The recent announcement that the highest ozone levels recorded in our area this summer were at the Fairhope ozone monitor "brought the issue home" to many Eastern Shore residents, who savor Baldwin county's beauty and had not been aware of a potential ozone non-attainment status for the entire Mobile metropolitan area. Regional Hub Program
Around the world, countries are facing new and growing environmental challenges, many of which require regional cooperation to solve. Bringing nations together in a region to work on a common environmental problem a common threat can advance U.S. interests in ways which go far beyond the scope of the environmental issue itself. The Department's commitment to a regional strategy complements our bilateral and multilateral diplomatic environmental efforts. To address transboundary environmental issues, the Department established regional environmental Hubs, located in twelve embassies around the world. The Hubs are predicated on the idea that transboundary environmental problems can best be addressed through regional cooperation. The regional environmental officer's role will complement the traditional bilateral Environment Science and Technology officers stationed in embassies around the world. Rather than dealing with a single country on environmental issues, regional environmental officers will look at transboundary issues from a region-wide perspective. Hub officers will engage with several countries of the region on a particular issue, with the aim of promoting regional environmental cooperation, sharing of environmental data, and adoption of environmentally sound policies that will benefit all countries in the region. The Hubs, located in: Addis Ababa, Ethiopia; Amman, Jordan; Ankara, Turkey; Bangkok, Thailand*; Abidjan, Côte d'Ivoire; Brasilia, Brazil; Budapest, Hungary*; Copenhagen, Denmark; Gaborone, Botswana*; Kathmandu, Nepal; San Jose, Costa Rica; and Tashkent, Uzbekistan; work closely with other USG agencies to support their efforts by raising key issues at the diplomatic level, and with non-governmental organizations on environmental activities within their region.

The first Asia Pacific Regional Conference on Environmental Issues in Telecommunications, organised by Global e-Sustainability Initiative (GeSI), co-hosted by the Internet and Telecom Association of Hong Kong and the Office the Telecommunications Authority, the Government of the Hong Kong Special Administrative Region, will take place on 22 and 23 May 2002 at the Hong Kong Convention and Exhibition Centre and the Integer Pavilion, Hong Kong respectively. GeSI is a collaborative initiative launched by the ITU and the UNEP. Focused on the important environmental aspects of the information and communications technology (ICT) sector within the Asia Pacific Region, the conference is targeted at business leaders and environmental practitioners within the ICT sector. Overview of the Public Service Research Program The Public Service Research Program of UC Davis addresses issues at the interface of research and scholarly outreach. The economic collapse in the South Caucasus has also contributed greatly to environmental problems, which were already significant in Soviet times. In fact, the first public demonstration in Armenia and Georgia in 1987 were related to environmental issues. The main problems are pollution, deforestation, the Caspian sea, and the Medzamor Nuclear Plant in Armenia.

The water level of the Caspian sea has been rising since the 1980s and has already left hundreds of agricultural lands in the south of Azerbaijan under water. Over fishing and poaching of sturgeon by a powerful and armed caviar mafia, and the over-sale of black caviar, have also created such a problem that in 2001 the UN imposed restrictions on the five Caspian littoral states on the sale of caviar. Exploration and production of oil and gas have also led to massive ecological problems in the sea. In 1999-2000, Azerbaijani environmentalists reported the death of hundreds of sea lions in the Caspian.
