Types of Public Schools In the 1996-97 school year, 86,058 public schools provided instruction to 45.6 million students in the United States ( table 1 This was an increase of 1.7 percent over the previous year for students and 1.1 percent in the number of schools. Most of these institutions were regular schools (81,163). Regular schools often provide a range of special, vocational, and alternative programs in addition to their traditional curriculum offerings; however, in 1996-97 there were 4,895 schools that offered these specialized programs as their primary function. Among this group were 1,686 schools whose major function was to provide special education for students with disabilities and 335 schools identified as vocational. Some 2,874 schools were reported to offer other alternative programs.

I. Program Profile
Legislation: Adult Education Act, Part C, Section 371, P.L. 91-230, as amended by the National Literacy Act of 1991, P.L. 102-73, (20 U.S.C. 1211) (expires September 30, 1995). Purpose: To support effective partnerships between education organizations and business and community groups for adult education programs that provide literacy training to meet workplace needs. The National Workplace Literacy Program (NWLP) funds competitive demonstration grants for programs involving partnerships between business, industry, labor organizations, or private industry councils and education organizations, including State education agencies, local education agencies, and schools, (including area vocational schools and institutions of higher education, employment and training agencies, or community-based organizations). Each partnership must involve at least one business, industry, or labor organization, or private industry council, and at least one education partner listed above. 11/11/97: On November 6, the District of Columbia School Board decided to keep the Marcus Garvey Public Charter School open after the school's board of trustees agreed to suspend principal Mary A.T. Anigbo for 30 days and place her and three other employees on probation. The principal and the three other employees were recently convicted on assault charges stemming from an incident with a Washington Times reporter at the school last year. The school board's decision was in line with an argument presented by Chester E. Finn, Jr., Bruno V. Manno, and Gregg Vanourek in their Washington Post op-ed, "Do the Right Thing for Marcus Garvey and All Charter Schools," published a few days before the board's decision.

PLATFORM FOR QUALITY PUBLIC EDUCATION IN THE DISTRICT OF COLUMBIA
We need our elected officials to contribute to the leadership of a cooperative initiative to improve public education; so that District residents have a public school system to count on, believe in and of which we can be proud On July 11, 1998 a coalition of District parents, local school educators and community activists (listed on the back) [below] came together to articulate a platform on public education The platform expressed below represents an effort to build on the experiences and background of participants to identify education priorities and the areas where strong consensus exists. We ask that the aspiring District of Columbia candidates speak to the issues raised in this platform during the 1998 elections.
Education Program
  • Establish a high quality school system that offers multiple programs and options (and supports them) such that all students can graduate prepared for gainful employment, post secondary education and training or both. Staff all schools to provide a full spectrum of disciplines including art, music, second and native language, technology, physical education, as well as core subjects of mathematics, reading, language arts, science, and social studies; and provide counselors and librarians to support these offerings.

    Short-Term Training and Counseling for Small Businesses in Central and Easily Accessible Branch Locations The U.S. Small Business Administration (SBA) administers the Small Business Development Center Program (SBDC) to provide management assistance to current and prospective small business owners. The program is a cooperative effort of the private sector, the educational community and federal, state and local governments. It enhances economic development by providing small businesses with management and technical assistance. The SBDC Program is designed to deliver up-to-date counseling, training and technical assistance in all aspects of small business management. SBDC services include, but are not limited to, assisting small businesses with financial, marketing, production, organization, engineering and technical problems and feasibility studies. Special SBDC programs and economic development activities include international trade assistance, technical assistance, procurement assistance, venture capital formation and rural development. There are 58 small business development centers — one in every state (Texas has four), the District of Columbia, Guam, Puerto Rico, the U.S. Virgin Islands and American Samoa— with a network of nearly 1,000 service locations. In each state a lead organization sponsors the SBDC and manages the program. The lead organization coordinates the programs and services which are offered to small businesses through a network of subcenters and satellite locations in each state.
