Abuse, Neglect, Exploitation and Advocacy
  • Adult Protective Services
    The Adult Protective Service (APS) Program responds to cases of suspected abuse, neglect, or exploitation of impaired adults. Specifically, the program serves persons who are aged 18 or over, who have a physical or mental impairment, and who are not living in a long term care facility (for example, a nursing home). The APS program is staffed by trained social workers who provide assistance.
    This service is provided by the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD). The Wellness Community provides support programs facilitated by licensed and experienced psychotherapists. At these meetings, people with cancer develop strong bonds with others. Like a family, together we explore new ways of dealing with the physical and emotional problems associated with the disease.
Newcomers’ Orientation
Newcomers’ orientation is a great first step for someone wanting to learn more about The Wellness Community and our services. Orientation is a general overview of all the support programs, services and events that we offer. Like the participant groups, orientation is held at various times to meet the demanding schedules of our participants.
Participant Groups
Participant groups are the mainstay of our support programs here at The Wellness Community. Facilitated by a licensed psychotherapist, these groups are exclusively for people with cancer. The groups are two hours long and are offered at a variety of times during the day and night to accommodate the different schedules of our participants. Participant groups offer a safe place for people with cancer to talk about whatever is on their mind as it relates to cancer. Through these sessions, our participants form strong bonds with other individuals fighting cancer while they explore new ways of coping with the physical and emotional aspects of disease. Before joining one of these groups we suggest you learn more by attending one of our Newcomers’ Orientation sessions.

General Information
The Delaware History Museum offers a series of hands-on programs that help students gain the skills of the Delaware State Education Standards in a museum setting. Interactive components include: illustrated, participatory storytelling; meeting real historical characters; role-playing; analyzing and investigating authentic and reproduction artifacts; dressing in reproduction clothing; and making historically accurate crafts to take home. By seeing, touching, and doing, students learn first hand about important events and issues in state and national history. We also offer post-visit materials for each program for teachers who are interested in continuing the learning process back in the classroom.

The Division of Family Services, Department of Services for Children, Youth and Their Families, adopts and promulgates the following licensing requirements for family child care homes as authorized in The Delaware Code, Title 31, Subchapter II, Subsections 341 -344. Foreword
Child Day Care is the most commonly used term to refer to the range of services available for children who are away from their own homes for a part of the day. Generally parents seek substitute care for reasons of employment, although a variety of situations prompt the need for child care. The primary characteristic of child day care is the delegation by the parents of the responsibility for the care and protection of the child to the provider. The need for protecting children receiving care outside their own homes was recognized by the Delaware General Assembly as early as 1915. Since 1950, Delaware has required child care facilities to be licensed as authorized in the Delaware Code, Title 31, Subchapter II, Subsections 341 -344. The licensing law defines the type of facilities that are to be regulated by the State, and gives the authority to "prescribe reasonable standards" and "license such facilities" to the Department of Services for Children, Youth and Their Families. The purpose of the law is to protect the health, safety and well-being of the children who receive care in child care facilities. Licensing of these facilities is a preventive function which has as its purpose setting requirements which must be met in order for a facility to be able to operate.

The Delaware Agricultural Museum Association was formed by a group of people dedicated to preserving the agricultural heritage of Delaware and the Delmarva Peninsula. The Museum opened its doors to the public in August 1980. A main exhibit building and fifteen historic structures associated with a nineteenth century farming community bring the fascinating story of agriculture to life. More than 4,000 artifacts are displayed in the main exhibit building - from butter churns to threshers, from an eighteenth century log house to the first broiler chicken house.

SBDC honors small businesses Twenty years ago, DSBDC opened its doors in a small basement office in Purnell Hall at the University of Delaware. Over the years, it has grown into a major center-city resource center in downtown Wilmington, with satellite centers in Kent and Sussex counties, and administrative offices in the Delaware Technology Park. DSBDC is reaching back into its past to feature their earliest clients at the celebration. However, the evening will be their way of thanking current clients, supporters and advocates of small business. The federal welfare reform legislation that became law in the summer of 1996 will return portions of the federal safety net to the states, highlighting the importance of sources of assistance for low-income individuals and families that are administered and funded at the state or local level. Among the most important of these is the group of programs known collectively as General Assistance (GA). GA encompasses a widely varying set of assistance programs that share two defining characteristics. They are funded and administered entirely by the state, county, and/or locality in which the particular program operates. And they provide benefits to low-income persons who are not eligible for federal assistance. As such they are the last resort for government assistance for many in need. This brief provides an overview of the nation's GA programs as they existed in the summer of 1996 with three purposes in mind: to gauge the extent to which persons no longer eligible for federally funded programs under the new legislation might be assisted through existing state and local programs; to provide a baseline against which to measure changes states may make to their GA programs in light of the new policy environment; and to trace how the GA landscape has already changed since the last comprehensive survey conducted in 1992.

I'd like to thank the Committee for its leadership on this program and the bipartisan support that CSBG has enjoyed. I have been Director of the Office of Community Services (OCS) since 1993, and prior to that, I was a Community Action Executive Director for more than 20 years.
