Improving Teaching Quality: A Toolkit for Campus Leaders Campus Leader Profile Ronald Henry
Provost and Vice President for Academic Affairs
Georgia State University The policy environment in Georgia began to focus on teacher quality long before it became a paramount issue for the rest of the country. One aspect was the early participation of higher education institutions in P-16 councils. A goal of the state's councils called for parallel reforms of K-12 schools and of teacher education that aligned both systems to the state's P-12 standards. Three campuses - Georgia State University, the State University of West Georgia, and the University of Georgia - volunteered to be pilot sites for the Standards-based Teacher Education Project (STEP). Sponsored by the Council for Basic Education and the American Association of Colleges for Teacher Education, STEP uses new K-12 academic standards to reshape teacher education. Georgia State's involvement fit neatly with the direction wanted by its Provost and Vice President for Academic Affairs, Ronald Henry. Henry is a physicist, and as such, is interested in balance. "In the university, part of the balance is to give much more attention to teacher education than it has received in the past," he says.

The database is delivered free to schools on CD-ROM and is now on the web. Operating software for the CD, instruction manual and training are provided free of cost. The project began in 1984 with a legislative initiative to study the development of uniform library databases. The first funding was in 1988 at $300,000/per year. Funding increased to $1,000,000 in 1993. SUNLINK is an initiative of the Florida Department of Education, School Library Media Services Office. An advisory group, the SUNLINK Task Force, consists of district library media supervisors from state K-12 school districts. The project is administered by the SUNLINK Project Office in the College of Education at the University of Central Florida.

Adobe Enables Teachers Nationwide to Deliver Technology Software Education to Students State of Texas Joins Growing List of Teacher Training Programs Nationwide Using Breadth of Adobe Products to "Leave no Child Behind" SAN JOSE, Calif.—February 4, 2003 (NASDAQ: ADBE)— Adobe Systems Incorporated, the leader in network publishing, today announced that it has been selected to provide software for the Technology Applications Certification Program (TACP), a K-12 teacher training initiative dedicated to advancing technology in Texas classrooms. Supporting a statewide mandate, the full scope of Adobe products will serve as the foundation for improving the technology aptitude of 1,200 Texas educators developing high-tech curricula for students. The State of Texas joins school districts and programs nationwide that are implementing Adobe software in the classroom to close the digital divide. According to the National School Board Foundation, teachers at 90 percent of the nation's largest school districts lack technology training in the classroom. Responding to this need, the state of Texas developed the TCAP with a $2.2 million grant, giving teachers in low-income communities software instruction to incorporate technology courses into their curriculum. As part of the two-year certification program, teachers will learn Adobe's print and Web publishing and graphics products, allowing them to teach Web, desktop publishing, video, graphics, and animation courses. The program, ensuring that every Texas school district has technologically savvy teachers, is being facilitated through the Texas Center for Educational Technology (TCET) and the University of North Texas.

K-12 Outreach
GTEC sponsors many interactions with area middle and high schools for the dissemination of information regarding the idea of merging biology with engineering. Some of these initiatives are listed below. - GTEC Student Council makes visits to area middle and high schools to present Prosthetic Pete , an interactive display with mechanical devices for replacements and improvements in the body plus descriptions of tissue engineered replacements being developed. This initiative enables K-12 students to learn about the possibilities available to them in college curriculums and it enables K-12 teachers opportunities to enhance their classroom teaching. For more information about scheduling Prosthetic Pete in classrooms, contact Eric Vanderploeg at

K-12 OUTREACH The BMES/GTEC K-12 Outreach program is a joint effort between the Georgia Tech Student Chapter of the Biomedical Engineering Society (BMES) and the Georgia Tech/Emory Center for the Engineering of Living Tissues (GTEC). The goals of the overall program are to provide a resource for K-12 educators with which they can enhance their science curricula, to expose students of all ages to the field of bioengineering, and to encourage graduate students to develop their teaching skills. The main function of the K-12 program is to send graduate students from Georgia Tech's Institute for Bioengineering and Bioscience (IBB) into middle and high schools in the Atlanta area in order to help with science education. Student participation can take many forms, including giving short presentations or lectures, helping with planned activities or field trips, or just assisting a teacher during a lesson. Students can visit a school alone or in groups, and visits typically last from a few hours to a full day. In addition, GTEC students participate in other K-12 outreach activities, including offering their services as science fair judges, performing demonstrations and expositions at Atlanta area functions, and participating in outreach activities organized by other groups.

CRiSP - Conflict Resolution in Schools Program
The CRiSP was initiated in 1998 as a service-learning pilot engaging university students to teach conflict resolution knowledge, skills, and abilities to students in the Atlanta Public Schools. The pilot was completed in 2001 and the CRiSP moved to its current research phase. Consortium members are examining issues of institutionalization of CRE in K-12 schools with the objective of producing practical, accessible materials for school stakeholders and conflict resolution theorists and practitioners. Some of the subjects under consideration include:
  • Examining the current state of law and policy, both state and federal, regarding CRE and how it impacts the institutionalization of CRE in K-12 schools.
Identifying the most common barriers to institutionalization of CRE in K-12 schools and how they may be successfully overcome.
Providing direction for school stakeholders to determine whether CRE is appropriate to meet the needs of their school.

Before 1994the first year schools started receiving the benefits of the state's lottery for educationdistricts were pretty much on their own if they wanted to spend on technology. Join our on-line Town Meeting to discuss what role technology should play in education reform.
Since then, the lottery has pumped more than half a billion dollars into technology for schools and universities. That money has been a catalyst for districts to make their own investments in technology. "Folks assumed that [the lottery] would be a short-lived initiative," says Bailey Mitchell, the director of instructional technology for the Georgia Department of Education.
