Part 1 crime in West Sacramento decreased 4.61% in 2001, however it is important to note we have changed the way aggravated assault is defined. According to the Department of Justice, an assault is considered aggravated only if someone seeks or requires medical attention from a professional. Previously, every felony assault was counted as an aggravated assault. In order to accurately show crime trends all assaults (simple and aggravated) have been included in several of the following graphs. Chart 1 shows the percentage change of Part 1 Crimes between 2000 and 2001: Crime +/- Amount +/- Percentage Homicide Rape/Attempt Rape Robberies Aggravated Assault Burglary Motor Vehicle Theft Larceny Total Although most of the categories saw a decrease in the number of crimes committed, motor vehicle theft increased by 33% (94 cases). Several cities in California experienced a similar increase in motor vehicle theft in 2001.

... Curfews:
Police stats stop curfew in Arlington, Texas
by Dave Doctor
(3/13/99) The Youth Activities Committee in Arlington, Texas recently decided not to enact a curfew after reviewing police statistics that did not show an increase in juvenile crime. Every six months, the local police chief presents the statistics, which track the number of crimes committed by teenagers and against teenagers after midnight.
Arlington seems to be blessed with rational politicians who are resisting the curfew fad despite curfews in neighboring Dallas, Fort Worth, and many other North Texas cities. Many cities enact curfews even without a statistical increase in juvenile crime.
If your town does not currently have a curfew, perhaps you could start a campaign to prove that juvenile crime is not increasing. First, start a one-person organization (if it's only you) with a "crime" name such as, "Citizen Crime Watch." Then get crime statistics from your local police and present your analysis of the statistics to the press with a press release from your organization. The press may then print a story based on the findings of Citizen Crime Watch.
Every six months you could send out a press release that would hopefully trigger a series of radio, TV, and newspaper stories about the "lack of juvenile crime" in your area. You would need statistics to back up your claims but there are many ways to make statistics say what you want. Even if juvenile crime increased during one period, which happened recently in Arlington, Texas, your press release could say, "Juvenile Crime increase not statistically significant."

    WHY THE WORLD NEEDS SHiNE
Youth violence statistics obtained from the Juvenile Offenders and Victims: 1999 National Report, which synthesizes the most comprehensive information available on juvenile crime, violence, victimization, and the juvenile justice system. It relies on data developed by the Bureau of Justice Statistics' National Crime Victimization Survey; the Federal Bureau of Investigation's National Incident-Based Reporting System and Uniform Crime Reports; and the Office of Juvenile Delinquency Prevention's National Juvenile Court Data Archive.
  • Every six hours, a child between 10 and 19 years old commits suicide with a handgun.
  • Of all homicide victims in 1994, 38% were younger than 24 years old.
  • In 1997, juvenile offenders were known to be involved in about 1400 murders in the Unites States.
  • Over the ten year period from 1987 to 1997, homicides of juveniles ages 15-17 were more likely to involve a firearm than were homicides of adults.
  • Nearly 3 million index crimes occur on or around American school campuses which is 16,000 crimes per day, or about 1 every 6 seconds when schools are in session.

A dangerous set of numbers Media Report
Crime statistics are political dynamite, and the media is trying constantly to light the fuse of public alarm. This week on The Media Report we'll discuss the endless battle between the police and the media over the way crime figures are understood and reported. As law and order becomes a permanent political campaign issue, each new statistic is a bullet in a war of words. Mick O’Regan: Hello, and welcome to the program. Mick O’Regan: Now last week on The Media Report we focused on televised police drama. This week it’s the real thing. We’re looking at how crime is reported by the media, and the way crime statistics play into the broader debate over the nature and extent of crime. Data on criminal activity can be used in different ways, to further different agendas, and they can represent a dangerous set of numbers. That’s our story here on The Media Report on ABC Radio National. MONTAGE OF CRIME NEWS STORIES Reporter: Jeff Kennett was given an early gift in the State election campaign with the release of the latest National Crime Survey showing his State has Australia’s lowest crime rate. Reporter: Western Australia has the highest number of household break-and-enters; in the year preceding the 1998 survey, 1 in 13 households were broken into in that State, more than double the rate for Victoria, which had 1 in 28 households broken into.

Montgomery County 2001 Crime Statistics Reveal Dramatic Rise in Hate Crimes
May 9, 2002 Montgomery County Police Chief Charles A. Moose today announced a modest increase in overall crime, with a slight increase in total Part I crimes within the County last year. Part I crimes are defined as murders, rapes, robberies, aggravated assaults, burglaries, larcenies, and auto thefts. In making today's announcement, however, Chief Moose related that: " Montgomery County experienced a 64% increase in reported hate crimes and incidents in 2001." This represents the first noteworthy increase in five years. In particular, religious hate crimes increased by 162%, from 16 in 2000, to 42 in 2001. Moose stated: "There is no place in our society for these types of crimes where people are victimized merely because of their religious beliefs or ethnicity. We take these incidents very seriously and investigate them vigorously."

Ray City Crime Stats These statistics are provided strictly for public information. Prior to July 2002, statistics were tracked manually, and prior to February 2002, no statistics were tracked at all. In July 2002, the Department began evaluation of the Crimestar records management system. This system dramatically improved the Department's capability to track both criminal activity and Departmental activities. We now have an unlimited capability to search database information to quickly identify trends in criminal activity, information on repeat offenders, or suspects who have previous history with the Department. We can now also better evaluate Departmental performance in areas such as case clearance, calls for service answered, and numbers of reports completed and citations issued. Part I crimes are those categorized under the FBI's Uniform Crime Reporting system as the most serious offenses, including homicide, rape, robbery, assault, burglary, theft, and motor vehicle theft. Part II crimes are less serious and include damage to property, weapons violations, narcotics offenses, DUI, drunkenness, and disorderly conduct. Cases can be cleared either by arrest, by exception, or by being unfounded. Cases that are cleared by arrest are those cases in which an offender has been taken into custody and booked. Cases that are cleared by exception are those incidents in which an offender has been identified, but prosecution has been declined or it has been left up to the victim/complainant to seek a warrant for the offender's arrest. A case can only be unfounded is there is determined to be no factual basis to the complaint. All other cases are considered open and are still under investigation.
