Visit to the District of Columbia's Charter Schools
Community Academy Public Charter School The first school visited was The Community Academy Public Charter in Northwest, DC, with Fonda Sutton, the school’s director and Kent Amos, founder of The Urban Family Institute and driving force behind the Academy. Amos gave the philosophical background for the school’s creation, which comes from his experience with the violence and crime that claimed the lives of several of the children who he has mentored and taken into his family. Amos is committed to "creating a world where children plan for college, not for funerals." In his charter school, children are respected for their abilities, helped with special needs and encouraged to achieve. According to Amos, the school has to look at the substantive difference between how they educate a child and how they prepare him/her to be a citizen in their community. The Community Academy is a neighborhood-based, multiple campus charter that offers primary through secondary education. Next year they will add another site in another location within the city. Currently a Pre K-7 grade school, the Academy is preparing to accept classes of students that will bring enrollment to 4,000, up to grade twelve. A nine-member board of community members monitors the school. The school seeks to offer children a ‘nurturing village’ experience by including social services and education to family members. Sponsors of the Academy hope to create a neighborhood in which "families have the resources necessary to realize their potential, individually and collectively." This goal, they believe will best allow a child to reach his/her full potential and become a responsible adult who actively pursues lifelong learning opportunities.

Public charter schools are publicly funded schools that provide all parents a choice of public schools for their children. Free to all, public charter schools are non-sectarian, do not discriminate, and admit students without screening of any kind.
The idea behind public charter schools is that parents, given a variety of public schools to choose from, will pick the schools they think best meet the academic needs of their children. This will create competition for students among public schools - charter and traditional - that will bring across-the-board improvements in public education. Public charter schools are organized as non-profit corporations and are freed from most of the rules that burden traditional public schools. In exchange for this freedom from central control, public charter schools are held accountable for improved student achievement. How a public charter school gets its students to learn is up to the school's board of trustees; whether student achievement has been sufficient is monitored by each school's chartering authority.
Thirty-six states and the District of Columbia have passed public charter school laws, often in response to the demands of parents. Public charter schools are especially popular with inner-city parents, many of whose children have long been denied a decent education. In the District of Columbia, Kansas City, and Milwaukee, for example, between 10 percent and 15 percent of all public school children now attend public charter schools.

SEED Timeline Winter 1997 The SEED Foundation is established to design and launch schools to benefit urban children. The founders decide to open the first school, a model for targeted boarding programs across the country, in the District of Columbia. Spring 1997 : Scores of interviews are conducted nationally and in the Washington, D.C. area with community and political leaders, public and private school educators, administrators of the District of Columbia Public Schools, potential funders of the school, child welfare advocates, charter school organizers, and parents/guardians. Fall 1997 : The SEED Foundation successfully lobbies the United States Congress and the Council of the District of Columbia to amend the education budget to provide additional operating funds for boarding charter schools in the District of Columbia. The SEED School obtains a Provisional Charter from the District of Columbia Public Charter School Board. The Capital Children's Museum is identified as a temporary site for the School. Spring 1998 : The District of Columbia Public Charter School Board grants a charter to The SEED School. SEED secures temporary academic and dormitory space at the Capital Children's Museum. The School receives a $500,000 gift to open its doors. The first annual lottery is held for the incoming seventh grade class.

Advocacy The SEED Foundation was awarded the charter for the SEED School of DC in 1998 by the DC Public Charter School Board. Gaining the charter required both developing an education and business plan for a public boarding school and persuading the DC Public Charter School Board and federal government of the need for boarding school opportunities for DC children. In addition to securing the public charter, a large and successful component of The SEED Foundation's work has been to cultivate of bi-partisan support for legislation providing public funds for public boarding schools. SEED has successfully lobbied for several pieces of legislation from the federal and District of Columbia governments. In the fall of 1997, The SEED Foundation successfully lobbied the United States Congress and the Council of the District of Columbia to appropriate additional operations funds for residential charter schools in the District of Columbia. Two years later, in the fall of 1999, the Foundation successfully lobbied to amend the charter funding allocation to provide additional facility and special needs funds for residential charter schools in the District of Columbia.

During the address, the Mayor called upon the entire city to join with him and parents, teachers and educators to make our schools one of the best educational systems of any big city in America. As a first step, the Mayor committed to full funding for District of Columbia Public Schools. "I believe educating our young people is no more and no less than the central driving force for any community that aspires to greatness," said Mayor Williams. "Make no mistake, my budget for next year is an education budget-with full funding for D.C. Public Schools and a substantial increase for Public Charter Schools. "

A wide range of local and national programs and foundations provide preschool - 12th grade students with scholarships to attend private schools. An estimated 60,000 students in more than 80 cities used private scholarship programs in the 2000-01 school year.
Demand for such scholarships far outstrips supply: parents submitted more than 1.25 million applications for the 40,000 scholarships awarded by the Children's Scholarship Fund in April 1999.

The District of Columbia has the most successful public charter school program of any city in the United States. Just six years after the first school opened, 14 percent of all public school students attend school on 39 public charter school campuses.
Ninety-nine percent of the District's public charter school students are members of minority groups. Public charter schools are located in seven of the District's eight wards and are more frequently located in tracts with lower incomes and higher poverty rates than are traditional public schools. Nearly two-thirds of public charter school students qualify for free and reduced lunch.
Freedom from central control has enabled the District's public charter schools to innovate in many different ways. Often employing cutting-edge whole-school design models, about half of D.C.'s public charter schools offer an academically rigorous liberal arts curriculum. Many of the remainder offer curricula focused on a particular subject theme, like arts, foreign language immersion, or technology. The rest target niche markets, such as students who are several years behind grade level, children in the juvenile justice system, or adult learners. One D.C. charter was the first public, urban boarding school in the United States.
Most D.C. public charter schools carry out their innovative programs in much more intimate learning environments than are available in traditional public schools. Over 70 percent of D.C. public charter schools have fewer than 300 students and small classes are the norm.
