by contacting the security forces' crime prevention manager for all the training and information needed to initiate a program. The residents then designate a coordinator and block captain, who goes through block captain training to learn how to organize meetings and relay information to the other members.
