    by C. Emily Feistritzer The alternative teacher certification movement rose out of a need for more and better teachers. Faced with the threat of teacher shortages and concern about the quality of the teaching force, states have stepped forward to meet the demand. They have developed new avenues whereby people could come into the teaching profession. These alternative teacher certification routes provide opportunities for people from various educational backgrounds and walks of life to become teachers. They have opened doors to teaching for persons from other careers, from the military, from liberal arts colleges, former teachers who want to upgrade their credentials and get back into teaching and for people who trained to teach years ago but never did. The National Center for Education Information (NCEI) has been polling the state departments of education annually since 1983 regarding teacher education and certification. We have found a rapid development of alternative routes at the state level. By 1997, 41 states, plus the District of Columbia, report having some type of alternative teacher certification program. States report a total of 117 programs now available for persons who already have a bachelor's degree and want to become licensed to teach. It is estimated that more than 75,000 persons have been licensed through such state-run programs. Thousands more are being licensed to teach who are participating in college alternative teacher preparation programs. Other findings of NCEI's 1997 survey of the states regarding alternative teacher certification:

    District of Columbia Public Schools Application Submission Guidelines To apply for employment as a teacher in DC Public Schools, you must submit a cover letter along with a professional resume listing work history, education, subjects and grade levels in which you are interested, and certification information. In addition, transcripts from all institutions attended, two letters of reference, any proof of certification, a background check, and a current TB test will be required before a final hiring decision can be made.     On December 21, 1988, the Board of Education mandated that all persons seeking certification in the District of Columbia must satisfy the conditions of the applicable educational license as well as all testing requirements. The Board of Education wants assurance that every prospective teacher has competence in mathematics, reading, and writing. Additionally, the Board expects that each teacher has mastered the content in his or her specific teaching discipline. As of October 1, 1993, all teachers and other professionals who apply for certification must take the appropriate examinations from The Praxis Series: Professional Assessments for Beginning Teachers The first digit of the Session/Test Code indicates the session during which the test is offered in the 2002-2003 testing year. There are no session numbers for the CBT tests, which are given by appointment. For more information about CBT testing, visit Praxis I Computer-Based Testing
    • Predetermined scores must be achieved on the PPST (Pre-Professional Skills Tests) in Reading, Writing, and Mathematics prior to standard licensure in the District of Columbia.

    Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.

WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

District of Columbia Code Annotated § 31-402. Required Days of Instruction: During the period of each year public schools are in session. § 31-402(a). Required Subjects: No specific subjects required for home schools (private instruction). Home School Statutes: There is no specific statute dealing with home schooling. In 1991, the D.C. school district drafted a very restrictive policy which would have required unannounced home visits and teacher certification. After meeting with HSLDA attorney Chris Klicka, D.C. school district personnel rescinded the policy. No policy, rule, or regulation has been adopted to date.
