Q. My son is a junior in high school. He has ADHD and dyslexia. He's having problems in English and other subjects. I would like to consider homeschooling him next year. How do I go about it and how do I know if this is what he needs? A. Is your son receiving support in school? Does he have an Individual Education Plan that outlines the supports/modifications he needs to succeed in school? If you had told me he only had ADHD and not any learning disabilities, I would feel more positive about your prospects of homeschooling him. People who teach children with dyslexia should have the highest level of training and skill. There are many things you can do to support your child's learning, but I would hesitate to assume full responsibility for his

FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC OVERVIEW Approximately 3% to 6% of all school-aged children are believed to have developmental reading disabilities, or dyslexia. In fact, almost 50% of children receiving special education have learning disabilities, and dyslexia is the most prevalent form. Consequently dyslexia has been given considerable attention by researchers and extensive literature exists on instruction and remediation methods.
DEFINITION
Phonological core deficits entail difficulty making use of phonological information when processing written and oral language. The major components of phonological deficits involve phonemic awareness, sound-symbol relations, and storage and retrieval of phonological information in memory. Problems with phonemic awareness are most prevalent and can coexist with difficulties in storage and retrieval among children with dyslexia who have phonological deficits.

April 7-20 Congress is recessed for its Easter Break. This is an opportunity to meet with them on their home turf. Call the local office of Senators and Congressmen, and request an appointment, tell them what is important to you. LEGISLATION BUDGET BILLS
The House passed a budget which included the President's proposed $1.6 trillion tax cut. However, the Senate passed a budget which reduced the tax cut to $1.18 trillion in order to increase funding for education, veterans benefits and debt reduction. Senator Jeffords of Vermont led the battle for full mandatory funding for special education. The differences in the two bills will be settled by a Conference Committee of Senators and Representatives. Although final budget is not law, it is important because is used as a guideline for appropriations for the coming year. MANDATORY FULL FUNDING FOR IDEA
A number of bills calling for mandatory funding to pay the full 40% excess costs of special education promised by IDEA have been introduced. Senator Hagel, on behalf of Senators Jeffords, Kennedy, Dodd, Roberts, Harkin, Collins, Murray, Snowe, and Reed introduced

It wastes money and hurts the poor
by Robert Worth If you've ever wondered what the words "special education" mean, consider Saundra Lemons. A tall, gangly 19 year-old senior in a Washington D.C. public high school, she is quiet and attentive. Like the vast majority of children in special ed, she's not blind or deaf or confined to a wheelchair; instead, she has had trouble learning to read. If dollars were education, Saundra would be in fine shape. D.C. pours almost a third of its total education budget into the 10 percent of its students who are special ed. In theoryor rather, in wealthy school districtsthis money buys kids like Saundra all kinds of assistance: special tutoring sessions, a modified curriculum, specially trained therapists and consultants, even untimed tests. But Saundra wasn't born in a wealthy suburb. So when she started having trouble in first grade, she was placedlike many kids in D.C.into a dead-end classroom where she learned nothing. In her case, it was a class for the mentally retarded. It took six years for a teacher to notice that Saundra wasn't retarded at all. Now she's catching up, but probably not fast enough to attend college next year. "You can never make up for that lost time," says one social worker who has helped Saundra.

Vision, Learning and Dyslexia
A Joint Organizational Policy Statement of the American Academy of Optometry and the American Optometric Association Many children and adults continue to struggle with learning in the classroom and the workplace. Advances in information technology, its expanding necessity, and its accessibility are placing greater demands on people for efficient learning and information processing. Learning is accomplished through complex and interrelated processes, one of which is vision. Determining the relationships between vision and learning involves more than evaluating eye health and visual acuity (clarity of sight). Problems in identifying and treating people with learning-related vision problems arise when such a limited definition of vision is employed. This policy statement addresses these issues, which are important to individuals who have learning-related vision problems (such as dyslexia), their families, their teachers, the educational system and society. Policy Statement People at risk for learning-related vision problems should receive a comprehensive optometric evaluation. This evaluation should be conducted as part of a multidisciplinary approach in which all appropriate areas of function are evaluated and managed.
