If you live in Florida, you may call the Bureau of Teacher Certification at 1-800-445-6739. If you live outside the state, you may reach the Bureau at 850-488-2317. Florida Department of EducationCertification Web Site New certification rules have been implemented by the Department of Education at various time periods. Therefore, the application date for an initial teaching certificate will govern the issuance and requirements for the certificate. School Board Policy requires the filing for a valid Florida Teacher's Certificate within the first 90 days of employment. An official statement of eligibility from the Department of Education will outline any uncompleted requirements. It is important for this statement to be read and followed. Application forms for certification are available in the Human Resource Department along with assistance in forwarding the application to the Department of Education in Tallahassee. On-line applications for certification are available on the DOE website at the link provided above. Most personnel applying for an initial certificate from July 1, 1988 to June 30, 2000 will receive a two year non-renewable temporary certificate. Effective July 1, 2000 most personnel applying for an initial certificate will receive a three year non-renewable temporary certificate. In each case they must meet the following initial certification requirements:

CORRESPONDENCE COURSES
UNDERGRADUATE DEGREE REQUIREMENTS Since July 1, 1980, initial certification requirements (Temporary Certificate) in Florida have included three basic components with a fourth now added as prerequisite to (Regular Certificate) full certification. The components are:
  • General Preparation
    Courses included in this category are normally classified as general education (i.e., General Education Program). A graduate with a Bachelor's degree from an accredited institution shall be considered to have met the General Preparation requirements.
  • Teaching Specialization
    Courses included in this category are normally classified as the major area in a student's college program. Other subjects can be shown if the specific requirements in 6A-4.07 through 6A-4.35 Florida Requirements for Teacher Certification have been met.
  • Professional Preparation
    Students can complete a program of Professional Preparation by one of two means at UCF. These means are:
  • The State-Approved Program of Teacher Education (i.e., a major in the College of Education) and satisfaction of state requirements for SAT or ACT scores
  • The Basic Certification Program (i.e., a major in some other college) and admissibility to the professional phase of the program

    Incentives have made the program popular - and costly. Jeb Bush wants no more than 500 this year.

    published January 10, 2002 Along with several proposals to increase education funding, Gov. Jeb Bush hopes to save money by limiting one education program that had made Florida a national leader. The governor wants to limit to 500 the number of Florida teachers who can become nationally certified this year. Last year 992 Florida teachers achieved the prestigious National Board Certification. Even with the cap, Bush wants to put $10-million more into the program this year, from $31-million to $41-million. The program appears to be a victim of its own success. It has grown in the past three years, from 22 in 1998 to 2,400 in 2001. The big increase began after the state offered financial rewards in 1998. The cost to the state exploded.

    published September 26, 2002 ORLANDO Gov. Jeb Bush on Wednesday proposed a two-part plan to keep experienced teachers in Florida classrooms, and promised to unveil a plan soon for increasing teacher pay. The governor would increase the number of the state's national board-certified teachers from 2,257 to 12,000 in the next five years, an ambitious goal that likely would make Florida the national leader in the highly regarded certification. He also would provide incentives for veteran teachers to delay retirement. Bush announced his latest education initiative and criticized Bill McBride's education plan as "breathtaking in its vagary," while flanked by roughly two dozen educators at an Orlando airport Wednesday.

    Teacher Certification Program
    The primary mission of the Saint Leo University Weekend and Evening/Teacher Certification Program is to make the academic programs of the University accessible to the adult student and distant learner. Teacher certification courses are made accessible to the elementary, middle school and secondary teachers of Florida through the University's Weekend and Evening Program in coordination with the University's Division of Education. Each year courses are scheduled in various counties at a time and place convenient to the teachers. Teacher certification courses are usually conducted as workshops and meet on weekends, evenings, or in concentrated formats in June. Courses can be requested by a school or school district at any time. Saint Leo University is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools (1866 Southern Lane, Decatur, GA 30033-4097, tel. 404-679-4501) to award associate, bachelor, and master degrees.     Certification
    Florida teachers must hold a valid Florida teaching certificate. Although Florida participates in the interstate agreement on Qualification of Educational Personnel with a number of states, a certificate from another state does not guarantee the same certification coverage in Florida, particularly in the area of Exceptional Student Education.
    Application must be made through the Office of Human Services Department of the School Board of Highlands County (SBHC). The cost for application for certification is $56.00. The process is stated below.
      1. Complete an application for teacher's certificate (Form CG-10 - Sections I through VII) within thirty (30) days of employment and attach a check or money order for $56.00 payable to the Florida Department of Education. Submit official transcripts of all college credits and degrees. An official transcript has the seal of the institution impressed on at least one page. A photocopy of the seal is unacceptable. If you do not have an official transcript, it is recommended that you request that the institution send them directly to the personnel office.
      2. If you are not a U.S. citizen, you must provide documentation that you have been legally admitted to the United States and that your immigration status does not restrict you from seeking employment.

    Florida Excellent Teaching Program
    The Florida Excellent Teaching Program Act (ETP) was enacted by the 1998 Legislature. The intent of the law is to reward teaching excellence by providing incentives for Florida public school teachers who seek certification by the National Board for Professional Teaching Standards (NPBTS) and to reward teachers who hold NBPTS certification with salary and mentoring bonuses.
    Through the Excellent Teaching Program Act, the 2002 Legislature is considering appropriating $48 million for the 2002-2003 year. The funds will pay 90% ($2,070) of the certification fee, provide National Board Certified Teachers (NBCT's) with a 10% annual salary bonus for the life of the certificate. The funds also provide an additional 10% annual mentoring bonus to NBCT's who agree in writing to provide the equivalent of 12 workdays of mentoring and related services to teachers who may or may not be National Board candidates. Both bonuses are based on 10% of the previous year's statewide average classroom teacher's salary.
    The program also provides a $150 incentive to help defray costs for portfolio preparation.

    Social Studies Teacher Certification in the State of Florida A degree is awarded by the University. Certification to teach is determined by the Florida State Department of Education. There are two ways to become certified in the State of Florida, complete: A) an “Approved Program” like the B.S. in Social Studies Education or Alternate (Modified) Masters in Social Studies Education programs at Florida International University (which include certification coursework requirements); or B) the specific preparation course requirements designated by the Florida State Department of Education (in this case FIU serves as a provider of courses). (Note: There are other ways one can become certified in the State of Florida. The State of Florida will grant to holders of bachelor’s or higher degrees in an “acceptable major” (Economics, Geography, History, International Relations, Political Science, Psychology, Sociology, etc.) a non-renewable three-year, temporary certificate during which they must complete a set of courses and tests prescribed by the Florida Department of Education (FDOE) to be certified. Students should submit to FDOE their official transcripts and $56.00 and FDOE will issue an Official Statement of Status of Eligibility informing individuals as to the courses that must be taken for the temporary certificate to be issued.

    TEACHER CERTIFICATION
    The Division of Education offers services to students who are enrolled in programs leading to elementary or secondary teacher certification in the State of Florida. Students will be assigned to student teaching only after submitting passing scores on the CLAST and Professional Teacher Examinations. The student who has been accepted in the Teacher Education Program must be responsible for keeping abreast of the teacher certification requirements as stated by the Florida State Department of Education which is located in Tallahassee, Florida. In addition, the student should arrange with the advisor to plan a program of study which will fulfill both state certification and degree requirements. The Office of the Division of Education is available to assist in program planning and in the interpretation of requirements. It is the responsibility of the student to meet with the assigned academic advisor at least twice a semester. Students who wish to teach in states other than Florida should be aware that teacher certification requirements differ in each state. Students should contact the State Department of Education in the state in which the student wish to teach for the teacher certification requirements; however, Florida has a reciprocal agreement with 33 other states.

    Even as state leaders strive to meet the requirement under No Child Left Behind to place a highly qualified teacher in every classroom by 2005-06, states continue to face unique needs. Whether the state department of education, state board of education or state legislative committee is responsible for overseeing teacher certification, the American Board is poised to work with your state leadership to bring about the necessary legislative or regulatory changes to ensure that multiple avenues are available to highly qualified teachers into your classrooms.
