Don't Go Near The Water-
The Practical Challenges of Drug Testing in Olympic Sports
Jack Swarbrick
Counsel to USA Gymnastics
It was one of those small items buried in the "other news" section of the local sports page. A young 15-year old American athlete had tested positive at a competition for the anabolic steroid mesterolone. My reaction to reading this news was a mixture of sadness and relief. Sadness that any young athlete (especially an American athlete) would use a banned substance in order to gain an competitive advantage. My perspective changed markedly, however, when in the months that followed I learned much more about the facts of this story. I was selected to serve as the hearing officer (a position roughly akin to that of a judge in a jury trial) when the Board of Directors of the athlete's national governing body faced the issue of what, if any, sanctions it should impose. My purpose here is not to review the details of that case-a case in which the NGB conducted a well-run and exhaustive process in the interest of making the right decision. My purpose is instead to focus on a single issue of critical importance in the case. The athlete presented a significant amount of information designed to show that she did not intend to take the banned substance, had no knowledge of how the drug got into her system and that the drug (given the absence of an evidence of chronic use) could not have enhanced her performance. Those arguing that the athlete should be suspended from competition for two years challenged the quality and persuasiveness of that evidence. More importantly, they argued that the evidence offered by the athlete was irrelevant. Irrelevant, they maintained, because the rules of the international federation required the imposition of a specific sanction anytime there was a positive test for a banned substance. This notion of "strict liability" meant that in instances of an inadvertent consumption of a banned drug, a mistake in administering a drug by a doctor or even in the case of sabotage, the athlete had still violated the anti-doping rules.

Latest: Tuesday September 19, 2000 07:54 PM SYDNEY, Australia I received the following e-mail from my mother Monday morning, which I'll share with you in its entirety: Dear Eddie, I'm worried about you. It looks as if the U.S. Gymnastics team is all falling apart with injuries! Then they won't let that wonderful coach stand on the sidelines. The Bush team is all falling apart here, too! Love, Mom Lots of grist in that midget mill. In person, my mother will beat a subject to death, jabbing and prodding and wringing it until you want to hang yourself. But when she has to type out whatever is bedeviling her, she's a hit-and-run driver. Let's break it down sentence by sentence. I'm worried about you.

Wilson falters, but Hamm brothers pace U.S. men
Click here for more on this story Latest: Saturday September 16, 2000 09:47 AM SYDNEY Ordinarily a sub-par performance by team leader and gymnastics rock star Blaine Wilson would have spelled doom for the American men's medal hopes in Sydney. But thanks to a twin brace of Wisconsin Hamms and a gutsy performance by 30-year-old John Roethlisberger, the U.S. men finished a surprising fourth in Saturday's preliminaries to advance to the six-team finals. Since preliminary scores are not carried over, the Americans stand all-square with Russia, China, Ukraine, Japan and Romania heading into Monday night's medal round. "Once you get into the top six, it's anyone's game," said U.S. assistant coach Yoichi Tomita.

It's almost time for Olympic Fever. The kids will barely be back in school when from September 15 to October 1, 2000, most of us will be glued to our television sets, watching the games taking place in Sydney, Australia.
The 2000 Summer Olympic Competition events fall within the following categories:
  • Featured Competition: Modern Pentathlon
    Debut Sport: Trampoline
    Individual: Men Only
    Individual: Women Only
Team Events: Men Only Team Events: Women Only Team Events: Men and Women Equestrian Debut Sport: Triathlon Featured Competition: Rowing
  • Featured Competition: Modern Pentathlon This event isn't for slackers. It also helps if you're a morning person, too. Competition starts at 5:30 A.M. with a pistol shoot at a bull's-eye target 10 meters away. After that, there's the dueling and fencing for "first blood," where a single touch wins. Then it's on to the pool, where competitors swim a 200-meter sprint; stroke style is each competitor's choice. Without even taking time to dry off, competitors head to the equestrian arena where they each coax an unfamiliar horse around and over a course of fences. Then, after "resting" atop that horse for a bit, there's a final, two-mile cross-country run. The entire competition takes about 12 hours.

It's cruel to all of the participants which had the horse vault that was not of standard height." AP SYDNEY, Australia (CNNSI.com) Officials who didn't notice that the vault was set incorrectly during the women's all-around have been reprimanded, the International Gymnastics Federation said Sunday. The vault was set almost two inches (5 centimeters) shorter than it should have been, and possibly cost favored Svetlana Khorkina the gold medal. Khorkina crashed on her first vault and then, thinking her chances at gold were gone, dropped off the uneven bars. "It is very unfortunate that this situation occurred during the Olympic Games and FIG regrets the duress that the situation placed on some gymnasts," the FIG said in a written statement.

    Gymnastics
To the ancient Greeks, physical fitness was paramount and all Greek cities had a "gymnasia," a courtyard for jumping, running, and wrestling. Over the years, gymnastics has undergone many changes. Originally, men's competition included swimming and running events, and did not acquire its present form until the 1924 Games in Paris. During the 1920s, women organized and participated in gymnastic events. The first women's Olympic competition was held at the 1928 Games in Amsterdam.

    Competition
Gymnastics competitions are divided into three parts. On the first two days, all gymnasts perform compulsory and optional exercises on each piece of equipment, referred to in gymnastics as "apparatus." Those scores determine the winners of the team event. The 36 gymnasts who achieve the highest combined individual scores move on to the individual all-around competition. Based on the combined scores from the team and the all-around, the top eight scorers on each apparatus advance to the finals.
