    FRANKFURT The government began tearing down six more bunkers from Hitler's infamous West Wall on Thursday against the wishes of some German historians and war veterans who want the remaining concrete and steel fortifications saved as historic memorials.
    The leader of the Third Reich built 20,000 bunkers, trenches and tank dugouts along a 940-mile line, also known as the Siegfried Line, stretching from near Basel, Switzerland, to Kleve in northern Germany.
    Pneumatic drills pounded away Thursday on the first of six structures to be demolished this winter after local authorities complained the bunkers were a safety hazard. The federal government worried they were potential gathering place for neo-Nazis.
    Some historians have argued tearing down the remnants of World War II will not change the facts of history and what is left of the West Wall should be saved as a memorial.

    BERLIN In a historic demonstration of support, Chancellor Gerhard Schroeder announced an agreement Thursday to give the Central Council of German Jews the same legal standing as Germany's predominant Roman Catholic and Lutheran churches.
    The accord would recognize the importance of Jewish life in Germany and triple the council's annual allocation of government funds to $3 million, reflecting the surge in the Jewish community from 30,000 to 100,000 over the past decade.
    The agreement will establish the first legal partnership between the Jewish community and the German government since World War II, in the spirit of similar pacts with the churches under which the state finances the costs of some institutions, such as schools.

    Government:
    The government is parliamentary and based on a democratic constitution that emphasizes the protection of individual liberty and division of powers in a federal structure. The chancellor (prime minister) heads the executive branch of the federal government. The duties of the president (chief of state) are largely ceremonial; power is exercised by the chancellor. Although elected by and responsible to the Bundestag (lower and principal chamber of the parliament), the chancellor cannot be removed from office during a four-year term unless the Bundestag has agreed on a successor. Germany has an independent federal judiciary consisting of a constitutional court, a high court of justice, and courts with jurisdiction in administrative, financial, labor, and social matters. The highest court is the Federal Constitutional Court, which ensures a uniform interpretation of constitutional provisions and protects the fundamental rights of the individual citizen as defined in the Basic Law.     DEVELOPMENT-GERMANY: Government Launches Debt Initiative
    By Ramesh Jaura BONN, Feb 2 (IPS) - Germany's new 'red-green' coalition government, in a switch from the tough stand taken by previous administrations, Germany has launched a debt initiative to assist the world's poorest countries. The move comes less than five months ahead of a summit meeting of the world's seven major industrial powers plus Russia - the so- called G-7/G-8 nations - due to be held June 18-20 in Cologne. Government officials of the host nation - to be joined by leaders of the United States, Canada, Britain, France, Italy and Japan - are optimistic of winning endorsaement for the German propsal. Developing nations owe Germany a total of 60 billion marks (about 37 billion dollars). Last year, Third World countries transferred nearly 1 billion dollars to Germany by way of debt servicing charges. "While preparing the ground for the debt write-off initiative for the forthcoming world economic summit, the federal (German) government will see to it that a central problem of the poorest countries is taken up at the highest decision-making level," said Development Minister Heidemarie Wieczorek-Zeul.

    Germany: Government Germany is a federal republic whose 16 states have their own constitutions, legislatures, and governments, which can pass laws on all matters except those that are the exclusive right of the federal government, such as defense, foreign affairs, and finance. Education, local law enforcement, culture, and environmental protection are controlled by the states. The 16 states ( ) are Schleswig-Holstein Hamburg Lower Saxony Bremen ... Brandenburg , and Berlin. Germany has a parliamentary democracy with a bicameral legislature. The Bundesrat, the upper house, has 68 seats, with each state seating three to six representatives depending on the state's population. The Bundestag, the lower house, is the country's main legislative body. It has 662 deputies who are elected for four years using a mixed system of proportional representation and direct voting. Executive authority lies with the federal government, whose leader, the federal chancellor, is elected by an absolute majority of the Bundestag. He appoints the other ministers of the cabinet. The federal president is a constitutional head of state with little influence on government. The president is elected by a federal convention, which meets only for this purpose and consists of the Bundestag and an equal number of members elected by the state parliaments.     As Western Europe's richest and most populous nation, Germany remains a key member of the continent's economic, political, and defense organizations.
    European power struggles immersed the country in two devastating World Wars in the first half of the 20th century and left the country occupied by the victorious Allied powers of the US, UK, France, and the Soviet Union in 1945.
    With the advent of the Cold War, two German states were formed in 1949: the western Federal Republic of Germany (FRG) and the eastern German Democratic Republic (GDR).
    The democratic FRG embedded itself in key Western economic and security organizations, the EC and NATO, while the communist GDR was on the front line of the Soviet-led Warsaw Pact. The decline of the USSR and the end of the Cold War allowed for German unification in 1990. Since then Germany has expended considerable funds to bring eastern productivity and wages up to western standards. In January 1999, Germany and 10 other EU countries formed a common European currency, the euro.
