The State of Idaho is developing rigorous content and performance standards for all kindergarten though 12 th grade students, including children and youth with disabilities. Although the standards will be completed by July 1999, systems currently are not in place for ensuring that all students succeed in achieving these high standards. The Improving Results Initiative is based on a collaborative partnership designed to align and strengthen educational systems that contribute to high student achievement. Partners in this project include the Idaho State Department of Education (ISDE), local education agencies, Idaho Parents Unlimited (IPUL), institutions of higher education and others. The goals of the initiative are to:
  • Implement state and local policies and procedures that strengthen the capacity of schools to improve educational results for all students, including students with disabilities. Revise professional and paraprofessional standards, certification requirements and personnel development programs for the purpose of redefining personnel skills necessary to improve results for children and youth with disabilities.

Legislative Update*
Charter School Legislation. Charter schools are a growing phenomenon in American education. The first charter school law was passed in Minnesota in 1991; the second, by California in 1992. By June 1998, 33 states and the District of Columbia had passed charter school legislation. (See Figures 1 and 2.) Four of these states (Idaho, Missouri, Virginia and Utah) passed charter school laws during the 1997-98 legislative session. Puerto Rico also has charter school legislation. The purpose of this legislative update is to provide information on the four states that enacted charter school laws during the 1998 legislative session, as well as to provide information on legislative changes occurring in other states with charter school legislation. The report updates information in A National Study of Charter Schools (1998), which provides details on charter school legislation passed through the 1997 legislative session.

Alternative ways of school students entering the IT industry
As a teacher in Tasmania, Ken observed many students with skills in computing and computer support that were not readily able to be recognised by school accreditation systems. He was awarded a fellowship with the Winston Churchill Memorial Trust to investigate the ways in which these types of students could gain skills to help them enter the computing industry, as part of their general education. The Fellowship was sponsored by the National Council for Vocational Education Research , a South Australia-based organisation which provides research, evaluation and statistical information to a wide range of stakeholders who have an interest in vocational education and training. Ken returned recently from his trip to the United States and Canada which included site visits to 16 schools and several corporate sites in Hawaii, British Columbia, Washington, Idaho, New York, Maryland, Virginia and Washington DC, where he investigated courses ranging from network cabling and web development to Help Desk operation and robotics.

McCall Area Schools
The McCall-Donnelly School District serves nearly 1,300 students in five schools. The elementary and high school building is located in McCall, as is the new Payette Lakes Middle School. A new K-5 elementary school is located in the community of Donnelly. Secondary schools provide a strong college-preparatory program. See the McCall-Donnelly High School Site. The district also has an alternative high school and a preschool program in McCall, and a one-teacher rural school in Yellow Pine. Our schools offer a broad range of student activities and programs including varsity and junior varsity football, boys' and girls' cross country, basketball and volleyball, plus a wrestling team. There are also community-sponsored sports programs available to students, such as the McCall ski teams and the soccer teams. Home schooling is an alternative chosen by some area parents. In addition there are three Christian schools operating in McCall: Highland Christian Academy, the McCall Seventh-Day Adventist Christian School, and Living Word Christian Academy.

Twin Falls School District #411 Information Our Philosophy For Students
We take education seriously in Twin Falls. Here, you will find one of the state's best public school systems, an outstanding community college, and a selection of fine private and parochial schools. Twin Falls School District 411 has a student population of more than 6,900 students attending seven elementary schools, two junior high schools, a high school, and an alternative high school. In the lower grades, special emphasis in placed on helping students learn the basics at their own pace and in their own way. As a result, Twin Falls students frequently score significantly higher than the state average on standardized achievement tests. At Twin Falls High School, students can choose from nearly 250 courses, including many advanced academic and specialized vocational and technical offerings. Each year, about 75 percent of the high school graduating class goes on to attend post-secondary education. Students who have difficulty adapting to the regular high school environment are given the option of earning their diploma through Magic Valley High School. The College of Southern Idaho is the pulse of the Magic Valley in more ways than one. Aside from being the fastest-growing institution of higher education in Idaho, CSI adds to community life through its many events, programs, and activities. Students, residents, and visitors all benefit from such CSI attractions as the new campus library and the Herrett Center for the Arts and Sciences, home of the world class Faulkner Planetarium.

LEGISLATION IDAHO Updated August 2002 Compulsory Attendance Ages: "attained the age of 7 years, but not the age of 16 years." Idaho Code § 33-202. Required Days of Instruction: same as public schools. Required Subjects: "instruction comparable to public schools." Home School Statute: None. Alternative Statutes Allowing for Home Schools: Home schools are governed by Idaho Code § 33-202 which exempts children who are "otherwise comparably instructed." If the child "is otherwise comparably instructed." (In the 1992 legislative session, the language "as may be determined by the board of trustees of the school district" was deleted from § 33-202. This essentially removed the local district's approval authority over home schools.)
  • Because the word "comparably" is not defined by statute, school boards vary from district to district as to what guidelines they assert home schoolers must follow to achieve comparability.

    Local Programs and Meetings The League of Women Voters of Moscow, Idaho, began in the 1950s. It is a nonpartisan political organization that encourages citizens to play an informed and active role in government. At the local, state, and national levels, the League works to influence public policy through education and advocacy.
    The LWV of Moscow meets from September to May on Wednesdays. Unless otherwise noted, Wednesday meetings are held in the UI Student Union Building from 12 noon to 1 p.m. Guests are welcome. Any person of voting age, male or female, may become a League member. How to Join and Membership Information Annual dues are $40 for the individual or $60 for a family.
