    France: Government, Muslim Leaders Agree To Form Council To Combat Misunderstandings
    By Sarah Martin France is home to Western Europe's largest Muslim population. And with a recent spate of arrests, the country is being portrayed as one of Europe's new hotbeds for Islamic terrorism. Negative media coverage has sparked angry sentiment toward the country's Muslim population. In an effort to correct misunderstandings, the French government and Muslim leaders have agreed to create the first nationally elected council to represent the country's 5 million Muslims. Paris, 4 February 2003 (RFE/RL) More than 25 suspected terrorists have been arrested in France since last spring. The county's new center-right government says it believes the threat from radical Islamic groups is much more deeply rooted than it had first imagined. Such news has left many in France's Muslim community particularly concerned, worried that their faith will be questioned and that they will be looked at with greater suspicion. Nine suspected Islamic militants were arrested recently in a raid in a northern Paris suburb. One of the men, Menad Benchellali, is the son of Chellali Benchellali, an Algerian-born imam, or prayer leader, who runs the Abu Bakr mosque in suburban Lyon. Last year, another of Benchellali's sons, Mourad, was arrested by U.S. forces in Afghanistan and imprisoned at the U.S. base at Guantanamo Bay, Cuba.

    Government
    Since the Revolution of 1789, France has had an extremely uniform and centralized administration. It is governed under the 1958 constitution, which established the Fifth French Republic and reflected the views of Charles de Gaulle . It provides for a strong president, directly elected for a seven-year term. A premier and cabinet, appointed by the president, are responsible to the national assembly, but they are subordinate to the president. Parliament consists of the national assembly and the senate. Deputies to the assembly are elected for five-year terms from single-member districts. Senators are elected for nine-year terms from each department by an electoral college composed of the deputies, district council members, and municipal council members from the department. Parliament is solely responsible for legislation regarding civil, fiscal, and penal law, electoral law, civil liberties, the budget, and amnesty and labor laws. The president has power of appointment of the prime minister, the executive ministers, high civil servants, and judges. The president presides over the council of ministers, is the commander in chief of the armed forces, and has power to dissolve the national assembly. Major parties include the Rally for Republic (RPR), the Socialist Party (PS), the Union for French Democracy (UDF), the Communist party (PCF), the Radical Socialist party (PRS), the Citizens' Movement (MDC), the Green party, the National Front (FN), and the Republican party (PR).

    By Alex Lefebvre 10 January 2003 Use this version to print Send this link by email Email the author Press reports indicate nervousness in official circles over the limits placed on governmental initiatives by the weak economy and the difficulty of hiding the significance of the austerity measures from the population, under conditions of rising working class discontent. The basic goals and methods of the Raffarin government have been shown in its reform of Unedic, the unemployment insurance plan. It increased the taxes workers pay to support the plan, increased the taxes the unemployed pay towards their own retirement from 1.2 percent to 3 percent, increased the retirement age for the unemployed from 55 to 57, and decreased the length of coverage for workers over 50 to 36 from 45 months. Working class militancy is once again on the rise in France. November and December saw mass demonstrations and strikes in the energy, telecommunications, railway, trucking and education sectors.

    By Francis Dubois 23 March 2001 Use this version to print Send this link by email Rassemblement Pour la Republique (Assembly for the Republic, RPR); the (Union for French Democracy, UDF); and Democratie Liberale (DL) doing far better than forecast. arrondissements (districts) and thus control of the mayor's office, their overall vote in both towns was slightly higher. Almost all government ministers who stood in these elections were beaten. Most commentators agree that the Gaullists' loss of Paris, now ruled by a Socialist Party mayor for the first time, and Lyons was due mainly to the deep divisions among the rightwing parties themselves, rather than any positive support for the government coalition. Moreover, the Socialist Party candidate in Lyons had called for, and obtained, the second round votes of a section of the right wing. The PCF, until now the second most important party in Jospin's coalition, has also lost a large number of municipalities, including Nimes, the only town of more than 100,000 inhabitants they controlled.     Last November, Segolene Royal, French Minister of State for schools, announced that Norlevo, a kind of morning-after pill, would be available from school nurses. This is part of the new unified health care procedure for schools that is being devised.
    The French government is increasingly concerned with some trends in teenage sexuality. Each year, there are 10,000 teenage pregnancies, 6,700 of which will end up in an abortion. The Minister is also worried about the higher level of sexual violence among young people.
    THE TREATMENT IN QUESTION
    The scientific name of Norlevo is levonorgestrel. It is made up exclusively with progesterone, without oestrogen, which minimises side effects. It consists in two pills, one of which should be taken a.s.a.p. after the intercourse, and the other between 12 and 24 hours after. If it is taken during the first 24 hours, this contraception is 99% efficient; it remains 85% efficient if it is taken during the first 72 hours.

    Recently, the French Presidential House, the President of France’s National Parliament, the National Secretary Office of Foreign Affairs, the consultant to the Minister of Foreign Affairs, the Minister of the French Territory Governance, and members of the French Parliament all wrote letters to the French Falun Gong Association, the French Guadeloupe Falun Dafa Association and individual Falun Gong practitioners. The Minister of the Foreign Affairs also answered a question by a member of the French National Parliament, regarding the cruel persecution of Falun Gong in China. These letters all expressed that France and its European partners have started to pay attention to the persecution of Falun Gong in China that has been happening since July 1999. Concerns were also expressed towards the reports of extensive cruel tortures being inflicted on innocent practitioners during the 3-year persecution. It was said in the letters that France and the European Union have made efforts to improve human rights in China. Every six months they bring up with the Chinese Government issues such as violations of human rights, the freedom of speech for individuals and for groups, and the freedom to express ones’ opinion. More issues are also discussed, such as cruel torture, and the imprisoning people in forced labour camps without legal procedures. The French Prime Minister addressed the issue of human rights in China to the Chinese Premier during his visit at the end of September this year.

    This week, the French Falun Dafa Association received New Year greeting cards from many French government officials including some at Ministerial level. There were also cards from many European Parliament Members, the Mayor of Paris and other City mayors. Greeting cards were also received from officials of the Association of City Mayors throughout France as well as from the French branch of Amnesty International that deals with Chinese affairs. All of them expressed their best wishes to the Association and wished Falun Gong practitioners great success in the year 2003 in upholding human rights. Over a long period they have shown strong support for Falun Gong. In their greeting cards, they reaffirmed this firm and reliable support for Falun Gong. According to incomplete figures, during the festive season and on New Year’s Day, the French Falun Dafa Association received a total of more than 30 greeting cards. Chinese version available at
