Don't let the police fool you about crime stats

Next time you hear the argument that Toronto needs a larger police force, recall the data the police themselves publish about what they do. It's surprising and sometimes hard to believe, but apparently true. On average, a police officer in Toronto arrests nine people a year about one person every six weeks. Most people assume that most officers are involved in work of significant danger, struggling to subdue and arrest criminals on a daily basis. It's not true. The number of people the police arrested for criminal offences in 2000 was 47,771. There were 5,372 uniformed officers on the force. That's the math that produces nine arrests per officer per year. For every cop who arrests one person a week for the year, there are four who don't arrest anyone. This (and other) data is found in the 2001 Environmental Scan released by the Toronto Police in May. The report also notes that the number of people being arrested is slowly falling it has fallen 10 per cent since 1996, even though Toronto's population has increased by more than 100,000.

Staff Writer College students look for many things when choosing a school — campus size, location, scenery and perhaps the quality of food. But students can look at another aspect as well when choosing their college — crime. The Clery Act Compliance Report is released each year by the Ohio University Police Department on the first of October, with the most recent statistics being those of the previous calendar year that occurred on or near campus. The 2001 statistics showed a decline from previous years in forcible sex offenses, while drug and alcohol arrests and violations have gone up. According to the document, the total number of forcible sex offenses went down from 41 in 2000, to 37 in 2001. According to the document, forcible rape is defined as, “the carnal knowledge of a person, forcible and/or against the person’s will; or not forcible or against the person’s will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity (or because of his/her youth).” Charlene Kopchick, OU director of Health Education and Wellness, said she is responsible for reporting violations that did not involve OUPD or Athens Police Department.

In November of 1990 the Student Right-To-Know Act was signed into law. This Act mandates that institutions of higher education publish a report, which is made available to both current and prospective students and employees of the occurrences of specific crimes on this campus. In addition to the number of reported specified crimes, the institution must report the number of arrests for liquor law violations, drug use/abuse violations, and weapons violations. In 1998 this act was renamed The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
Compilation and distribution of this report is mandated for all institutions participating in the student financial aid programs under Title IV of the Higher Education Act of 1965. This law requires institutions to disclose information about campus safety policies and procedures and to provide data concerning certain criminal offenses. This report also must include statements about campus law enforcement policies, campus security education and prevention programs, alcohol and drug policies, sexual assault education and the means for reporting and procedures for handling reports of sexual assault.

News Editor Campus crime is on the rise, according to the SIUE's annual security report. In each of the last two years, the number of crimes reported by campus police has jumped. In the 1996, there were 49 crimes reported; in 1997, 67; and in 1998, there were 78. Police Capt. Gina Hays said the rising numbers correlate to the increased number of campus residents. "We also have an increase in on-campus living, we'll probably see another increase next year," Hays said. Forcible sexual offenses have increased from one in 1996 to six in 1998. Hays said she believes this is due to increased awareness of sexual assault among college students. She said educational programs have not only helped students realize when there has been a violation, but have made them more comfortable about reporting the offense. "I think we're seeing an increase in reporting, not the crime itself," Hays said. The most frequently occurring crime on campus is theft from vehicles parked here. The number increased from 47 in 1997 to 57 in 1998. In 1996 there were 25 incidents.

SUMMARY OF THE FEDERAL UNIFORM CRIME REPORT ON RACE AND CRIME DIRECTLY FROM THE FBI'S FINAL CRIME STATS FOR 1995 IN THE 1995 UNIFORM CRIME REPORT special note : the fbi does not differentiate between hispanics and whites in these crime stats. This skews the white percentages, a fact you won't here from the leftist media. so remember, the white percentages are actually smaller than reported here. hispanics are 11%-13% of the population (probably more). one can safely assume that they commit crimes at about 1.5 to 1 ratio relative to thier % of the population.....i.e. they probably commit about 15-20% of violent crime. so, to get the actual white percentage, subtract 15% points. POPULATION PERCENTAGES (to use as a benchmark when viewing the stats on race and crime) WHITE - 70% BLACK - 12% HISPANIC - 11% OTHER (ASIAN, INDIAN, JEW) - 7% MURDER Ninety-one percent of those arrested for murder in 1995 were males and 9 percent, females. Blacks comprised 54 percent of the total; whites, 43 percent; and the remainder, other races (pg 22) NOTE: Remember, subtract 15% from the white 43% to get 28%. So, blacks 54%, hispanics 15%, whites 28%.

It is named in memory of 19-year old Lehigh University freshman Jeanne Ann Clery who was assaulted and murdered while asleep in her residence hall in 1986. This law requires us and all institutional officials with significant responsibility for campus and student affairs to publicly disclose 3 years of campus crime statistics.
This publication has been developed by the Valdosta State University Public Safety Department in compliance with the Crime Awareness and Campus Security Act of 1990 and the Jeanne Clery Act of 1998.
