A revision of the 1988 resolution On Teacher Certification was adopted at the Delegates Assembly held in Indianapolis, Indiana, in May, 2000.
In the modified version, entitled On Teacher Certification in the United States
    1. All personnel be responsible for teaching reading at the elementary, middle and secondary levels (K-12) be appropriately prepared, qualified, and licensed.
    2. Local, state, and national policy makers, school board officials, accrediting agencies, and teacher education institutions should adhere to the International Reading Association guidelines for preparing appropriately qualified and licensed teachers.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). Minner to present 2004 budget today
Gov. Ruth Ann Minner is scheduled to present her budget for fiscal 2004 that starts July 1 in a speech to the General Assembly this afternoon. Gregory Patterson, Minner's spokesman, said the governor will outline the elements creating a projected $300 million budget gap - and steps to close it. The shortfall results from lower revenues attributed to the national economic slowdown, and higher costs for items such as the state's share of the Medicaid health-insurance program for the poor, and rising school costs because of rising enrollment. December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
    There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Connecticut's and seven other states' programs fall into Class A. Class A programs have the following characteristics:

Lohman, Chief Analyst You asked several questions about the relationship between Connecticut's system of teacher certification and certification by the National Board for Professional Teaching Standards (NBPTS). Questions and answers are listed separately below. Why doesn't Connecticut accept NBPTS certification in lieu of state teacher certification?
    NBPTS is not intended as a substitute for state teacher licensing. State certification is mandatory and intended to ensure that beginning teachers meet minimum standards. NBPTS certification is voluntary and designed to identify experienced teachers who meet rigorous professional criteria.
In order to be eligible for NBPTS certification, a public school teacher must already have a valid state teaching certificate, a bachelors' degree from an accredited institution, and at least three years of teaching experience. A private school teacher who is not legally required to hold a state teaching certificate may receive board certification if she submits proof that the private school where she taught has state approval to operate. Is national board certification less rigorous than Connecticut's?

The Problem
Each year the Office of Certification and Professional Standards at the Delaware State Department of Education receives and processes thousands of applications from individuals wishing to be certified to teach in Delaware. Applications are received from both first-time applicants and from those already holding Delaware certificates. A complete application consists of several documents which have to be reviewed manually by staff for accuracy and completeness. The entire process is extremely labor-intensive and produces a tremendous amount of paperwork which must be stored as hard-copies. An analysis of the certification process by the Office of Certification, in partnership with PSI MAXIMUS has revealed that many of these functions can be streamlined through automation to increase efficiency.
The Solution
With a growing number of individuals having access to the Internet , PSI MAXIMUS is in the process of developing a Teacher Certification World Wide Web site for the State of Delaware. This Web site will be available to inform applicants about policies and procedures, enable the electronic

North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. University of Delaware On Sunday, July 11, 1999, the New York Times reported that more and more students are electing careers in teaching. Unfortunately, the decision to teach at the secondary level often comes at the eleventh hour. Thanks to Delaware's MA in Foreign Language Pedagogy (one of the few in the US), students graduating with a BA in French, German, or Spanish who make the decision to teach in their senior year now have the possibility of continuing their foreign language study at the graduate level while at the same time working towards teacher certification.
