F.B.I. : Uniform Crime Report RAND JACK RILEY: Well, I think you have to look for something that would help explain why crime fell rather substantially across most of the country and at approximately the same time. And there are very few things that can meet those two criteria in terms of explaining what happened to crime. I would point first to demographics. There's been a rather substantial change in the number of people in the age 15 to 24 bracket that commit most of the crimes here in the country or that are most likely to commit crime, and the second factor is probably economic growth in combination with reduced opportunities in drug marketing and drug trafficking because of declines in drug use.

Slick basically says that he alone was responsible for this drop: "Because of President Clinton's comprehensive anti-crime strategy of tough penalties, more police, and smart prevention, as well as common sense gun safety laws, . . . ." I have yet to find one scholar or field professional who attributed the drop to more police officers. The other three items mentioned will also be exorcised from Slick's demoniacal ritual of claiming credit for crime trends.

Half the time, cablevision’s own channel guide (on channel 95) isn’t working; when it is "working," it’s likely to contain incorrect information, like telling me that VH-1 is on channel 31 until 10 p.m. when channel 31 reveals no such thing. But channel guide told me to watch my bill for more info. Bill arrived today. Info? Nada. And some of these new channels! What the devil is Plex? I don’t know, and I even did a web search to try to find out. Does anyone know who owns Plex and what it shows? So far I think that Animal Planet is a rather nice idea, but each time I check it out I find another program about reptiles (except when they’re showing reruns of "Flipper.") I’m glad that Cablevision spared Baltimore’s channel 11, but that’s about where my cable pleasure ends.

*An estimated 18.6% of inmates serving time in State prisons in 1991 for violent crimes, or about 1,000 offenders nationwide, had been convicted of a crime against a victim under age 18. *1 in 5 violent offenders serving time in a State prison reported having victimized a child. *More than half the violent crimes committed against children involved victims age 12 or younger. *7 in 10 offenders with child victims reported that they were imprisoned for a rape or sexual assault.
