Delaware Exemplary School Library Project Announced
(Dover, DE) - The Governor's Task Force On School Libraries announces that Townsend Elementary School, Appoquinimink School District, has been selected as the demonstration site for the Delaware Exemplary School Library Project. The purpose of the project is to develop a model Delaware school library that demonstrates best practices of the library profession and its impact on education and student achievement. Tony Marchio, Superintendant, was the recipient of the 1999 Administrator's Award for Excellence presented by the Delaware School Library Media Association (DSLMA), a division of the Delaware Library Association. Through his leadership, Appoquinimink School District has demonstrated awareness of the essential contribution of school library media centers to excellence in education through the provision of a full-time certified librarian and flexibile scheduling in each of the elementary schools. Townsend Elementary School was selected as the demonstration site for the Delaware Exemplary School Library Project due to their progress on a combination of factors including the size of the facility, use of technology, age and size of the collection, and the integration of information literacy skills into the curriculum. Dr. Sandra Cohee, Principal, Ann Thomas, Assistant Principal, and Courtney Kaczka, Librarian, are commended for their visionary leadership in developing a quality school library program which supports the needs of the students, teachers, and the school community.

NOW, THEREFORE, I, RUTH ANN MINNER, by the power vested in me as Governor of the State of Delaware, hereby declare and order that: 3. The purposes of the Task Force shall be to improve and extend school library services available to all Delaware students, kindergarten through twelfth grade, and to support curriculum reform efforts related to school libraries. Robertta H. Barba is a Professor at San Jose State University where she teaches graduate coursework in Instructional Technology, including: Introduction to Instructional Media, Advanced Computer Graphics, Interactive Instructional Video,Educational uses of HyperCard/HyperStudio, Distance Education: Web-based Learning, Emerging Technologies, and Digital Photography for Educators. Dr. Barba received her B.S. and M.S. degrees at the University of Delaware and her Ph.D. degree at the Pennsylvania State University. She has previously held faculty positions at San Diego State University and the University of New Mexico. Robertta Barba is an experienced science educator, having worked in the Appoquinimink School District in Odessa, Delaware; Christina School District in Newark, Delaware; Quemado Rural Independent Schools in Quemado, New Mexico, Encinco Rural Independent Schools, Encino, New Mexico; and the Albuquerque Public Schools in Albuquerque, New Mexico. She has worked as a classroom teacher, a science department chair, a district science curriculum supervisor, and a student teacher supervisor.

Keeping schools safe Secret Service Study Explores Early Detection in School Shootings W hile violent deaths at schools are extremely rare events, the Department of Education is partnering with the Secret Service to develop training aids for school administrators, local law enforcement personnel and others to help prevent further attacks at schools. These incidents of "targeted violence" in which an attacker > selects a particular target prior to a violent attack are the focus of an ongoing research project that began approximately two years ago. The Secret Service, which is responsible for protecting national leaders including the President, shared its expertise in threat assessment for a review of 37 U.S. school shootings that date as far back as 1974. Findings are available in Report on the Prevention of Violence in Schools The report warns that "the use of profiles carries a risk of over- identification" and advises schools and communities to redirect their focus to student "behaviors and communications" to determine the probability for a violent attack.

On Effective of School Library Media Programs on Learning
Good morning and welcome to Delaware and the Glasgow High School Library. I am Tom Sloan, Delaware’s State Librarian.
You honor the libraries of this state and nation by conducting this important hearing on the reauthorization of the Elementary and Secondary School Act in a school library. Your presence recognizes that the school library media center is essential to learning and is the information hub of successful 21st Century schools. To that end, the reauthorization of ESEA should ensure that students and staff are effective users of ideas and information. It is the school library media program that provides the intellectual and physical access to learning materials in all formats. It is the school library staff that provides instruction to foster literacy and stimulate interest in reading, viewing, and using information. It is the successful school library media program that is able to work with teachers, students, and parents to design learning strategies to meet the needs of individual students. ESEA could provide incentives to establish, maintain, and expand school library media programs that improve student achievement as shown through research studies. ESEA could assist in providing the funds needed to acquire sufficient school library materials; provide qualified school library media specialists to work with students and teachers; and incorporate new technologies into the curriculum and learning.

Delaware City School District Administrative Guidelines 2520D - STUDENT USE OF LIBRARIES/MEDIA CENTERS Libraries and media centers have been established primarily to enrich the education of students and to help them learn how to make effective use of reference and enrichment materials. The cost of such centers can only be justified when the following conditions exist: A. The centers are open and available to students during the school day as staffing and program make possible. B. The environment within the centers is inviting, attractive, and conducive to thought and study. C. Staff members communicate their willingness to assist students in locating the resources they seek and to instruct them in the proper use of the reference and retrieval systems. D. Courses of study are designed so that use of the resources that exist in the centers are an essential means for achieving the learning objectives in the course. E. Part of the evaluation of what students have learned in a course should be growth in the skills associated with using learning resources such as those that exist in the libraries and media centers.
