Is Teacher Certification a Bust? Author Says Yes
by Dean L. Kalahar, M.Ed. Every parent wants the best teachers for her children. Most, if not all, would argue that they expect certified teachers in the classroom and will settle for no less. This reasoning sounds good and it is a logical position to believe that certified teachers are more proficient at mastering the tools of a productive educational experience. But have you asked yourself why the private schools are consistently winning the test score game while at the same time creating a safe and orderly school environment without the same type of certified teachers? Kirk A. Johnson, Ph.D., compared math scores of black students in Washington D.C.'s public and Catholic schools and found that "The average Washington, D.C., eighth-grade Catholic school student outscored nearly 72 percent of his or her public school peers in mathematics achievement in 1996. Performing a similar analysis on the fourth grade results demonstrates that the average Catholic student outscores some 65 percent of his or her public school peers." "Aside from a couple of programs, Texas generally leaves districts on their own to fill the 'teacher gap,"' according to Education Week's seventh annual Quality Counts report released Tuesday. Texas earned a D-plus for improving teacher quality in the public education trade publication's yearly state-by-state ratings of regular categories including standards and accountability, financial resources and school climate. This year's 182-page report focuses on what 50 states, the District of Columbia and 30 large school districts, including Dallas, are doing to meet the federal goal of providing trained, certified teachers to all children especially to poor and minority students by 2005-2006.

o gain a picture of the current place of Asia-related studies in the K-12 curriculum nationwide, the Commission conducted an extensive teacher survey and compiled information on three essential areas: curriculum content, teacher preparation, and teaching materials. The goal of this research was to answer the following questions:
  • Is the teaching of Asia specified in the K–12 curriculum? What kind of preparation do teachers get for teaching about Asia? Do teacher preservice programs require courses on Asia? What kind of materials do teachers use in teaching about Asia, and what kind of materials do they need?

The Commission analyzed state curriculum frameworks for social studies and language arts and examined the content of the most widely used social studies textbooks. It also surveyed social studies teachers on their teaching practices and conducted interviews with state coordinators of foreign languages. The results of curriculum research outlined below were based on frame-works from August 1999 through December 2000. Our findings fell into several categories: SOCIAL STUDIES CURRICULUM FRAMEWORKS
Over the past decade, most states have adopted social studies content that address standards in civics, economics, geography, and history. Asia-related topics command a logical place in the social studies framework. In fact, thirty states and the District of Columbia specify the teaching of Asian content, generally in the upper elementary grades (4– 5) , middle school (6– 8), or high school (9–12). This means that there are concrete references to some aspect of Asian or Asian American topics. Such contents appear in a wide-range of subject areas, such as social studies, state history, U.S. history, world history, civics, economics, and world geography.

According to a 1999 survey of state education agencies(SEAS), 39 states and the District of Columbia offer English as a second language (ESL) teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

The School of Education is accredited by the National Council for the Accreditation of Teacher Education
(NCATE).
The B.A. in Elementary Education, second major in Secondary Education, Master of Arts in Teaching
(M.A.T.) and M.A. in Special Education: Learning Disabilities are approved by the National Association of
State Directors of Teacher Education and Certification (NASDTEC). The following secondary teaching
fields are approved by NASDTEC: biology, chemistry, dance, drama, English, French, German,
mathematics, physics, Spanish, general science, and comprehensive social studies. Students interested in
other subjects may be certified by the District of Columbia. Consult the director of teacher education for
more information.
Students admitted to graduate teacher education programs may be required to complete additional course work in order to be eligible for certification upon graduation. Students will be informed of additional requirements upon admission.
