Iceland is a parliamentary democracy governed under the constitution of 1944. It has a cabinet responsible to the unicameral parliament (the Althing ) and a president elected by popular vote for a four-year term. The four major parties are the Independence, the Progressive, the Social Democratic, and the People's Alliance. Iceland is divided into 23 counties. The republic possesses neither an army nor a navy. The government plays a major part in the economic life of the country and has established monopolies on the import and sale of several important articles. Social welfare legislation is extensive.     Iceland has a written constitution. A president is elected by direct popular vote for a term of four years, with no term limit. The President personifies the integrity of the nation but is to remain apolitical, except in cases when the political parties have difficulties in forming a government, or fail to solve a goverment crisis. The Alþingi is a legislative body of 63 members elected for a term of four years by popular vote. Anyone who is eligible to vote can run for a Parliamentary seat, with the exception of the President and the judges of the Supreme Court. After new elections the President calls in the leaders of the political parties for discussions and then gives the floor to one or more in succession to form a cabinet. A cabinet of ministers stays in power until the next general elections. The ministers are ipso facto members of Alþingi. If such is not the case, they take a seat on the ministerial bench with the full rights of a member except the right to vote.
