B.Ed. SACAE M.Ed.(English), PhD Qld home page Penny has taught in Australian primary and secondary schools, as well as intensive ESL language centres. Leaving classroom teaching, she became a national project officer for five years for the Australian Language Levels project - this project provided guidelines and inservice to teachers of ESL and LOTE across Australia. After this valuable experience she was a research fellow at Griffith University, before taking up a lecturing position at QUT. Penny is the coordinator of the M.Ed. (TESOL) and TESOL unit at QUT. Her teaching specialisations are second language testing, research methodology, and curriculum. Research interests are concerned with the teaching of English as a Second Language to students in schools, with a particular focus on ESL assessment in the context of schooling. She has written extensively on assessment of ESL school learners, in particular in the context of the use of standards.

ESL Certification: A Teaching Career with Great Rewards

Each year more and more students who speak languages other than English and who come from homes and communities with diverse histories, traditions, and educational experiences are attending public schools. In the past decade, the number of school-aged children who speak languages other than English at home has increased by 68.6 percent. This trend is primarily due to the influx of Hispanics and Asian and Pacific Islanders to the U.S. The U.S. Census estimates that from July 1,1990 to July 1,1999, the nation's Asian and Pacific Islander population grew 43 percent to 10.8 million, and the Hispanic population grew 38.3 percent to 31.3 million. Some students are recent immigrants, brought to the U.S. by families seeking refuge from political repression or persecution, or by families seeking economic opportunities. Others are members of ethnolinguistic groups that have lived on this continent for generations, some for longer than the U.S. has existed as a nation. Some have had prior education, including literacy, in their native languages. Others have had limited formal schooling. In order to realize their personal, social and long-term career goals, these students need to be able to communicate with others. The challenge for educators is to prepare them to live in increasingly diverse local communities and in an ever-shrinking world community.

The system of higher education in Azerbaijan was a part of a massive system established by the former Soviet Union. The system was characterized by tremendous differentiation in types and missions of institutions. Higher education institutions were centrally financed and controlled through the education ministries. They existed to train citizens for all sorts of skilled roles in economic production, science, and culture. And the wide variety of higher education institutions that were established in the Soviet era continues to exist in present-day Azerbaijan: there are comprehensive universities in addition smaller institutes focused on teacher training, foreign languages, technology (separate academies for engineering and petroleum sciences, for example), agriculture, law, economics, medicine, fine arts, and physical education.

    Jon Palzer has taught at the university level in Arkansas, North Dakota, and New York State. He earned his B.S. in English from the State University of New York College at Brockport in 1990 and went on to earn his M.A. in English from the same institution in 1992. He did further graduate study at the University of Arkansas before electing to pursue a doctoral degree through the University of North Dakota.

    Jay Prefontaine has studied and taught at universities and colleges in Maine, Arkansas, Colorado, and London, England. He earned his B.A. in English from Colby College in 1986 and his M.F.A. in Creative Writing from the University of Arkansas in 1993. He has taught an extensive variety of English courses including Technical Writing, Business Communications, Freshmen Composition, and Advanced Composition. Mr. Prefontaine's writing has appeared in many journals and magazines such as Alabama Literary Review, The Chattahoochee Review, The Laurel Review, and Georgetown Review. His literary awards include third place in Playboy's college fiction contest in 1992 and 1993, Special Mention in The 1997 Pushcart Prize XXI, and San Franciso State University Review's 1997-98 Holmes Award for emerging writers.
