The Benjamin Franklin Circle
History and Purpose The Benjamin Franklin Circle is a committee of supporters of the American Club of Paris who contribute to the Club in furtherance of its efforts to develop French-American friendship, encourage political, intellectual and cultural exchanges between the United States and France. It provides a forum in which Americans, French and persons of all nationalities having an interest in the United States can join together to exchange ideas and promote a better understanding of the United States, the American people and Franco-American relations. The Circle is named after Benjamin Franklin, who initiated the tradition of exchanges between the Americans and the French in Paris by organizing dinners at his house in Passy at the time of the American Revolution. Franklin is indeed the spiritual founder of our Club. His activities were renowned for developing friendship between France and the United States at the time of America's birth and the Benjamin Franklin Circle continues his tradition. Except for Contributing Members, participants in the Benjamin Franklin Circle need not be members of the Club. While Club membership is of course reserved for individuals, membership in the Benjamin Franklin Circle is open to companies and individuals who wish to support the important activities of the American Club of Paris.

Countries in Transition: Institutional Changes in Great Britain and France
Great Britain and France have had extremely different pasts that have led to different forms of democratic government. Great Britain with an early industrial revolution and stable government developed a strong parliament that gradually became more democratic; on the other hand, France had a late industrial revolution, unstable governments, and a rapid change towards a strong stable democratic executive branch. Both these countries have recently instituted similar programs in order to improve the prevalence of certain democratic ideals such as participation, representation, accountability and civil rights. In the future one might speculate that further institutional changes will be made in an attempt to reach the ever-improving democratic ideal.

Amidon and Eunika Mercier-Laurent It was 1989 when the Ministry of Research, Education and Technology embarked upon an 18-month economic development activity to network competencies in the regions of France. The foundation was laid for building a national innovation system with the conclusion of a Roundtable - Managing the Knowledge Assets into the 21st Century: "If we can agree that the knowledge base of the United States is our most precious resource, then we can begin to manage it more effectively. This requires a re-thinking of how intellectual capital of each sector - education, government and industry - should be developed and applied to the dual goals of the advancement of science and technology, as well as the international competitiveness of our nation." (Amidon, 1987) The final meeting was the Grand Colloque de Perspective held in Lyon. We now know that the agenda is not only national, but also global in scope. We know that it is not only a matter of enterprise productivity, but prosperity at several economic levels in our society. We know that it effects both industrialized and developing nations alike. We know that the focus on knowledge may not be new, but the establishing a knowledge strategy is the essence of modern management. France had already enjoyed many technological advances considered the best in the world. Minitel, developed over 20 years ago and now with over 20 million users, was the French Internet for information and services, including transportation reservations. It may have been the first countrywide internet in the world. The country also enjoys several other innovations, such as Concorde (French-British), Airbus, Eurotunnel, Ariane, smart card (Rolland Moreno Bull, 70ties) TGV - the first FAST train (above 200 miles/hour) to link the country with other countries in Europe.
