I am wondering what you think of zoning laws in certain cities that limit the
areas where sex industries can operate. NYC recently passed legislation that
would prohibit sex industries from operating within 100 feet of a residence,
school, or place of religious worship. I can see both sides of this issue,

Distinguished Co-Chairmen President Buyoya and Jacques Loup, Honorable Members of the Burundian Delegation, Colleagues, Ladies and Gentlemen: On behalf of the Government of the United States, I would like to thank the Government of Burundi and the United Nations for sponsoring this international donor conference on Burundi. This forum has provided an important opportunity to exchange views, to discuss vital issues and to coordinate plans for helping Burundi promote stability and security, democracy, reconciliation and development. The United States also would like to express its appreciation for the extraordinary efforts of the Facilitator of the Burundi peace process, Nelson Mandela, who has done so much to promote peace and reconciliation in Burundi. The United States has supported and will continue to lend its full support to the Burundi peace process. We would like to congratulate all of the parties to the Arusha Peace and Reconciliation Agreement on the November 1 installation of the transitional government. We are heartened by the efforts of the Burundians, with the support of the international community, to implement the Arusha Peace and Reconciliation Agreement and to abide by its terms, as well as Burundi's macro-economic progress in the face of substantial constraints. We also want to recognize and fully support the South African Government in its efforts to assist Burundi through the provision of a Special Protection Unit to protect returning opposition leaders participating in the transitional government.

    Privacy is a fundamental human right. It underpins human dignity and other values such as freedom of association and freedom of speech. It has become one of the most important human rights issues of the modern age.
    Defining Privacy
    Of all the human rights in the international catalogue, privacy is perhaps the most difficult to define.
    Some viewpoints on privacy:
    According to Ruth Gavison, there are three elements in privacy: secrecy, anonymity and solitude. It is a state which can be lost, whether through the choice of the person in that state or through the action of another person.
    The right of the individual to be protected against intrusion into his personal life or affairs, or those of his family, by direct physical means or by publication of information.

    Perspectives on Development Assistance and Human Rights in Angola Emily Vedaa INTL 240 GTF: Sabrina Gyorvary November 1999 It is difficult to locate current information about Angola, from Angola or their government, as the country has recently reentered a state of civil war. Though there had been many peacekeeping efforts from the beginning of the temporary cessation of the fighting in 1994 until its resumption in 1998, the Angolan Government ( , MPLA) and the rebel party (UNITA), lead by Jonas Savimbi, chose fighting over a peace process. The Angolan government claims that they had tried everything possible to follow the guidelines of the ratified covenants in their country and actually made some progress in some areas before war broke out again in the country. The government is very aware of the fact that development issues and ratified human rights instruments must not be ignored. Angola relies heavily on bilateral, multilateral and non-government organizations for support and rehabilitation programs. Over one hundred NGOs and International donors are currently working in Angola. The government realizes that implementing certain rehabilitation projects requires more money than the available revenue from within the country. International support is vital for such projects as the Lusaka Protocol, a program aimed at rebuilding unity and peace, and the resumption of the development process within Angola (Angola Homepage, 1995*).
