    Ghana And Devon Agreement
    The Government of Ghana GNPC and Devon/Encana signed an agreement, which allows production exploitation from the Tano Fields of the gas deposits that will be transported on shore to support production of electricity Under the Agreement commercial supply of gas enough to produce 125 MW of electricity is targeted to commence early in 2003. Further volumes of gas to enable the production of an additional 125 MW of electricity are expected to come on-stream by the latter part of next year, 2003.
    This agreement enables investors exclusively fund the production exploitation of the Tano Oilfields, at a cost in excess of US$100 million.
    The GNPC, on behalf of Government, however will have a 20% share of net production proceeds of the value of all extracted oil and gas from the Tano Fields. The GNPC willl also have the right to a further 10% of the net production proceeds after initial 5 years.
    The Tano reservoir development will require the installation of two platforms, North Tano in approximately 170 feet of water and 18 kilometers offshore and South Tano in approximately 400 feet of water and 38 kilometers offshore.

    For the span of almost two years that the New Patriotic Party, NPP, government led by President John Agyekum Kufuor has been in office, there have been significant empirical pointers that leave one to doubt whether the regime has the capacity to produce and execute a development plan that would lead Ghana on the road to economic advancement and progressive social change. Ghana’s 1992 constitution obliges the government in power to introduce a development plan within two years in office. Ghanaians have been assured that this constitutional requirement is going to be met by the NPP government. The relevant question to ask, as society waits anxiously, is whether this government can provide the leadership for successful execution of a productive development plan? Elite members of NPP, since assuming power, have not lost a chance to tell the world that their party has been in political opposition for 30 years. One would have thought that with 30 years experience of opposition political practice, in and out of parliament, the NPP would have come to office armed with a polished blueprint to redirect the course of Ghana’s development.

The project was designed to assist the Government of Ghana with the restructuring and quality enhancement of its tertiary education sector, after a prolonged period of underfunding and decline. Implementation took place over the period 1993-98. An ambitious reform programme had been prepared by the previous Ghanaian Government. This programme – which was widely-acclaimed internationally – formed the basis of the TEP. However, despite apparently strong initial Government commitment to the agreed policy framework and the actions necessary to achieve sustainable improvement, implementation experience was mixed. At the conclusion of the TEP, many of the key policy agreements had been either reversed, apparently forgotten, or only partially implemented. The crucial balance between enrollment growth and the levels of financing available to ensure improved academic quality – the core objective of the reform programme – had not been achieved. Thus, although the groundwork for the implementation of a number of complex reforms has been undertaken, it seems very likely that the gains made over previous years will be jeopardised if this imbalance between the level of financing available and expansion of enrollments continues.
