While national statistics show fatal crashes involving young drivers have declined in the last decade, the truth remains that in 2000, more than 5,640 drivers under age 20 lost their lives in fatal crashes. The National Center for Statistics in Washington reports that teen-related car crashes remain the leading cause of death and permanent injury for adolescents across America. The Arkansas State Police in Little Rock adds that from 1996 to 2000, 443 Arkansas teens perished in automobile accidents. These are just a few of the reasons behind the National Safety Council’s designating this week as Driving Safety Week with an increased emphasis on teen drivers. Experts agree that high crash rates among teens are largely due to the driver’s inexperience and immaturity. The National Highway Traffic Safety Administration reports that 17-year-olds are four times more likely to die in a crash than older drivers. Sixteen-year-olds are 12 times more likely to be killed on the highway, and when there are teen passengers in the vehicle, the likelihood of crashing soars even higher. State licensing requirements often vary, and while 42 states have adopted graduated licensing programs, Arkansas teens may secure a learner’s permit at age 14 without ever having been enrolled in a formal drivers education class.

A study carried out for the Insurance Corporation of British Columbia indicates that drivers who get more practice while preparing for the driving test tend to be employed, college educated, own or co-own a vehicle, and drive routinely. Subjects in the study who said they were occasional drivers were largely recent immigrants who were unemployed, lacked a formal education, did not own a car, and experienced difficulties accessing a vehicle to obtain driving experience. The difficulty that the occasional drivers had in obtaining driving licenses could have a major social cost, the study argues. The full title of the paper is "The erfahrung of adult novice drivers: an exploratory study of the daily driving experiences of Class 7 license holders aged 25 to 35 in Vancouver, British Columbia." Read the full article Teen researchers examine graduated driver's license Teenagers dream of getting their driver's license, but new graduated licensing programs may delay the realization of that dream. The authors theorize that graduated licensing will not have any impact on accidents in a given year. They describe results of a literature search and a survey that they conducted. They found that people believe that inexperience leads to young drivers being the group most likely to crash. Other results led them to question the restriction on night driving.

MORPCA TRACK EVENTS
The purpose of Driver Education (DE) events is to teach each student how to be comfortable and safe while driving in a high performance fashion and in a non-competitive environment. Students should enjoy and have fun at these events
A Driver Education event will consist of a mix of students with varying degrees of experience ranging from first time participants to drivers with extensive track experience. Students are grouped in four different run groups (A,B,C,D) with other participants of similar experience. Each run group has classroom instruction throughout the day. Driving safety, technique as well as particular road course notes are discussed in a quiet classroom environment. Also throughout the day, the student is paired with an instructor for run sessions on the track. The instructor will work on refining technique and build confidence and skill level. As the student improves, the instructor will "solo" the student for the remaining run sessions. At our driving events, the focus is on safety and everyone having a GREAT time. We have social activities for all participants where every one can meet new friends and enjoy the moment.

    Yes. Education Code Section 51220(j) states in part that: "The adopted course of study for grades 7-12, inclusive, shall offer courses in the following areas of study . . . (j) Automobile driver education."
  • Is Driver Education required for high school graduation?
    While driver education is required to be offered, the local school district governing board may, pursuant to Education Code Section 51225.3, determine if it is a required course for graduation. A driver education elective course may be applied toward meeting the necessary graduation credits without requiring driver education for graduation.

    Driver's Education Driver Licensing in the U.S. for Minors

    Recently, states have been implementing “Graduated Driver Licensing” (GDL) to help quell the elevated crash rates of drivers younger than 18. The single, most dangerous age for a driver is 16. A 16-year-old driver is 10 times more likely than an adult to have a injury or death collision, and 3 times more likely than those between the ages of 18-21. Almost all of these collisions can be traced to one major flaw – lack of experience To assist in the needed experience, GDL places a greater burden on the court system, law enforcement, and parents to see that not only is experience gained, but that punishments are meted out and that the driver understands the privilege can be taken away for careless or neglectful driving. Currently (as of August 2002), 34 states and the District of Columbia have joined in the 3-stage process of GDL, and they have all seen a related reduction in teen collisions and death / injury rates. Not all of these states are equal in their application of the GDL process, however. As originally intended, when proposed by the National Highway Traffic Safety Administration (NHTSA) and the Insurance Institute for Highway Safety (IIHS), the GDL plan was:

One is driver's education itself and the other is the maturing process as far as use of alcohol behind the wheel. BO: There's no question we're dealing with the problem of skills and attitudes. The best we can expect from limited short driver education courses is some way of imparting some information about driving skills. If s very difficult to change attitudes. Attitudes are often determined by all sorts of other things and so we've got to deal with how you can acquire the basic skills and also figure out what we must do to reduce these problems related to irresponsible, immature behavior. That's why so many people now are supporting the idea of a graduated licensing system because during these very beginning years you keep these restrictions on because the immaturity factor goes down every year. Sixteen-year olds are more immature than 17year-olds, 17-year-olds are more immature than 18-year-olds, so we make progress as we get older and older. Let me just add to Brian's answer, we need to approach this problem of teen driving from a systems point of view and drivers ed and graduated licensing is one part and another part are the laws dealing with teen alcohol use. As you know the president called on the country to adopt zero tolerance laws in the last few years and in fac~ the states are, one-by one, adopting those laws, which say to a teenager, you cannot drive with any measurable alcohol in your system and if you do, you're going to lose your driver's license and we have to remember, perhaps in a tough love fashion, that having that driver's license is an enormous incentive and motivation to teenagers and we have to make sure we have tough laws and good enforcement to send the message we just won't tolerate this.

    by Allen Robinson, Ph.D. Novice Driver Education Learning Many of us have been involved in our profession for a number of years. In most states we are driver education teachers and in California we are also driver training teachers. To the general public or at least the highway safety community, the term driver education is a very negative program. Due to the negative publicity of the DeKalb study and the subsequent decline of driver education in the 80s and 90s, many people have lost respect or hope for the type of driver education that has been available to young drivers. I know that we don't want to accept this negative association, because our program is a quality program. The problem is that we don't really know what a quality driver education program consists of. In each state and in programs within each state, driver education has many different descriptions. Our teachers have not all stayed current with changes in driver education and many driver education programs are of poor quality. This poor quality is not simply due to the driver education teacher. This poor quality has been caused by the lack of support and direction of federal and state government; national safety organizations, parents, and the local community. As a result there has been a steady decline in the quality and frequency of driver education courses.

    For the young teen, getting a driver's license is often referred to as the ritual of passage to adulthood and the parent's freedom. This is by far the most dangerous experience both the teen and parent will cross together. A parent whose child is 16 years of age, by law, has to retain a certified driving instructor in preparing the teen for the complex world of the automobile and traffic. If the child were 17 years old a wise parent would do the same. It's not enough for today's teenagers to learn as their parents did. The driving world they enter is far too intense to tackle without serious preparation. As a parent you are the one who cares most about yours teenager's driving ability and safety. You are responsible for your child's education. You send them to school to be educated in reading, writing and arithmetic for 12 years; teach them to become an educated well-rounded adult.     Parents Assisting Inexperienced Drivers is an organization dedicated to helping parents guide their children to becoming responsible, knowledgeable drivers. Our goal is to aid parents in assisting their teenage drivers to have a safe driving future. P.A.I.D. founders are parents who have lost children in automobile crashes. P.A.I.D. Is a non-profit group that has lobbied for the development of the new Graduated Drivers License Law. P.A.I.D. Intends to disseminate information to parents to assist them in gaining the best driver education possible. Parents need to be aware of the school's driver education program and other programs available in their area.
