The information in this section applies to all grade levels, 6-9. Grade level differences will be reflected in the teacher's choice of learning objectives, resources, and activities.
Reading
Reading is more than the decoding of written words into sound. Reading is a complex communication process which requires thought and individual construction of meaning. Reading instruction at the Middle Level takes into consideration the general developmental needs of the students as well as their individual reading abilities. When considering the reading needs of Middle Level students, it is important to realize that all readers (ineffective readers, average readers, and proficient readers) differ considerably in their interests, aptitudes, personalities, backgrounds, and learning styles. Their varied needs can be addressed successfully in a reading program that includes features such as the following:
  • Silent reading is modelled by the teacher and class time is provided for students to engage in sustained silent reading.
  • The teacher regularly reads aloud to the students.

What is reading workshop?
Reading workshop is one way of organizing a balanced literacy program. The purpose of reading workshop is to promote fluency and to provide an occasion to promote the love of reading and to learn about texts in various ways. Reading workshop builds a community of readers as students receive support from their peers and interact with others to develop good literacy habits. Reading workshop is not intended to replace guided reading groups where specific needs are addressed in a flexible, small group setting. All students should have opportunities to meet in guided reading groups for explicit instruction with new learnings. Teachers can meet with guided reading groups and /or conference with individual students during independent reading. These are complimentary components that need to be a part of the Balanced Literacy Program.

July 12, 2002 1. Objectives

With the progress of globalization in the economy and in society, it is essential that our children acquire communication skills in English, which has become a common international language, in order for living in the 21st century. This has become an extremely important issue both in terms of the future of our children and the further development of Japan as a nation.
At present, though, the English-speaking abilities of a large percentage of the population are inadequate, and this imposes restrictions on exchanges with foreigners and creates occasions when the ideas and opinions of Japanese people are not appropriately evaluated. However, it is not possible to state that Japanese people have sufficient ability to express their opinions based on a firm grasp of their own language.
Accordingly, we have formulated a strategy to cultivate "Japanese with English abilities " in a concrete action plan with the aim of drastically improving the English education of Japanese people. In addition, we aim to make improvements to Japanese-language education.

The Learning Resources site offers web-delivered instruction using current and past CNN San Francisco bureau news stories. Western/Pacific LINCS (part of the National Institute for Literacy's LINCS Project), Literacyworks, and CNN's San Francisco bureau have partnered to develop an online literacy site that benefits all learners and instructors. This material is intended for adult literacy and educational purposes. Though the intended audience is adults, instructors and learners (of all ages) are encouraged to use this material to promote better literacy. Each module includes the full text of each story and interactive activities to test comprehension. The learner can choose to read the text, listen to the text, and view a short video clip of the story. Each module is designed for ease of use so the learner can use it independently. The instructor can also incorporate any story into class activities and lesson plans.
