Ray City Crime Stats These statistics are provided strictly for public information. Prior to July 2002, statistics were tracked manually, and prior to February 2002, no statistics were tracked at all. In July 2002, the Department began evaluation of the Crimestar records management system. This system dramatically improved the Department's capability to track both criminal activity and Departmental activities. We now have an unlimited capability to search database information to quickly identify trends in criminal activity, information on repeat offenders, or suspects who have previous history with the Department. We can now also better evaluate Departmental performance in areas such as case clearance, calls for service answered, and numbers of reports completed and citations issued. Part I crimes are those categorized under the FBI's Uniform Crime Reporting system as the most serious offenses, including homicide, rape, robbery, assault, burglary, theft, and motor vehicle theft. Part II crimes are less serious and include damage to property, weapons violations, narcotics offenses, DUI, drunkenness, and disorderly conduct. Cases can be cleared either by arrest, by exception, or by being unfounded. Cases that are cleared by arrest are those cases in which an offender has been taken into custody and booked. Cases that are cleared by exception are those incidents in which an offender has been identified, but prosecution has been declined or it has been left up to the victim/complainant to seek a warrant for the offender's arrest. A case can only be unfounded is there is determined to be no factual basis to the complaint. All other cases are considered open and are still under investigation.

Press Release Regarding 2001 UCR Part I Crimes The Green Bay Police Department’s 2001 Part I crime reports indicate an increase in property crimes of 8% over 2000 and a decrease in Part I violent crime of 16% over 2000. Of particular note in the violent crime category is a decrease of 45% in robberies, having dropped from 65 in 2000 to 36 in 2001. The department had two incidents worked as homicides, an assisted suicide investigation and a double homicide, both of which resulted in arrests. The city’s 8% increase in property crime was in part due to the fact that the year 2000 had the lowest reported property crime since 1976. Even with the percentage increase over the year 2000, the reported 3,451 property crimes in 2001 is still 24% less that the 4,530 reported in 1997. Additionally, the total reported Part I crime in 2001 of 3,713 is the lowest reported number of crimes in Green Bay in over twenty years, with the exception of 2000. Criminals last year were busier than the previous year nationwide, but not in Topeka. As preliminary FBI statistics released Monday showed the number of part one crimes reported had risen nationally, Topeka Police Chief Ed Klumpp said it felt good to see crime totals for this city had instead decreased for the fourth straight year. "We still don't have crime where we'd like to have it, but it's still going in the right direction," he said.
FBI and census figures indicate Topeka dropped from eighth to 22nd on the list of cities with populations of more than 100,000 that have the nation's highest reported rates of part one crime. Part one crimes which are murder, rape, robbery, aggravated assault, burglary, larceny, auto theft and arson are those local law enforcement agencies report to the FBI. Totals released Monday showed part one crime last year increased by 2 percent nationwide and 0.9 percent in the Midwest. The Topeka Capital-Journal used the FBI figures to compile a ranking that showed Topeka was 22nd highest among the 236 U.S. cities that filed reports in part one crime per capita, with 94.33 part one crimes per 1,000 residents.

Homicide
The Homicide Squads are responsible for investigating all homicide-related offenses. These include the scene investigation of all homicides, officer-involved shootings, and questionable death incidents where foul play is suspected, in addition to the investigation of missing persons where criminal activity is suspected. These squads also respond to in-progress kidnappings. Major Assaults
The Major Assaults Unit conducts investigations of all adult assaults where the complainant is expected to survive along with all other non-family or non-sexual assault offenses. These include crimes involving deadly conduct, harassment, and terroristic threats. Additionally, they perform follow-up investigation on kidnappings not investigated as an in-progress offense. Sex Crimes
The Sex Crimes Unit has the responsibility of investigating sexual assaults with adult victims and other sex related offenses involving adult suspects and victims. Family Violence
The Family Violence Unit is responsible for the follow-up investigation of incidents involving family violence that does not involve the death of the complainant. Additionally, the unit is involved in educating departmental employees and the community about the dynamics of family violence.

CAMPUS CRIME STATISTICS Reporting System Crime Definitions Crime Definitions From the Uniform Crime Reporting Handbook Arson Any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc. Criminal Homicide-Manslaughter by Negligence The killing of another person through gross negligence. Criminal Homicide-Murder and Nonnegligent Manslaughter The willful (nonnegligent) killing of one human being by another. Robbery The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear. Aggravated Assault An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the use of a weapon or by means likely to produce death or great bodily harm. (It is not necessary that injury result from aggravated assault when a gun, knife, or other weapon is used which could and probably would result in serious personal injury if the crime were successfully completed.)
