The Red List is a compilation of endangered wildlife species of Japan whereas the Red Data Book provides data on population status of the species included in the Red List.
Both the Red List and Red Data Book show the risk of extinction based on the biologicaldata. They have no legal definition but serveas the scientific basis for the promotion of endangered wildlife conservation.
Aim and details of the revised Red List and Red Data Book
The first Red Data Book of animals, compiled in 1991 by the Environment Agency, needed a periodical revision as a result of changes in wildlife distribution and habitat. In addition, IUCN adopted a revised set of Red List Categories in 1994. Because of these two reasons, the Environment Agency has been revising, since 1995, the Red List and Red Data Book by setting up a group of specialists in mammals, birds, amphibians, reptiles and so on.
The first Red Data Book of plants is also currently in the process of compilation by the Environment Agency.

STEVENS At least one of every eight plant species in the world and nearly one of three in the United States is under threat of extinction, according to the first comprehensive worldwide assessment of plant endangerment. Plants in Trouble Imperiled Species Percent of Total Species United States Australia South Africa Turkey Mexico Brazil Panama India Spain Peru Cuba Ecuador Jamaica Colombia Japan Source: The World Conservation Union The assessment, which required more than 20 years of work by botanists and conservationists around the globe, added nearly 34,000 plant species to the World Conservation Union's growing Red List of imperiled organisms. The survey was made public Wednesday in Washington. Among the plants most at risk, the survey found, are 14 percent of rose species, 32 percent of lilies, 32 percent of irises, 14 percent of cherry species and 29 percent of palms. Coniferous trees as a group, and many species found in island nations, were also judged especially vulnerable. While endangered mammals and birds have commanded more public attention, it is plants, scientists say, that are more fundamental to nature's functioning. They undergird most of the rest of life, including human life, by converting sunlight into food. They provide the raw material for many medicines and the genetic stock from which agricultural strains of plants are developed. And they constitute the very warp and woof of the natural landscape, the framework within which everything else happens.

There are currently 9702 known species of birds living on Earth. Today the survival of many of these species is threatened for a variety of reasons, mostly man-made. Over the 530 million years of life on Earth, there have been five major extinctions of species, the last of which saw the demise of the dinosaurs 65 million years ago. Each of these were caused by a biological or physical change of global proportions. Currently, we are in the early stages of the sixth mass extinction. This time it is caused by the relentless and unchecked actions and expansion of mankind. According to some estimates, the current extinction rates already parallel those recorded during the dinosaur extinction. Birds vary naturally in their numbers depending on where they live and how high up the food chain they are. The probability of a bird going extinct by chance depends on its population size and range, with the average natural lifespan of a species being 4 million years. The most numerous bird in the world is the red-billed quelea, which numbers 1,500 million individuals and is found over extensive tracts of Africa. Species like this are very secure. At the other extreme are birds endemic to islands, where the whole population of perhaps a few hundred is restricted to one or two islands only. Such species are very vulnerable to any changes in their environment, and hence to sudden extinctions.

The IUCN Red List is the world's most comprehensive inventory of the global conservation status of plants and animals. It uses a set of criteria to evaluate the extinction risk of thousands of species and subspecies. These criteria are relevant to all species and all regions of the world. There are nine Categories of Threat in the IUCN Red List system: Extinct, Extinct in the Wild, Critically Endangered, Endangered, Vulnerable, Near Threatened, Least Concern Data Deficient , and Not Evaluated . A species is listed as threatened if it falls in the Critically Endangered, Endangered or Vulnerable categories.
The overall aim of the IUCN Red List is to convey the urgency and scale of conservation problems to the public and policy-makers, and to motivate the global community to try to reduce species extinctions.
The 2000 IUCN Red List of Threatened Species , launched in September 2000, was a landmark for IUCN and the Species Survival Commission. This was the first time that animals and plants were combined in a single list and the first time that a Red List was produced on CD-ROM.
