Inrtoduction
The district's Drug Education Program includes an integrated curriculum that addresses the needs of students in the elementary, middle and senior high schools. Students encounter dilemmas, pressures, and choices they make decisions about drugs and alcohol. The Drug Education Program is implemented at each grade level and is considered an integral part of each school's education program. The Drug Education Program is implemented by the classroom teachers with the support of the counselors, administration, parents, and the community. Throughout the three elementary buildings, there are teams of support members for the Drug Education Program including teachers, counselors, nurses, and other school personnel. These teams are fashioned after the C.A.R.E. Team outline. The Drug Education Program has adapted its program to better fit the needs of younger students with regards to drugs and alcohol. The D.A.R.E Program is conducted in grade five every year. The HISTEP program was developed by the National Council on Alcoholism and Drug Dependency. High school students in the HISTEP program, act as role-models and give a series of lessons on self-esteem and drug education. Activities are conducted in cooperation with the local Community 2000 Team, such as Red Ribbon Week activities, 3-D month activities, safety workshops and fairs. The local PTA and the Republic Police Department conduct the McGruff The Crime Dog program that addresses drugs and alcohol in the elementary schools.

    Queensland Health endorses the Queensland Department of Education policy, procedures, guidelines and curriculum statements relating to school drug education. This policy supports the role of classroom teachers in the conduct of school drug education within the curriculum. Ways in which health staff can effectively be involved in school drug education and related activities are outlined. It is recommended that health staff provide a consultancy and supporting role to school staff, students, parents and the community in addressing drug related harm within schools. The philosophy of harm reduction with relation to drug use underpins this policy. This approach, adopted by the National Drug Strategy, increases the range and type of strategies which can be used to address drug related harm. The number of behavioural and structural areas legitimate for intervention is greatly extended by the adoption of a harm reduction approach to substance use.

A safe and disciplined learning environment is the first requirement of a good school. Young people who are safe and secure, who learn basic American values and the essentials of good citizenship, are better students. In response to growing levels of violence in our schools, many parents, teachers, and school officials have come to see school uniforms as one positive and creative way to reduce discipline problems and increase school safety. The Higher Education Center has distributed this valuable resource to high school guidance counselors at over 30,000 schools around the country so that counselors can pass this information on to concerned parents and prospective students. "Parents can serve as strong advocates for college health and safety," stated William DeJong, the Center’s director. "Many parents are concerned about the prominence of alcohol and other drugs on college campuses, yet they lack information about what types of programs and policies can help protect their children. This guide fills that need." The Education and Prevention Team The Education and Prevention Team is a partnership project between DrugScope and Alcohol Concern, funded by the Department of Health and the Department for Education and Employment. The Team is now up to speed as far as staffing is concerned and will now begin to develop some major pieces of work. A first task is to write a guidance document for schools on alcohol education and policy issues. A questionnaire to schools and local authorities revealed that alcohol use among young people, and how to address this in the school context, was a cause of concern for teachers. The Team will consult with key partners, organisations and individuals to draw up the document, which is planned for publication later in 2001. The Team is also beginning production of a brief guidance document for primary schools on drug and alcohol policies. An OFSTED survey revealed 75% of primary schools do not have policies and that for those who do, many of the issues around drugs and alcohol facing this sector are different from those facing schools dealing with key stages 3 and 4 pupils. In the meantime, the Team is about to finalise a publication called
