CURRICULUM OVERVIEW
Basic Educational Skills as Defined by Head Start
The goal of Head Start is to bring about a greater degree of social competence in children, regardless of race, economic circumstances, language and geographic location by providing a comprehensive child development experience within the context of his/her family and community. Social competence embraces the child's intellectual, affective and physical development at home, in school, and in the neighborhood. Developmentally-appropriate educational skills are those which are necessary for the later acquisition of skills and learning commonly recognized as reading, writing, mathematics, language, science, problem-solving and the development of positive attitudes toward learning.
The Head Start curriculum involves mastering now the preschool work of "doing and experiencing". These experiences are groundwork for social competence and formal academic learning. It does not mean implementing in Head Start what children do in Kindergarten and first grade. The assumption of this project is that a program which fosters the acquisition of basic skills must not only be developmentally appropriate but must be implemented in the context of the Head Start philosophy of a comprehensive approach to children and families.
Classroom Structure
The Head Start education classrooms are comprised of three and four year olds. They are staffed by classroom teachers including a certified teacher, and a full-time and a part-time assistant. Classroom support staff includes bilingual assistants, speech and early intervention specialists, family service staff, mental health consultants, and a registered nurse.

CURRICULUM
[Main] [Schedule] The Pre-K/Head Start Program's curriculum is based on The Creative Curriculum by Diane Trister Dodhe and Laura J Colker. It offers the child enrolled varied opportunities to learn all areas: social, emotional, cognitive, creative and physical. Although the program always appears very informal and flexible, the curriculum and environment are the result of careful and detailed planning based on the best available knowledge of child growth and development. In planning, the teacher considers the group needs, ideas, and interests. Observations are done at the beginning of the year and results are used to determine yearly educational goals for each child. In early childhood classroom, how the curriculum is taught is as important as what is taught. Process is as important as product for young children.
Since we know that young children learn best through activity and experimentation with concrete objects, the major emphasis is on learning through play. Large blocks of free, uninterrupted time are made available and each child is free to choose from a wide variety of thoughtfully chosen materials and experiences. Warm and understanding teachers are always available to give any needed help in moving learning forward. Children move from one learning center to another as their interests and needs dictate. The Pre-K/ Head Start Program features an integrated day with themes, units of study and seasonal topics woven into the children's work in classroom learning center, individualized activities, and small and large group activities. Weekly and biweekly units are based on children's developmental levels, interests, and learning styles.

Curriculum in Head Start

Curriculum plays a vital role in achieving Head Start's goal of enhancing the social competence and schoolreadiness of children. The 1998 legislation reauthorizing the Head Start program, passed in October 1998 by Congress, places additional emphasis on this goal and establishes additional outcome standards in this central area of Head Start program quality. The key to a quality educational experience continues to be the development of a quality Head Start curriculum implemented in keeping with all of the Program Performance Standards by grantees and delegate agencies of excellence. This issue of the Bulletin provides a comprehensive overview of curriculum in Head Start, responds to commonly asked questions, and identifies Head Start resources that programs can use in developing a curriculum to meet the particular needs of children in their communities.

Curriculum and Reauthorization
  • Have you discussed the 1998 Head Start Reauthorization Act with your colleagues?
    Are the new Education Program Performance Standards and Performance Measures circulating faster than the latest best seller?
    Do you wonder what the new legislation means for your curriculum?
    Do you think you must immediately hire a consultant, buy new materials, change your activities, and develop new teaching strategies?
These questions and many others are on the minds of Head Start education staff throughout the country. Tri-County Head Start in Paw Paw, Michigan, is no exception. We have explored how we make professional decisions about curriculum, and we've identified possible pitfalls. We've also taken a close look at our curriculum to see if it is compatible with the new mandates from Congress, and we realize there are two relatively simple steps in this process. Step 1: Have a working knowledge about child development principles.
When adults are knowledgeable about early childhood development, they present appropriate curriculum. In addition, each child's learning style and cultural context must be addressed by presenting appropriately challenging experiences that allow for positive achievement and engage children in multidisciplinary activities. Both are necessary to make curriculum meaningful for children as well as adults.

products articles for Research Head Start Study Finds Long-Term Impact Despite doubts cast by previous studies of Head Start, a long-term study shows that a Head Start program of the 1970s, which was part of the National Planned Variation Head Start Project, helped participating young children achieve greater school success and avoid crime as they grew up. Earlier studies of the federal Head Start preschool program for low-income children and families, which began in 1965, found short-lived effects on children's test scores, prompting the government to make program improvements. Into Adulthood: A Study of the Effects of Head Start, by Sherri Oden, Lawrence Schweinhart, and David Weikart with Sue Marcus and Yu Xie, presents encouraging findings from a 17-year follow-up study of 622 young adults 22 years old in Colorado and Florida, who were born in poverty and did or did not attend Head Start as young children. The researchers located and interviewed 77 percent of the original sample of children. The study found evidence of important effects on school success and crime. For females (but not males) at one study site after adjusting for background differences, only about one-fourth as many Head Start participants as nonparticipants (5% versus 19%) failed to obtain a high school or GED diploma, and only one-third as many (5% versus 15%) were arrested for crimes.

Learning about good dental health care at an early age can help children throughout their lives. Dental disease can be prevented and healthy teeth can last a lifetime. This teaching guide has been prepared to assist you in conducting dental health lessons that can help your Head Start children develop an understanding of the importance of, their teeth and of ways to keep a healthy mouth. Although the use of the puppet is optional, as each lesson can be presented without it, it is felt that the puppet will provide a fun way to review each lesson and will help the children connect all the areas of dental health that are presented in the curriculum. A pattern for making Smiley is included in the introductory lesson.

A Head Start on Hope A lifelong principle fuels Sally Koblinsky's research on the strugglesand triumphsof low-income and homeless families. When Sally Koblinsky, professor and chair of the Department of Family Studies, was growing up in San Diego, Calif., she often accompanied her family on road trips to Mexico to distribute clothes and toys to orphanages.

"Even as a child, I was aware of the privileges I enjoyed that were not shared by many other families," she says. "And my mother always taught me to 'do well by doing good.'" This philosophy followed her through her undergraduate days at the University of California, Los Angeles, where she tutored low-income children in the turbulent Watts neighborhoods; and at University of California, Davis, where she worked with migrant Mexican families in the Sacramento area. "Because I was in the field of developmental psychology," she says, "I was interested in the factors that supported and strengthened these families, and the areas where I could intervene to improve the well-being of both the children and the parents." She soon found direct opportunities for intervention through Head Start, a comprehensive program that provides individualized services in education, early childhood development, parental involvement and physical and mental health to low-income families. Koblinsky has been involved with Head Start for 30 years. Her research on Head Start programs for homeless and low-income families in violent neighborhoods has resulted in new legislation, progressive Head Start curricula and greater hope for struggling families.

COMMUNITY PARTNERSHIPS
Portland Public Schools is actively involved in community planning to encourage strong communication, cooperation, and the sharing of information among agencies and their community partners. Head Start works diligently to improve the delivery of community services to children and families.
Partnerships are established within our school district between programs such as curriculum and instruction, student services, early childhood education, tranportation, nutrition services, special education, English as a Second Language, technology services, and School Police. City-wide partnerships are numerous and include health, social service and early childhood education organizations, colleges and universities, ESD's, the Oregon Zoo and more.
Parents and staff work directly to influence the nature and quality of these partnerships by serving on boards, committees, advisory groups and through informal connections. Volunteers are a very large and active part of Head Start. Parents and community members are encouraged to volunteer in classrooms and assist with center activities such as field trips and fundraisers.
The Policy council is a voluntary decision making group which meets monthly with the director and staff to plan and approve program policy and practices. Parents from each site and program option are encouraged to serve as council members.

The “35 th Anniversary” theme helped us focus on the individual struggles, dedication, and vision that are the history of Head Start. It also gave us the opportunity to reflect on the many staff, parents, community partners and other supporters who have helped NACOG successfully address the needs of our families for over 30 years. As we move toward our year-end activities, I would like to ask that we all continue to support growth and change as a normal part of our program’s foundation. It is obvious that Head Start will continue to expand and that our ability to address this change will be the tool needed to provide quality services. Today is the time to carefully evaluate the quality of our program’s services and the individual efforts that we have made on behalf of the children and families that we serve.
