Requirements: Debate is open to all students in grades 9-12. The debate season begins in the first week of school and culminates with the State Tournament in mid-January. East offers two kinds of debate: Policy debate (for two person teams) and Lincoln-Douglas (value debate for individual competitors). The Methodist College Debate team has a history of success despite a smaller size. The Speech Department faculty recognizes that a well-rounded educational experience should include participation in extra-curricular activities. Some of the special activities and organizations available to speech students include the following: Forensics In addition to the play productions, Northwestern's Speech and Drama Department offers students the opportunity to participate on the Forensics team. We participate in NEDA debate (team and Lincoln-Douglas), as well as all 11 AFA individual events. Several tournaments also offer Reader's Theatre and the state tournament offers a Radio Broadcasting event. We try to participate in three to four local tournaments (Oklahoma and Kansas) each semester. We are competitive, but Northwestern is primarily concerned with the educational value of forensics and thus places an emphasis on learning and growth. In addition to learning, many new friendships are forged and fellowship is enjoyed. We also provide students with the opportunity to participate in Speech and Debate at the administrative level as we host a high school invitational tournament in the fall and a high school regional tournament in the spring.

Speakers Series: Conversations with Policymakers Register for Legal Issues in the Medical Errors Debate Teleconference Health Lawyers continues its public interest teleconference series with "Legal Issues in the Medical Errors Debate," scheduled for Friday, February 14, 2003; from 1:00 p.m. to 2:00 p.m. Eastern Standard Time. The speakers are John Hoff , Deputy Assistant Secretary for Disability, Aging, and Long-Term Care Policy with the Department of Health and Human Services; Lucian Leape, MD , Adjunct Professor of Health Policy in Harvard University's Department of Health Policy and Management; and Tom Mayo , chair of AHLA's Public Interest Committee. The speakers will discuss the 2003 policy debate on medical errors, including recommendations from Institute of Medicine reports, broad public policy considerations in the debate, activities of the Bush administration, and the prospects for Congressional action on patient safety legislation. The teleconference will focus on legal issues, including the important question of whether medical errors that providers report on a voluntary basis should be protected from discovery in litigation. Register Health Lawyers kicked off its Fall 2002 public interest teleconference series with Yea or Nay: Congress' Fall Health Agenda, held Thursday, August 29.

RULE XVII: DECORUM AND DEBATE Decorum 1. (a) A Member, Delegate, or Resident Commissioner who desires to speak or deliver a matter to the House shall rise and respectfully address himself to ‘‘Mr. Speaker’’ and, on being recognized, may address the House from any place on the floor. When invited by the Chair, a Member, Delegate, or Resident Commissioner may speak from the Clerk’s desk. (b)(1) Remarks in debate shall be confined to the question under debate, avoiding personality. (2)(A) Except as provided in subdivision (B), debate may not include characterizations of Senate action or inaction, references to individual Members of the Senate, or quotations from Senate proceedings. (B) Debate may include references to actions taken by the Senate or by committees thereof that are a matter of public record; references to the pendency or sponsorship in the Senate of bills, resolutions, and amendments; factual descriptions relating to Senate action or inaction concerning a mea sure then under debate in the House; and quotations from Senate proceedings on a measure then under debate in the House that are relevant to the making of legislative history establishing the meaning of that mea sure. Recognition 2. When two or more Members, Delegates, or the Resident Commissioner rise at once, the Speaker shall name the Member, Delegate, or Resident Commissioner who is first to speak. A Member, Delegate, or Resident Commissioner may not occupy more than one hour in debate on a question in the House or in the Committee of the Whole House on the state of the Union except as otherwise provided in this rule.
