While most of the establishments processing fish are industrial establishments and are registered under the Factories Act, 1948, a large numbers of workers in these establishments are migrant workers, generally women who are extremely vulnerable to exploitation. Demographically, these workers are similar to unorganised workers. In the larger context of the labour force of the country, they represent a small segment, often voiceless and neglected, but significant in terms of their contribution to the economy and particularly, in terms of their vulnerability to exploitation. Andalusian government prospects fisheries joint venture with Morocco Morocco Spain, Economics, 6/12/2001 The autonomous government of Andalusia has crafted a project to set up a fisheries joint venture with Morocco, to allow more than one hundred small boats to operate in Moroccan waters, through the signing of private deals with Moroccan sides. Local official in charge of agriculture and fisheries, Paulino Plata, told a conference on food security the project that will be finalized shortly will be submitted to the central government and to the European Union. It still depends on the amendment of the "fisheries orientation financial tool" to be examined by the upcoming meeting of EU fishery ministers on June 18. He added that Morocco has a "flexible" attitude toward the joint venture project, despite the existence of some difficulties. The greatest difficulties come from the EU, he explained. The Andalusian local government is prospecting this possibility as an alternative to the absence of a fisheries agreement after Morocco and the European Union failed to renew the previous one.

Spanish local government plays down fisheries agreement with Morocco, prepares alternative activities for professionals Morocco Spain, Economics, 3/31/2001 Fishing Professionals of the Spanish northwestern region of Galicia have suddenly changed their attitude and claimed the importance granted to this agreement has been exaggerated at a time preparations are going on to find alternative activities for professionals. Local officials of the region, which has been pressing for the last 16 months for a renewal of the fisheries agreement with Morocco, are saying the fleet's dependence on Moroccan sea resources is important but not as much as was claimed by the trade unions and professionals. Local fisheries minister, Amancio Landin, said only 600 crew members who used to fish in Moroccan waters are now on the dole and receive subsidies while another 800 work in alternative jobs either in other sectors or in fish-associated activities. A new round of political and technical negotiations held this month failed to reach any agreement between Morocco and the EU. After the previous accord expired in November 1999, Morocco refused to renew the accord under its previous formula in a bid to safeguard its depleting sea resources. Some 400 European trawlers, mostly Spanish ones, were forced to cease activities in Moroccan waters.

The Fifth Five-Year Plan (FFYP) stated that the major thrust for fisheries development will be culture and capture fisheries, promotion of rice-fish farming system in the vast floodplains and conservation and management along with institutional and man-power development for equitable distribution of benefits from common property water resources through research on social engineering. The major objectives for the development of the fishery's sub-sector during the fifth plan-period (1997-2002) were to: generate additional employment opportunities in fisheries and ancillary industries to help alleviate poverty; increase fish production and improve nutritional levels; improve the socio-economic conditions of the fishermen, fish farmers and other people engaged in the fishery sub-sector; increase export earnings from shrimps, fish and fish products;

F ISHERIES The Finance Secretary is the overall In-charge of the Department of Fisheries. Joint Secretary, Finance, performs the duties of the Director, Fisheries. Work is supervised by the Officer In-Charge, Animal Husbandry and at field level, the Farm Superintendent (Fisheries) carries out the work. Sukhna Lake is the main water source for fisheries in Chandigarh. The Lake, together with other water resources, adds up to about 266 hectares where fish-farming can be taken up. The Fisheries Department Fish-seed Farm just off Sukhna Lake produces 6.5 lakh fish seed annually. These fish are stocked in Sukhna Lake, and in village ponds and ponds formed by check dams built by the Forest Department. In 1996 the department began producing fish-seed of ornamental species. These are sold to hobbyists. A number of extension and training programmes are conducted every year. Mainly they are for rural people, but some programmes are also conducted for people interested in keeping aquarium fish as as hobby or in angling. The department conducts an annual Angling Competition at Sukhna Lake. A small laboratory has been set up to analyse soil and water samples. The department also helps researchers of the Punjab University Zoology Department.

This study is part of a joint Icelandic, Newfoundland and Norwegian project attempting to estimate in a consistent and comparable manner government expenditures on fisheries and fisheries management in these three countries. The paper presents estimates of the costs of various components of government services to the fishing industry classified into total expenditures on the fishing industry expenditures on the harvesting sector expenditures in fisheries management in particular and the additional expenditures that can be attributed to the ITQ fisheries management system. These costs are then related to the gross revenues of the fishery as well as estimates of the annual fisheries rents generated by the fisheries management.
