Creating a Successful Staff Development Program
What are the keys to a successful staff development program? This look at two award-winning programs at Hungerford School in Staten Island, New York, and at Montview Elementary School in Aurora, Colorado might provide some insight. Ask Dr. Mary McInerney, the principal of Hungerford School in Staten Island, New York, what makes the school's staff development program successful, and she replies, "The staff. They are responsible." Dr. McInerney credits a unique degree of staff involvement for creating the teacher development program that made Hungerford one of six schools and two school districts nationwide to be honored this year by U.S. Secretary of Education Richard W. Riley as part of The National Awards Program for Model Professional Development It wasn't always that way. When Dr. McInerney first arrived at the school, staff development workshops were held after school, and relatively few staff members participated. "When I came here as principal ten years ago," Dr. McInerney says, "I saw that staff workshops weren't well attended, even though the topics were very good. We asked staff members for feedback and found many had childcare responsibilities or second jobs that kept them from staying after school."

A dult L iteracy S taff D evelopment P roject The Office of Adult Literacy of the Georgia Department of Technical and Adult Education has a longstanding commitment to improving adult literacy education throughout the state. One strategy for improving education is to enhance the knowledge and skills of those who deliver education: the teachers, administrators, and support staff who work in the many varied programs designed to meet the educational needs of Georgia's undereducated adults. For seven years, the Adult Education Department at The University of Georgia has worked closely with the Office of Adult Literacy to design, implement, and continuously improve a statewide system of staff development for adult literacy educators. During the current project year, the university's efforts will focus on the following three major components.
  • Staff Development Workshops . Fifty-two, five-hour workshops on 17 topics will be conducted at various sites throughout the state. Beyond Basic Skills: Innovative Teaching Materials for Georgia's Teachers of Adults.

    Georgia's Eisenhower Higher Education Program is a federally funded program under the Board of Regents of the University System of Georgia. It is funded through the United States Department of Education and is part of the Eisenhower Professional Development Program. Each fall a Request for Proposals is sent out to higher education institutions across the state for projects which are designed to enhance mathematics and/or science teaching at the elementary, middle or high school level in public and private schools. Proposals are also accepted for projects that are designed to improve undergraduate teacher education programs at colleges and universities.     Teaching Cases: New Approaches to Teacher Education and Staff Development
    A Program That Supports the Development and Use of Cases in Education Developed and tested by WestEd
    What is the idea behind Teaching Cases
    Patterned after a method long used successfully to prepare lawyers and business professionals, case discussions in education focus on detailed scenarios written about the real life experiences of teachers or administrators. WestEd's use of cases is based on the recognition that the work of educators, also, is informed not only by research but by experience. Because cases reflect reality, they help teachers learn to connect theories and concepts to the complex, idiosyncratic world of practice. Discussion of cases enhances analytic thought, reflection, inquiry, and, with some cases, content knowledge. In the math cases project, teachers develop this capacity through the careful and exciting process of reflection and inquiry generated by facilitated discussions with other teachers about math cases that portray real-life teaching dilemmas. In one case, for example, a student asks the teacher: "How can 100 percent of something be just one thing?" The question, itself, can give a teacher pause. Although most of us would agree that 100 percent means the whole thing or "one," the concept can be confusing. If you poll 23 people and 100 percent respond that they like toothpaste, does 100 percent mean 23 or 1? What seems obvious on the surface is really quite complex when you're trying to promote understanding of a concept and not just memorization of a rule.

    According to the National Staff Development Council, staff development is the means by which educators acquire or enhance the knowledge, skills, attitudes, and beliefs necessary to create high levels of learning for all students. For many educators, staff development has traditionally been synonymous with workshops, courses, and presentations by "experts" and has been called staff development, professional learning, professional development, and in-service training. However, we now know that true professional learning can take many forms and is most effective when it is standards-based, results-driven, systemic, ongoing, and job embedded.     "Teachers talking with teachers is the highest form of staff development."
    Teacher Dialogue Forums are a series of conversations among teachers to be several times a year in southeastern cities. These forums are designed to develop the untapped skills, knowledge, and contributions of teachers. Quality staff development is a necessity but often hard to find. SERVE and The Georgia Partnership for Excellence in Education (GPEE) have united to bring a reflective, relevant approach to staff development to the region. Together, SERVE and GPEE have developed a model for "professional conversations" that seeks to uncover the untapped knowledge, skills, and contributions of this region’s educators. Through Teacher Dialogue Forums, these untapped skills and knowledge are brought to the surface. Research of the past decade confirms that teacher expertise and knowledge is the single most important factor in determining student achievement. (Darling-Hammond,1996)

    Project Description
    Among the recommendations from the CAL study were the formation of a joint task force and professional development for all teachers. CAL recommended that the task force be navigated by members knowledgeable in ESOL education and language minority issues from the business, education, and the Latino communities, and from the community-at-large. The task force would provide a forum in which issues of language minority student academic achievement and relevant local community concerns could be discussed. This task force was formed in the summer of 2000. Diversity in the 21st Century...A Dialogue co-sponsored by the Georgia Project and the Georgia Association of Educators.
