She has her studies and therapy, and guidance on how to live independently with her multiple disabilities. At the HMS School in West Philadelphia, Sarah Rich has learned to navigate the hallways in her spiffy motorized wheelchair despite the limitations of cerebral palsy. Rich and Kelly are among an estimated 4,200 students - nearly one-fourth of them from Philadelphia - who attend 29 private special-education schools in Pennsylvania. Such schools are caught up in a state-funding squeeze that school leaders say has brought them to the brink of crisis. Gov. Schweiker has offered them no extra money in his 2002-03 budget plan - just $63.5 million, the same as this year. Public school districts would get only an extra 1 percent. Nineteen of the nonprofit schools - serving students with disabilities such as autism, Down syndrome, cerebral palsy, retardation, blindness, neurological disorders and severe emotional problems - are in the Philadelphia area. Costs range from at least $25,000 a year for day students to about $125,000 for residential treatment.

Many of you will want to know what qualifies me to guide you in your search for help and info regarding cerebral palsy. Well, I am 35 yrs old and have 5 children and one granddaughter, my 11 year old son, Willie, has spastic diplegic cerebral palsy, epilepsy, severe asthma, and is visually impaired. Willie has cp due to what is technically called partial agenesis of the corpus colosum very fancy and ugly words that simply mean that the connecting tissues for the two halves of Willie's brain never fully developed. No one knows why this happened, or how this happened infact very little is known about this condition. It is very rare occuring about once in every 20,000 births. I volunteer online as a free disability rights advocate and work privately in life as a paid advocate. Most of the cases I fight online are adult cases and most of the cases I handle in life are children's issues. I also work at Burlington County College as an aide to disabled students, taking notes, helping perform lab assignments, tutoring, administering exams and just helping them to understand that they can succeed.
