January 29, 2003 Thank you Secretary Jorge Mera, excellencies, distinguished delegates, ladies and gentlemen. It is a great pleasure and honor for my delegation to attend this conference of the countries of the Americas who are members of the Economic Commission of Latin America and the Caribbean and to be here in the wonderful Dominican Republic. The United States of America believes that full Hemispheric cooperation on the WSIS is critical, and we are pleased that the Government of the Dominican Republic and the Economic Commission for Latin America and the Caribbean are hosting this very important event. This is an opportunity for our region to join in the emerging global consensus on the benefits of embracing the information revolution. The WSIS process has set into motion a global dialogue on the information society that may be without precedent. We, in the Americas, now have the opportunity to add our voice to this emerging consensus. Ladies and gentlemen: We are meeting at a time when we are facing unprecedented challenges in the ICT [information and communication technologies] industry, but I should also add, unprecedented opportunities both for those in the industry and those in the world of policy. We are slowly moving closer towards the goal of universal access a goal set by the Maitland Commission 20 years ago. We read of the 60 million new fixed-line subscribers, 140 million new mobile subscribers that were added around the globe in 2002 – most in developing countries. Indeed, it has been reported that worldwide telecommunications growth has been exceeding that of the general economy by approximately two and a half times.

    Past Programs Leadership Program Contact Information Printer-friendly version Background Since the establishment of constitutional government in 1966, the Dominican Republic has experienced a troubled electoral history, including the manipulation of results and disenfranchisement of tens of thousands of opposition voters during the 1994 presidential elections. The subsequent political crisis was eventually resolved by the "Pact for Democracy," an agreement that called for electoral reform and new elections in 1996. The 1996 presidential elections represented a historic turning point, as the election results were peacefully accepted by the three major political parties: the Dominican Liberation Party (PLD), the Dominican Revolutionary Party (PRD) and the Social Christian Reformist Party (PRSC). Despite the progress in election administration, the three principle political parties have experienced significant internal conflict. Internal candidate selection is often determined by closed decision-making, and the party structures revolve around dominant individuals. As a result, many citizens have lost confidence in political parties.

    April 7, 2003 9:00 AM In July 1962, 22 Peace Corps Volunteers arrived in the Dominican Republic to work in community development projects throughout the country. Since then, some 4,000 Volunteers have served in agriculture, urban and rural development, environment, small business development, health and education. Currently, there are about 150 Volunteers serving in the Dominican Republic.
    Peace Corps Volunteers have always been well received by the Dominican people. Even during times of political tension, strong personal bonds have been maintained. It is notable that Peace Corps remained in the Dominican Republic during the suspension of diplomatic relations in 1963 and the civil war of 1965. In 1979, Volunteers were commended by the Dominican people for assisting in relief efforts in the wake of Hurricanes David and Frederick. Peace Corps was recognized with the country's highest medal in 1986 during the agency's 25th anniversary celebration. In 1992, representatives from government, non-governmental organizations, and communities turned out to celebrate Peace Corps' 30th anniversary in the Dominican Republic.
    Peace Corps Volunteers in the Dominican Republic provide direct community-based technical assistance to the most marginalized sectors of the population in order to promote self-help strategies that respond to basic human needs and strengthen community efforts. Volunteers in the Dominican Republic strive to increase local capacity for problem solving and form linkages among and across grassroots, regional and national organizations.

    HISTORY OF THE INTERNATIONAL DAY FOR THE ELIMINATION OF VIOLENCE AGAINST WOMEN BRIEFING NOTE On the 17 December 1999, the General Assembly at its 83rd plenary meeting of the fifty-fourth session, on the basis of the Report of the Third Committee (A/54/598 and Corr.1 and 2), adopted Resolution 54/134 on the International Day for the Elimination of Violence against Women The General Assembly expressed alarm that endemic violence against women was impeding women’s opportunities to achieve legal, social, political and economic equality in society. The Assembly reiterated that the term “violence against women” refers to acts capable of causing physical, sexual or psychological harm, whether in public or private life. The UN General Assembly invited Governments, the relevant agencies, bodies, funds and programmes of the United Nations system, and other international organisations and non-governmental organisations, to organise on that day activities designed to raise public awareness of the problem of violence against women.     RESPONSE OF THE HEALTH SYSTEM
    National Health Plans and Policies
    The policy that has guided the Secretariat for Public Health and Social Welfare since 1992 is the primary health care strategy. This policy recognizes that health is a fundamental right exercised through free and equal access to the actions that seek to satisfy it. The policy also mandates that the State give priority to the most disadvantaged and vulnerable groups. Central to the policy are democratization, universal health services, equity, humanistic modernity, effectiveness, and efficiency. The main strategies are dispersion and decentralization, societal participation, intra- and intersectoral coordination, and the development and management of knowledge.
    Health Sector Reform
    There is an awareness in Dominican society that the State is in need of major reform. So far, responses have included creating the Presidential Commission for State Reform and Modernization in 1996, and in 1997 appointing a new Supreme Court that is empowered to modernize and overhaul the judiciary. Reforms have begun in other areas, including in the financial and tariff sectors, the health sector, and the education sector with a Ten-Year Plan for Educational Reform. The new Presidential commission has laid down general guidelines for these processes as part of the overall effort to achieve humane and sustainable development within the context of the new international realities. Health and education are essential aspects of this social reform.

    MIREYA NAVARRO July 11, 1999 DAJABON, Dominican Republic Twice a week, this border town opens its gates so that Haitians can come in.On these two market days, as many as 8,000 Haitians freely cross the Massacre River, the boundary that separates the Dominican Republic from Haiti in the north, to sell clothes, shoes, perfume and cosmetics or to buy almost anything. "They're not like us," said Angela Diaz, 58, a Dajabon native who owns a hotel and a hardware store here and credits Haitians for "keeping commerce alive" in the town. "They have different customs and 85 percent of them are crafty."Even among those Dominicans who denounce the mistreatment of Haitians, some turn up their noses at the thought of any closer relationship than that of trading partners. Among Haitians, such attitudes and the abuses that often accompany them are deeply resented. The State Department's latest report on human rights in the Dominican Republic cites deplorable conditions and restricted movement in state-owned sugar plantations and mills."The Haitians in the Dominican Republic live in an apartheid situation,"said Arnold Antonin, director of Centre Petion-Bolivar in Port-au-Prince, a nonprofit group working to foster Caribbean integration. "And the anti-Haitians in the Dominican Republic continue talking about a pacific invasion by Haitians, but at the same time the State Sugar Council still looks for Haitian workers. It's a contradiction."Although official statistics are scarce, both Haitian and Dominican officials estimate that several hundred Haitians cross the border illegally most days, and try to stay in the country.

Parque Colon known as Columbus Park is a leafy and pleasant place to visit, located at the corner of Calle Arzobispo Merino and Calle Conde. Just east toward the river is the bronze statue of Christopher Columbus and on the north side of the park is a cafe and bar. If you are in the mood for a hand-rolled Dominican cigar there is a cigar store just directly facing the statue. Catedral Basilica Menor de Santa Maria, Primada de America is the oldest church in the Americas and features gothic and Spanish Renaissance facades, and Romanesque arches. It faces Parque Colon on the south and was bulit by the order of Real Miguel de Pasamonte. The church takes up most of the city block with it's buildings, walkways, gardens and quarters. Interestingly enough the first stone was laid in 1514 by Diego Columbus but the real construction didn't start untill 1520 reason being the original architect left Santo Domingo to build another church in Mexico.

    The World Health Organization recently announced an initiative that will benefit some 600 institutions in underprivileged countries by providing access to otherwise unaffordable journals.     WHO Lists Candidate Countries for Free and Low-Cost Journals The World Health Organization (WHO) has published on its web site a list of countries that are candidates to receive free or discounted subscriptions to electronic versions of science journals. Details of the WHO initiative have already appeared on the IBRO web site Countries with GNP per capita of less than US $1000 are candidates for free access from five publishers (the majority of the offered journals) and minimal prices from one publisher. Countries with GNP per capita between US $1000-$3000 will be offered large discounts. Countries Eligible for Free or Nearly Free Access
