Republicans are meeting in Philadelphia this week to nominate their candidate for the presidency. Education World recognizes that event with the first in a series of lesson plan stories full of ideas for teaching about the upcoming elections and the election process! The explicit goals of this lesson were to build upon previous traditional instruction in the Cartesian plane, plotting and graphing, and linear functions to include real-world applications of fitting lines to data, performing linear regressions, and interpreting the results. These goals were greatly enhanced by the use of computer and calculator technology to incorporate up-to-the-minute data from the 2000 Presidential election, to construct linear models and to discuss larger issues surrounding the results. Students came away with a sense of how mathematical modeling can and cannot be used to understand and interpret real-world data. Underlying concepts included were deterministic vs. probabilistic models; predictive behavior; correlation and causation; and interpolation vs. extrapolation. [These are discussed below in the Detail of the Activities.]

STATE AND LOCAL BALLOT INITIATIVES Transitioning to a Working Government Report of the National Workshop on Internet Voting: Issues and Research Agenda Conducted by the Internet Policy Institute and sponsored by the National Science Foundation, this report has made headlines with its conclusion that online "voting from home" was not yet a feasible reality. The 62-page report finds that "remote Internet voting systems pose significant risk to the integrity of the voting process, and should not be fielded for use in public elections until substantial technical and social science issues are addressed." On the other hand, the report does recommend that trials of poll site Internet voting systems should be conducted in the next several election cycles to determine the convenience, reliability, accuracy, and feasibility of such systems. "The right to vote is arguably one of the most important rights of citizenship in a democratic country, yet a substantial number of U.S. citizens choose not to exercise that right," states the introduction to the latest report on voter turnout from the U.S. Census Bureau. WASHINGTON (November 29, 2000 9:23 a.m. EST http://www.nandotimes.com ) - The problems and uncertainties surrounding the outcome of the nation's presidential election provide a reminder that the United States would benefit from reviewing the democracy lessons it has been teaching to other countries: Good techniques are very important, but democracy also depends on the political will to make it work. Since the fall of the Berlin Wall, the United States has been engaged in a determined effort to promote democracy worldwide. It now spends more than $600 million a year on democracy assistance. One of the most successful aspects of democracy promotion has been electoral assistance. With federal funds, organizations such as the International Foundation for Electoral Systems have perfected techniques to help democratizing countries improve the fairness and credibility of their election processes. As a result, voter registration, the management of polling stations, and the securing and counting of ballots have improved dramatically in many countries. Technical solutions do not eliminate all problems. Governments and political parties determined to manipulate election outcomes will always find a way. But, while there is no easy technical fix for deep-seated political problems, good technical processes help convince voters that fairness is not impossible and that cheating will be detected.

(August 9, 2000 12:10 a.m. EDT http://www.nandotimes.com ) - Maybe, possibly, before the presidential campaign is over, Vice President Gore will have been brought to his senses about Social Security reform. Gore does not have to listen to George W. Bush, who quite correctly endorses individual retirement accounts. He need only heed the advice of Sen. Joseph Lieberman, his choice for vice president. As the Cato Institute was quick to point out, Lieberman, too, is a believer in retirement accounts, and has said the government must "gradually convert Social Security from a transfer program to a new system of individual private savings supplemented by modest public pensions for the needy." Gore has said stock investments are too risky. According to a Copley News Service interview supplied by the think tank, Lieberman also says there is some risk, adding, however: "We now have decades-long history of an average 10 percent return on stocks." He noted that more than half of all Americans now have stock investments of some kind and said "it doesn't make sense anymore not to do that with this enormous investment pool that we're supposed to have for Social Security." The fact is that, as baby boomers start retiring, Social Security will face a crisis in which drastic benefit reductions and dramatic tax hikes would have to be considered if no other significant restructuring had taken place. Partial privatization has the great advantage of adding a revenue stream to the program, and with compound interest, even low-income workers could retire with surprising wealth.

In the days that followed our national election on November 7th, 2000, I witnessed what I felt to be the most grotesque display of election tampering ever foisted upon the American public. Upon considerable prompting, I compiled the writings of that campaign, along with numerous responses, into a single Adobe Acrobat PDF file which is available here for downloading. This file contains the original poem " How the GOREinch Stole the Election " that appeared in print and digital media worldwide. It also contains the original poem " A Soldier's Christmas I came away from this experience with a few valuable lessons that I would like to share: Things will not "work out by themselves"

Students Teach Good Government Editorial- New York Daily News Tuesday, May 30, 2000 LEGISLATORS IN ALBANY sometimes scoff that real reforms never become law because the public is just not interested. But now, along comes a nonpartisan group of high school and college students to prove them wrong. These young people are so interested that they've put photos of recalcitrant lawmakers on a special Web site and are running television commercials urging voters to throw the bums out. If voters join in, this could be the beginning of a real good- government revolution. Students4Reform, a group of interns working for Manhattan lawyer Charles Juntikka, has compiled a list of 27 state Senate and Assembly members, Democrats and Republicans, who have stalled such changes as campaign finance reform, bans on gifts from lobbyists, easier ballot access and an open budget process.
