Congress established the Foundation in December, 2000 under the Omnibus Indian Advancement Act (Public Law 106-568). The Foundation is authorized to accept contributions from private citizens and outside entities wishing to provide direct assistance to Indian students attending Bureau of Indian Affairs (BIA) schools. "Education is one of the highest priorities of this administration," said Secretary Norton. "We are striving to leave no child behind in our efforts to improve the quality of education - including those at BIA schools across Indian country. The number of public high school graduates in the state is expected to decrease 26 percent, going from 9,278 in 2000 to 6,866 in 2012, a report by the Dakota Association for College Admission Counseling said. The state had 11,875 graduates from public high schools 30 years ago. The drop in graduates will not mean much to larger South Dakota cities since their schools will retain adequate numbers, state Rep. Mel Olson, D-Mitchell, said. But smaller towns in the state will be hit the hardest. To keep school doors open, rural communities will have to consider consolidation, distance-learning through the Internet and television, boarding schools or home-schooling, Olson said. ''East River towns will look at consolidation and West River will look at the last three options,'' Olson said. ''West River has already consolidated and they can't do it anymore.''

News Analysis: Mayoral race heats up by Anita Chari On the eve of the District primary elections, voters are struggling to sort out the myriad issues in this politically charged race. Of the numerous candidates who are making bids for mayor in this landmark election, five candidates have emerged as key players. Four are Democrats: Anthony Williams (D), Jack Evans (D-Ward 2), Harold Brazil (D-At Large), Kevin Chavous (D-Ward 7). Only one candidate will emerge victorious from the primary elections on Sept. 15 to fight the traditionally ceremonial battle against Carol Schwartz (R-At Large), the lone Republican. Williams has campaigned on a reform platform, pledging to continue the financial streamlining that he started when he served as the District's chief financial officer. Williams, commanding 38 percent of District Democrats' votes according to the Aug. 30 Washington Post poll, comes to this election from an ideal position. He is indisputably experienced with District politics, but unlike most of his opponents, he did not serve on the city council, and thus he need not wrestle with the charges of inaction that the D.C. establishment's candidates must address. Williams has been credited with spurring the city's financial revitalization within the past year. More importantly, under Williams' direction, the city has balanced its budget and even retained a surplus for the 1997 fiscal year. Foreword A n enthusiastic "Y’know what I’m gonna be?!" is a frequent comment I hear from young people living in "orphanages," "children’s homes," "residential boarding schools," and "youth villages" in the United States and in other countries. The excitement of so many of these children about their promising futures is the strongest impression remaining from my visits to more than 30 programs. Yet, almost without exception, these young people are from economically and socially disadvantaged backgrounds. Only the students in "prep" schools came from "advantaged" backgrounds. Most had entered their residential programs with little self-esteem and few prospects for a productive future. Why, then, are long-term residential environments for at-risk children and youth so poorly viewed by people in the United States? Why is it considered acceptable, if not attractive, to send a young person from a supportive, affluent family away to a residential boarding school, while it is considered destructive to send a young person from an unsafe, unhealthy home environment to a nurturing, educational, residential setting? Because of popular imagery of past orphanage life, now well out of date, many residential education programs have folded over the past four or five decades. There are now few education-focused, residential settings available for young people, especially adolescents, who have neither homes that can support them nor schools that can effectively teach them. There are, however, tens of thousands of children who could benefit from such care.

One wonders how this child could come to identify with Muhammad or coldly execute strangers. According to a recent Newsweek story, Malvo simply had the empathy crushed out of him at an early age. The story recounts how Malvo's father abandoned the family and how his mother left their native Antigua to scout for opportunities in the United States. His mother neglected to find surrogate parents for her son for fear that he would disappear from her life altogether. And so she simply left the child in Antigua, where he lived alternatively in boarding schools and cringing shacks along with relatives.

CURRENT FACTS Hyde Leadership is one of D.C.'s largest public charter schools, with projected enrollment for the 2002-2003 school year to be approximately 600 students in grades K-3 and 6-12. By the 2004 school year we will be a K-12 school with over 1,000 students. In order to maintain the intimacy we have worked hard to develop with our students and their parents, we will divide the student body into three smaller "schools": the Elementary School with grades K-5, the Middle School, grades 6-8, and the Upper School, grades 9-12.
