Strengths Pacific island fishers have a long history of sustainable use of marine resources. Efforts to "develop" coastal fisheries have weakened many of the traditional management systems. Encouraging local subsistence fishers to be a party to fisheries management, helps bring traditional management information back into vogue. Local communities know who is doing what on the reefs, including fishers who use destructive fishing techniques. If they claim ownership of a coastal management plan, they can apply social pressures against those who infringe on the plan. Community social obligations are more important than money and violators of social mandates are severely punished. By contrast, National laws and regulations are generally ignored and unenforsed. Local communities and fishers monitor the state of the nearshore resources daily. They know by inspection if there are problems or opportunities with the resources. Trained National Fisheries Biologists can both learn from local fishers and impart valuable understanding of biological processes in a participatory management scheme.

Introduction
NOAA's National Marine Fisheries Service, founded in 1871 as the U.S. Commission on Fish and Fisheries, is the Nation's oldest Federal conservation agency. As such, it has been publishing the results of its research for 125 years, and the tradition of scientific publishing is continued today by the NMFS Scientific Publications Office (SPO) in Seattle, Washington. Formal NMFS publications include the Fishery Bulletin and its associated Technical Reports and the Marine Fisheries Review . In addition, the SPO provides technical and administrative editorial support to NMFS headquarters offices, which includes coordinating publication of several series of the NOAA Technical Memoranda NMFS , including Our Living Oceans , and other special publications.

Southeast Fisheries Science Center Who we are: What we do: The Southeast Fisheries Science Center conducts multi-disciplinary research programs to provide management information to support national and regional programs of NMFS; and to respond to the needs of Regional Fishery Management Councils, Interstate and International Fishery Commission, Fishery Development Foundations, government agencies, and the general public. The Center provides supervisory and administrative support to large marine ecosystems programs performing fishery research, collecting and reporting on statistical data and controlling and operating Center data management support systems. Aquatic and marine science plays a very important role in the Canadian social and economic fabric. Coastal communities, mariners, industries, and many individual Canadians rely on sound scientific information and advice in their day-to-day life. Fisheries and Oceans is a world-class scientific and technological organization that is connected with the real world and based on leadership, vision, and dedication to excellence. Future challenges include addressing the government's commitment to sustainable development; understanding climate change in relation to the oceans; expanding aquaculture production in a sustainable manner; responding to species-at-risk legislation; and providing a comprehensive science program in the Canadian Arctic. The Department's science comprises four work activities: Fisheries and Biodiversity Science: The aim is to provide a reliable scientific basis for the conservation of marine, freshwater, and anadromous fishery resources, for protection and recovery of species at risk, and for conservation of biological diversity in aquatic environments. Scientific data on ocean and coastal populations, species, and ecosystems are collected, analysed and communicated in support of fisheries management, integrated resources management, offshore development, and conservation of the aquatic environment.

Fisheries division, Hyogo Prefectural Government Hyogo Prefecture is located roughly at the center of Japan, straddling the 135th meridian. As shown in the figures, this large prefecture faces two sea areas. One is the Japan Sea in the north and the other is the Seto Inland Sea in the south. Because their oceanographic and geographic conditions are totally different, they have specific styles of fisheries.
In the Japan Sea area, because of the severe climate, especially in winter season, and its narrowness of shallow water, off-shore trawl net fishery and off-shore squid jigging fishery by large boats of 30-100 tons are extensively in operation. And coastal fisheries such as squid jigging and set net fishery by small boats of less than 10 tons are also active. On the other hand, in the Seto Inland Sea area, the climate is rather calm, even though it often storms in winter, and there are a lot of resourceful shallow fishery grounds. There, a great variety of fisheries such as small trawl fishery, boat seine fishery, surrounding net fishery, angling, longline fishery, gill net fishery and so forth are carried on. In addition to that, cultivation of seaweed, especially nori culture, are widely operated. According to the statistics, the total fishery production in 1998 was approximately 165 thousand tons, equivalent to 58 billion yen, which accounts for about 3 % of the whole fishery production in Japan.

Chairman of the European Parliament fisheries committee Struan Stevenson claimed that Downing Street had worked hard to sabotage a 150 million bid for compensation funding that was the subject of an emergency resolution the Parliament was to debate on Tuesday (28 Jan). Mr Stevenson claimed Mr Blair had timed his Downing Street meeting to draw industry leaders away from making representations to the European Parliament, after Mr Stevenson had arranged their attendance. The Government's idea was to table the UK's own emergency package and hinder the setting up of a much larger EU fund thus short-circuiting the potential electoral damage refusing such money could create. And according to the committee chairman, he has written evidence that the Commission warned off a scientist invited by Mr Stevenson from attending the debate, and instead put forward their own expert Eskild Kirkegaard. He has written to Fisheries Commissioner Franz Fischler saying that the Commission's interference is a "travesty of the democratic process" and that the Parliament's legal service had advised him that the Parliament should have access "across the board" to all the services and information involved in the process. Mr Stevenson believed the whole matter could be traced back to the interference of Downing Street - "you can see the fingerprints of Alistair Campbell all over this," he claimed.

Accommodation of Increased Commercial Access Licence Retirement Recommendation 1 The Committee recommends that any transfer of access to fisheries resources to First Nations communities must be accomplished through a federal government-funded voluntary buyback of a portion of existing commercial licences as they become available. Recommendation 2 The Committee recommends that the emphasis should be on the acquisition of "core" multi-species licence packages for the local area for transfer to aboriginal communities rather than the transfer of lobster licences or any other particular species. Government Response The Government recognizes that most fisheries are fully subscribed and that increased Aboriginal participation in the fishery can only occur without serious disruption to existing fishers through the retirement of existing capacity. Additional capacity could compromise achievement of conservation objectives. Under the Allocation Transfer Program (ATP), Fisheries and Oceans Canada (DFO) has provided Aboriginal groups with opportunities to increase participation in the commercial fishery. The ATP provides for the retirement of licences from the commercial fishery and their subsequent re-issuance to Aboriginal groups as communal commercial licences. The ATP is being augmented in order to address the
