"For more decentralization, the idea needs to be supported in every way, but the Ministry of Culture should not be the only department to move out of the capital," he said. Tartu, the second-largest city in Estonia, is situated 185 km to the south of Tallinn, the capital. The idea to disperse a number of government departments and some ministries came from former Prime Minister Mart Laar, who said in an interview to a regional newspaper that being too much centered on Tallinn was becoming a threat for Estonia. Laar said the Ministry of Culture, for instance, could move to Tartu, which is also the seat of the nation's university, while the Ministry of Education could operate from the central Estonian city of Viljandi.

November changes Estonian youth culture On the 2nd weekend of November the festival of urban culture took place in Tallinn in Von Krahli Theatre and Estonian Academy of Arts. The festival included the festival of alternative music Operation B, ERKI (Estonian Academy of Arts) fashion show and different presentations, performances, film programs and exhibition. The filmproject "Das Lust" presented music videos of different style and time. The idea was to show the worst musicprograms ever made. "Backdoor Media - art and presentations" presented live presentations of artist completed with videos and performances. Artist showed the projects that presentation is usually very complicated because its' format. The glamorous 10th ERKI fashion show took place on Saturday and it presented impromptu, attractive and freeminded fashion made and performed by students. All artists were introduced in a help of videoportreits and programs. ERKI fashion show is probably most well known and interrogative youth fashion project in Estonia.
