[2] More Sponsors Needed for School Library Bill in the House; Visits to Representative's Office Encouraged [1] Washington D.C./Labor-HHS-Education Appropriations Vetoed On November 2 the Senate approved the Labor-HHS-Education Appropriations conference report, which is part of H.R. 3064, the District of Columbia FY2000 Appropriations bill. The bill was forwarded to the President whose veto message was read in the House on November 3. The President found many areas of objection in a bill this all encompassing. He cited Congress's rejection of his request for 100,000 new teachers as one of the reasons for the veto.

Introduction
A State Library Agency (STLA) is the official agency of a state charged by law of that state with the extension and development of public library services throughout the state, which has adequate authority under law of the state to administer state plans in accordance with the provisions of the Library Services and Construction Act (LSCA). Beyond these two essential roles, these agencies vary greatly. They are located in various departments of state government and report to different authorities. They are involved in various ways in the development and operation of electronic information networks. They provide different types of services to different types of libraries. Thus, the data reported herein for the District of Coiumbia and Hawaii frequently include data which, in other states, would be reported by local public libraries rather than the state library agency. To avoid confusion on this point, this report does not analyze the data on public service hours, outlets, collections, library service and development transactions, staff, income, and most expenditures data (i.e., Parts F through M of the survey). Negotiations are in progress with these two agencies concerning the future reporting of these data and should permit analysis of all survey data beginning with the FY 1995 report. This report does include analysis of two categories of expenditures: those for allied operations and those for grants and contracts in support of educational reform efforts. The examples cited in the analysis of these expenditures are intended, not to identify any state library agency as exemplary, but to suggest the range within which the approaches of different agencies vary.

The Columbia Borough School District continues to demonstrate its commitment to excellence in providing educational experiences that prepare each student to become an independent, life-long learner and a responsible, caring citizen to succeed in an ever-changing world. These curricular changes have resulted in a balanced literacy approach that incorporates phonovisual instruction, guided reading and technology assisted instruction, in the form of the Academy of Reading, at the elementary level. At the middle school level, all students receive separate English and Literature courses which emphasize writing. Selected students can also enroll in an Honors Literature course at each grade level, which will provide them with an opportunity to participate in an Advanced Placement English Literature course. To support the newly revised math curriculum, a new elementary math series called Saxon Math has been adopted. Beginning in third grade, all students receive calculators and instruction in their use, At the secondary level, new Pre-Algebra courses and a two year Algebra course for non-college bound students have been implemented. A new statistics course and a new Introduction to Computer Science Using C++ course have been implemented as well. In addition, new textbooks have been obtained for all of the math courses at the secondary level. As with English, selected students can enroll in an Honors Math course at each grade level, which will provide them with an opportunity to participate in an Advanced Math course.

Appendix A Resources for Technical Assistance
To help all children reach high academic standards, many states, school districts, and schools will need a new kind of technical assistance. They will need comprehensive assistance that is driven by the needs of families and children and that can provide tools and information to help them leverage all available resources in order to improve teaching and learning for all children. To that end, the Department is creating regional technical assistance centers to provide comprehensive, high-quality assistance and information. The Depart ment is also changing the way it relates to the field by shifting its focus from monitoring for compliance to providing support to enhance program quality.
Regional Service Teams and Integrated Programs Reviews
The Office of Elementary and Secondary Education (OESE), which houses the Office of Migrant Education, has a new organizational structure that is built around ten regional service teams. Existing program offices, including the Office of Migrant Education, will retain a small program base, but will provide most services to OESE grantees through teams that have staff with expertise in OESE's programs. This new structure signals a new relationship with states and local operating agencies. Rather than focus on providing program-specific advice, the restructured OESE will use cross-program teams to encourage and support state and local efforts to integra te services and collaborate across programs. In anticipation of this change, OESE began in 1994-95 to conduct integrated reviews of federally funded education programs. Integrated reviews are on-site observations and assessments performed by a team of s taff members from two or more program offices within the Department. Each focused on the progress of systemic reform efforts within a state and explored how individual federal programs fit within that broad reform effort. The Office of Migrant Education participated in all of the initial integrated reviews.

A PLAN FOR TRANSFORMING SCHOOLS
The District of Columbia Public School System is committed to becoming a school district that puts children first - that is, ahead of and at the heart of everything we do in principle, in deed and in spirit. The Children First Initiative is part of a comprehensive plan for school transformation that will create safe, nurturing environments for learning, prepare teachers to implement high quality instruction, prepare young children for school, offer students rigorous coursework, extend learning for all students who do not meet challenging standards, and make effective use of current research on best practices. The design of the academic plan for transformed schools is founded on the expectations that all students will learn; all students will achieve; all students will be successful. The approach to school improvement or transformation is directly correlated to the potential for success. This program, which originated from the Howard University College of Medicine, presented an update on clinical guidelines and procedures for the early recognition, diagnosis, treatment, and reporting of anthrax exposure. A panel of experts from the National Medical Association, the Centers for Disease Control and Prevention, and local public health provided an overview of clinical, laboratory, and public health preparedness for potential Bacillus anthracis incidence. Leaders in the African American medical community posed questions to the panel of experts for discussion.

Distinguished as the first library established by a medical school in the United States, the HS/HSL is a recognized leader in state-of-the-art information technology. The HS/HSL provides faculty members, staff, and students with a focal point for both traditional and digital information resources and services.
Serving all schools on campus and the University of Maryland Medical System, the HS/HSL contains more than 350,000 volumes, including more than 2,500 journal titles. The library has more than 900 seats, 40 study rooms, three microcomputer labs, a satellite conferencing center, and network connections throughout the building.
As the Southeastern/Atlantic Region Medical Library of the National Network of Libraries of Medicine, the HS/HSL serves 10 southeastern states, the District of Columbia, Puerto Rico, and the Virgin Islands.
