Progress Toward Poliomyelitis Eradication - Democratic Republic of Congo, 19961999
In 1988, the World Health Assembly resolved to eradicate poliomyelitis by December 31, 2000 ( ). Although progress has been extraordinary ( ), full implementation of polio eradication strategies has been delayed in several countries affected by war. The Democratic Republic of Congo (DRC) has experienced continual armed conflict since October 1996. As a result, DRC is the last country in the African Region of the World Health Organization (WHO) to implement National Immunization Days (NIDs*). DRC is an important global reservoir for wild poliovirus and shares more than 5580 miles (9000 km) of border with nine countries ; in at least seven of these countries polio is endemic. The large area of DRC, substantial amount of poverty, weak health-care infrastructure, poor transportation and communication, and competing demands for resources present considerable challenges to polio eradication. This report summarizes information on the existing health-care infrastructure and routine coverage, information from NIDs carried out in 1999, and results from the recently established surveillance system for acute flaccid paralysis (AFP).

    FACT SHEET: AFRICA SUB-DIRECTORATE COUNTRIES OF THE FOUR SUB-REGIONS OF AFRICA SOUTH OF SAHARA
    HISTORY OF MEMBERSHIP The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, etc., which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol (in accordance with Article 2 (1) of its Constitution) ensures the closest possible co-operation between the "criminal police authorities" of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime. Joining Interpol was therefore one of the first steps taken by various African leaders once their countries obtained independence.

Located in the Great Lakes region of Africa, the country currently has a population of 43 million, including approximately 500,000 refugees from Rwanda. The DRC’s ethnic make-up consists of over 200 ethnic groups. French is the official language, although many African languages, including Kiswahili, Lingala, Tshiluba and Kikongo, are also spoken. Approximately 50 percent of the population practices Christianity (75 percent Roman Catholic); half the country practices traditional beliefs. Recent Political History President Laurent-Desire Kabila seized power in May 1997 following a seven-month campaign against dictator Mobuto Sese Seko, who fled the country after over 30 years of viciously authoritarian rule.

    In April 1997, Zairian rebels backed by Rwanda and Uganda push into Lubumbashi, and President Mobutu turns to the military in an attempt to maintain his slipping hold on power. In May, Kabila and Mobutu meet as rebel forces move toward Kinshasa. Mobutu cedes power and flees Kinshasa. Rebels enter Kinshasa with little resistance and Kabila takes power in May 1997. Kabila's alliance changes Zaire's name to the Democratic Republic of Congo (DRC). A new currency, the Franc Congolais is introduced on June 30, 1998. Kabila declares himself president and bans all politics, but promises elections in 1999.
    From then on, several parallel processes gradually unfolded:
    • Fragmentation of the rebel movement (RCD), as a result of personality clashes and shifting interests of foreign supporters. Regional contagion. Insecurity spread throughout the region (with foreign rebel groups using DRC as a rear-base), foreign forces clashed on DRC soil (e.g., battles between Ugandan and Rwandan forces), and some of the rebel groups even intervened in other countries (e.g., the MLC to support Central African Republic President).
    Overall, an estimated 200,000 people, mostly civilians, have been killed during this conflict, and about 2 million have been the indirect victims of the conflict, dying of starvation or diseases which would have been treated in the absence of conflict.

    Lubumbashi, formerly Elisabethville, city in southeastern Democratic Republic of the Congo (DRC, formerly Zaire), capital of Katanga Region. The principal commercial and industrial center of the region, Lubumbashi is in an area rich in mineral resources. Copper smelting is the major industry, and zinc, cobalt, and cadmium from the nearby mines are also processed. Noteworthy are the Lubumbashi campus of the University of Kinshasa (1955) and the regional museum, with its collection of African art. Founded in 1910 by the Belgians as a mining camp and named Elisabethville in honor of Elisabeth, queen of the Belgians, the city prospered as its rich mineral resources were developed. It remained under Belgian control until 1960, when the DRC gained its independence. Katanga then declared itself an independent nation, with Elisabethville as its capital. In 1963, after three years of civil war, Katanga agreed to return to the republic. Elisabethville was renamed Lubumbashi in 1966. Population (1991) 739,082.

    Reports of the Secretary-General The reports of the Secretary-General ( S/1999/790 The ceasefire agreement also envisages a number of what it refers to as peace enforcement operations, including: the "tracking down" and disarming of armed groups; screening mass killers, perpetrators of crimes against humanity and other war criminals; handing over suspected genocidaires to the International Criminal Tribunal for Rwanda; repatriations; and studying measures for attaining the above objectives. The "armed groups" are identified as the former Rwandan government forces and interahamwe militia, the Allied Democratic Front, Lord's Resistance Army, the Forces for the Defence of Democracy of Burundi, the Former Uganda National Army, the Uganda National Rescue Front II, the West Nile Bank Front, and the National Union for the Total Independence of Angola. The July report noted that the mission would be named the UN Observer Mission in the Democratic Republic of the Congo (MONUC) and noted the need to include in the mandate of any eventual peacekeeping mission measures to address the human rights violations that characterized the conflict. The November report deals mainly with implementation of the Lusaka Agreement. In particular the report notes preparations for the establishment of the JMC and the UN dispatch of an advance civilian and military team to the subregion to establish contacts with the participants in the ceasefire process and to formulate recommendations for the initial deployment of UN personnel. Subsequent actions included the deployment of military observers and a technical survey team.

    SECURITY COUNCIL EXPRESSES SUPPORT FOR PEOPLE OF DEMOCRATIC REPUBLIC OF CONGO AS 'NEW PERIOD IN THEIR HISTORY' BEGINS
    Presidential Statement Also Calls for Immediate End to Violence Against Refugees, Cooperation with UN Mission Investigating Reported Massacres The Security Council, this evening, expressed its support for the people of the Democratic Republic of the Congo as "they begin a new period in their history", its respect for their legitimate national aspirations to achieve progress to the benefit of all, and opposed any interference in the internal affairs of that country. Through a statement read out by its President, Park Soo Gil (Republic of Korea), the Council also reiterated in the strongest terms its call for complete cooperation with the United Nations mission investigating reports of massacres, other atrocities and violations of international humanitarian law in the country, including to provide its full and immediate access and to ensure its security. It expressed particular concern over reports that refugees in the east of the country were being systematically killed and called for an immediate end to the violence against refugees. Further by the statement, the Council, in accordance with the United Nations five-point peace plan, called for the rapid and peaceful settlement of the crisis through dialogue and the convening of an international conference on peace, security, and development in the Great Lakes region of Africa under the auspices of the United Nations and the Organization of African Unity (OAU). It reaffirmed its statement of 30 April calling for rapid agreement on peaceful transitional arrangements leading to the holding of democratic and free elections with the participation of all parties.

    History:
    After years of political vacuum, Museveni succeeded in restoring order and a measure of prosperity to most of the country during the 1990s. Presidential elections, comfortably won by Museveni, were held in 1989, although the National Resistance Council subsequently delayed the introduction of a new constitution.
    Uganda has since been heavily involved in the conflict in the Democratic Republic of Congo. Along with its Rwandan allies, the Ugandans backed the rebel side against the Kabila government. In 2002, following a provisional settlement of that conflict, the Ugandans pulled out.
