HUNGARY The President of the Republic, elected by the National Assembly every 5 years, has a largely ceremonial role but powers also include appointing the prime minister. The prime minister selects cabinet ministers and has the exclusive right to dismiss them. The unicameral, 386-member National Assembly is the highest organ of state authority and initiates and approves legislation sponsored by the prime minister. A 15-member Constitutional Court has power to challenge legislation on grounds of unconstitutionality.     Hungary: Government Cracks Down On Foreign Land Deals
    By Tony Wesolowsky Since the fall of communism, the people of Central and Eastern Europe have been wary of the prospect of foreigners coming in and buying up relatively inexpensive land. RFE/RL correspondent Tony Wesolowsky reports that for some people in Hungary, that worry has now become a reality. Prague, 2 August 2001 (RFE/RL) In three counties on Hungary's western fringes, up to a quarter of the land has been purchased by Austrians. But according to Hungarian Prime Minister Viktor Orban, a majority of these sales violate the country's ban on foreign ownership of arable land. Vowing to crack down on illicit land sales, Orban has set aside $17.7 million in government funds to buy back illegally purchased farm land. He has also set up a telephone hotline to trace down perpetrators of the questionable deals. In a particularly sharp remark cited last month by a Western news agency (AFP), Orban said, "Austrian farmers who have bought land here should be glad if they can save their skins." He then added a softer comment, saying: "It's enough if they leave. Then we [will] welcome them back later as tourists." Austrian officials have been more cautious in their comments on the affair. Some have dismissed Orban's rhetoric as mere campaigning ahead of Hungary's general elections next year. Others wonder how Hungarian officials can distinguish between illegal land deals and the legitimate purchases by foreigners that were permitted in Hungary in the early 1990s.

    By Eugen Tomiuc Hungary's government says it will request parliament to change current legislation to allow the further opening of communist-era secret police files. The announcement follows Socialist Prime Minister Peter Medgyessy's admission last week that he was a counterintelligence officer during communism. Medgyessy's confession came after his past was revealed in a conservative opposition newspaper. He argued he had previously concealed his past because the current law does not allow the naming of those currently or formerly involved in counterintelligence activities. The proposed changes will allow the naming of all public figures who were involved in dealings with the secret police and will finally enable the identification of police informers. Prague, 27 June 2002 (RFE/RL) The Hungarian government has proposed changes to the laws on communist-era secret police files to reveal the names of all public persons who had been members of or collaborators with the political police. The draft law, which is likely to be submitted to parliament next week, also provides for the identification of police informers, whose identities are protected under current legislation.

    Hungary: Government After many years as a one-party Marxist state, Hungary became a multiparty parliamentary democracy in 1989. It operates under the constitution of 1949 as amended in 1972 and 1989. A unicameral legislature, the 386-seat national assembly, is directly elected to four-year terms. The executive branch consists of a president, who is the chief of state and, along with the presidential council, is elected by the national assembly, and a prime minister, who is the head of government. The leading political parties are the Hungarian Democratic Forum, the Alliance of Free Democrats, the Independent Smallholder's party, and the Socialist party. The country is divided into 38 counties for administrative purposes.
