The war is the result of a large-scale Eritrean military invasion of Ethiopian territory. Eritrea has recently announced claims on these territories that were being peacefully administered by Ethiopia. But international law forbids the use of force to change the status quo. A country which has territorial claims on areas peacefully administered by another country must not resort to force; it has to bring the issue to international mediation. The Eritrean invasion which took place on May 12, 1998, violated this fundamental tenet of international law. After the invasion the Eritrean government stated that it had "brought under its control large swathes of territory." Eritrea claims that Ethiopia provoked the invasion because of a clash on May 6, 1998 between Ethiopian police and Eritrean army units in Badime. However, Badime and its environs were under peaceful Ethiopian-administration at the time; as established by an OAU fact-finding mission. Eritrea has not been able to provide a logical explaination for why it sent armed Eritrean units into Badime on May 6 in the first place.

In the shadow of the 11 September attacks on the United States, terrorism and the question of Afghanistan loomed over the Security Council's agenda in 2001.  Throughout the year, however, the Council also focused on a global range of unstable situations, notably the long-term conflicts in Africa and the continuing violence in the Middle East.  In addition, the significant progress in Kosovo and East Timor was closely monitored.
The Council once again demonstrated its interest in holding open debates on issues that have an impact on global peace and security.  This year, the discussions addressed:  civilians in armed conflict; women, peace and security; small arms and light weapons; conflict prevention; and HIV/AIDS.
On the day after the terrorist attacks, members broke tradition by standing in unison to adopt a resolution condemning them, expressing sympathy with families of the victims and the host country.  Council members also expressed their readiness to combat all forms of terrorism in accordance with Charter responsibilities.

In a statement released to the ADI on the sidelines of the seventh council of ministers which took place yesterday under the chairmanship of the head of state and government, Mr Ismael Omar Gelleh, the minister of communications, culture, posts and telecommunications, Mr Rifki Abdoulkader Bamakhrama, who is also the government spokesman, has said that the Djibouti government was pleased with "the two parties' (Ethiopia and Eritrea) acceptance of the verdict given by an international arbitration commission on the delimitation of their border". The minister said that this moment was very important for the countries of the subregion, in particular for those of the Inter-Governmental Authority on Development (IGAD). My fellow Americans: After consulting with our loyal allies in Europe, speaking with United Nations officials, reading major American newspapers, listening to National Public Radio, consulting with Hollywood movie stars, and meeting with professors from our universities, I have changed my mind. They are right. I now realize that the most important goal America and its president can pursue is to be liked, hopefully loved, by mankind – and especially by France, Germany, China and the Arab world. I now realize that we Americans who think in terms of good and evil are simpletons. We should think, as the professors do, in multicultural terms and, therefore, render no moral judgment over Iraq or any other nation except Israel. Who am I to declare any regimes an "axis of evil"? I now realize that it was arrogant to make such a judgment on three regimes governed by men whom I should have tried better to understand. Now that I realize America's primary goal is to be liked, I will never again call any regime evil. In fact, in consultation with the presidents and deans of our major universities, I have decided to rename the governments of Iraq, Iran and North Korea an Axis of Diversity.

India can be a wee bit unnerving for the first-time visitor. The lifestyle and culture is totally different from the West. We've made a list of some important dos and don'ts for hassle-free and enjoyable travel in India.
A proper VISA to enter and stay in India is a must. There are reported cases when travelers are advised non-requirement of Indian VISA by their travel agents. Practically every foreign national requires VISA to enter India.
Travelers should get properly inoculated against Yellow Fever if coming through infected regions.
It is advisable to cover yourself with travel insurance for thefts, loss and medi-claim.
Carry proper maps of the places proposed to visit in India, as signboards are often absent. Try to reach a station during daytime if traveling on your own. In any case avoid persistent touts and taxi-wallahs at airport/stations/bus stand to help you find your hotel. Always use tourist assistance desk for proper advice.
Women traveling alone in certain deserted places should avoid walking at odd hours.
