Education Mission The primary outcome of the Napa Solano Head Start educational program is social competence for children. It is the program’s belief that social competence is achieved through a strong and sound developmental approach for three to five year old children. The program includes opportunities for children to work and play individually, in small groups, and in large groups. Although the program is child-centered, child-initiated activities are balanced with teacher-directed activities. Napa Solano Head Start’s educational program is comprehensive and is based on developmentally appropriate practices that are both age-appropriate and individually appropriate. The program is designed to focus on the uniqueness of each child in order to meet his/her individual needs, as well as the educational priorities of the community. It is the expectation that upon leaving the Head Start program, each child will have participated in a challenging, child-centered environment, enriched with opportunities to learn to function effectively for success in school and in everyday life. It is the mission of the education service area of Napa Solano Head Start to promote educational excellence and success for all children, families and staff.

Program Performance Standards
Print version of the Curriculum and Assessment Program Performance Standards Below are some of the Head Start Program Performance Standards that define "curriculum" and require developmentally appropriate curriculum, screening, and assessment. The accompanying rationale statements explain the importance of each Program Performance Standard listed.
1304.3(a)(5) Definition. Curriculum means a written plan that includes:
  • (i) The goals for children’s development and learning; (ii) The experiences through which they will achieve these goals; (iii) What staff and parents do to help children achieve these goals; and (iv) The materials needed to support the implementation of the curriculum.

  • The curriculum is consistent with the Head Start Program Performance Standards and is based on sound child development principles about how children grow and learn.
    Rationale: A philosophy shared by the program and the parents, and a planned, organized, consistently implemented curriculum support child development and education, meet the goals for children’s development and learning, provide experiences to meet such goals, identify the roles of staff members and parents, and identify appropriate materials and equipment.     products articles for Research The High/Scope Head Start Quality Research Center Since 1995, the High/Scope Educational Research Foundation has been a member of the Head Start Quality Research Center (QRC) consortium. Created by the Head Start Bureau, the consortium currently is made up of eight research institutions. In addition to High/Scope, consortium members include Columbia University; the Education Development Center, Inc., in Massachusetts; Quality Counts, Inc., in Georgia; the State University of New York at Stony Brook; the University of North Carolina at Chapel Hill; the University of Oregon; and the University of South Carolina. Achieving Head Start Effectiveness Through Intensive Curriculum Training To answer this question, the project provides intensive curriculum training for teachers (20 days of training plus up to an additional 10 feedback/discussion sessions) in the High/Scope curriculum framework. The extent to which teachers implement the curriculum after training is measured through systematic observations of classrooms over time. In addition to gathering longitudinal information about Head Start teachers, classrooms, and children, interviews with program administrators and Head Start parents are being conducted.

    FSS175: Introduction to Family Support for Head Start

    Online Web Class - Distance Education
    Summer Quarter 2002 - Starts June 24th - August 14th
    One outcome for the project is to "test" curricula with Head Start using distance education. To accomplish this outcome, this class will be offered as a "pilot class" during summer quarter.
    GENERAL COURSE DESCRIPTION:
    "Introduction to Family Support" is a keystone course to the Edmonds CC Family Support program. Students study principles and practices of family support with emphasis on the empowerment process. Through identification and application of Head Start Family Worker Competencies and Indicators, students explore and apply the concepts of empowerment to their personal life experiences and their work environments. A look at services and programs from an empowerment perspective will be thoroughly explored. Students will document their knowledge base in Family Support and Head Start competencies. Students will use a variety of methods and resources to support their growth and learning in the competencies this course explores. Emphasis is put on student's personal meaning and definition of the concepts explored and the processes of self-reflection and self-assessment. Designed for those currently working with families (or interested in working) through Head Start.

    What are We Learning about Program Quality and Child Development? by Ruth Hubbell McKey
    (The author represents the FACES study research team) Begun in 1997, FACES is a way to look at the program performance of Head Start and its children over time. It began with a stratified national probability sample of 40 programs and 3,200 children who were followed from the time they entered Head Start at ages 3 or 4 through first grade. In 2000, a second group of 43 different programs and 2,800 children was selected for study. Because data are now available on the 1997 and the 2000 groups of children, we can look at how the program and children are changing over time. Is the quality of Head Start improving? Are children learning more now than just a few years ago? Are they progressing in certain areas of development but not in others? Head Start classroom quality Program and teacher characteristics relating to classroom quality: Curricula: 70 percent of teachers used a single, specific curriculum while just over 20 percent used a combination. The majority used The Creative Curriculum by Teaching Strategies Inc. (39 percent) or the High/Scope curriculum (20 percent), but 41 percent used another curriculum. Nearly 60 percent of teachers received training in their curriculum from their own programs, with 14 percent receiving it from the curricula developers, 10 percent from Head Start Quality Improvement Center, and the remainder from other sources. More than 90 percent of teachers liked their curriculum for a variety of reasons including that it covered multiple domains, was easy use and adapt, involved parents, provided room for teacher creativity, and had adequate learning materials.

MCOE operates 26 preschool centers in Monterey County, providing services to over 1,000 children (aged 3 to 5) and their families.

    Early Head Start

The Hilton/Early Head Start Training Program is committed to facilitating learning opportunities, providing a forum to discuss recommended practices, and supporting EHS/MSHS participants as they develop their own program and individual plans. The Hilton/Early Head Start Program has adopted a training approach for this SpecialQuest that starts with reflection upon one's own attitudes, beliefs and practices and moves towards working with others, grounded in a conscious awareness of one's personal issues. This approach repeats itself throughout the SpecialQuest curriculum. Thus, there is a pattern of activities that starts with the individual, considers critical information and/or recommended practice, and then moves to working with families and teams of colleagues. Further, each day starts and ends with a period of team or individual reflection. Several principles of adult learning are particularly important in the design of this curriculum.
