EPA REGION 10 - ENVIRONMENTAL FINANCE CENTER Boise State University Homepage Boise, Idaho Organization The Region 10 EFC at Boise State University was created in 1995 and is contained within the Department of Public Policy and Administration of the College of Social Sciences and Public Affairs. The mission of the Region 10 EFC is to help communities and the states with the "how to pay" issues of environmental protection. erience Building Capacity for Sustainable Systems Utility Rate Setting Training: The EFC has provided training related to utility rate setting and alternative methods for financing water and wastewater system improvements. Safe Drinking Water Act Capacity Development: In 1998, EFC 10 joined the EFC 6 to continue assisting state drinking water programs in EPA Regions 2, 6, 7, 8, 9, and 10; and Native American Tribal Governments EPA Region 6. The EFC 10 has assisted the states of Oregon and Idaho in facilitating the citizen/stakeholder process. The EFC has advised the State of Alaska in the formulation of rules setting technical, financial and management standards for new public water systems. California's Drinking Water Program received assistance in developing a tool for assessing financial capability, as well as specific training for the program's field staff on financial and management capacity. Approximately two hundred officials attended a two-week series of training workshops in Sacramento, Berkeley, Santa Ana and Madera.

Natural Law Party Platform, Crime and Rehabilitation Plank
The Natural Law Party envisions an America free of crime, where all citizens live fully in accord with both natural law and national law; where people freely move on the streets without fear; and where Americans live and work together harmoniously for both their own fulfillment and the national good.
The Problem
Crime costs Americans $450 billion annually [1]. Despite two decades of “get tough” policies with longer, often mandatory prison sentences the rate of crime in America is high compared to other developed nations [2]. Of gravest concern, juvenile violent crime has spiraled during the past decade especially urban gang and school violence using guns [3]. According to the Centers for Disease Control, American youths are 12 times more likely to die by gunfire than their peers in other nations. An FBI crime report concluded that “every American has a realistic chance of being murdered because of the random nature [that] crime has assumed.” America's criminal justice system is under constant strain. Courts, police, probation and parole agencies, and prisons are overworked and inadequate to deal with the high level of crime [4].

Case Study Summary from Original Proposal:
The Florida effort will be carried out on a cooperative effort by the Florida Growth Management Data Network Coordinating Council and the Department of Environmental Protection, Division of State Lands. The Metadata Standard will be applied to one of four components of a Land Records Modernization Project. This particular component provides for the data collection of the land parcels that affect the inventory of ownership. The parcels are identified by parcel number and document number and attribute data relates these parcels to additional land records information for the State's cadastral layer state-wide for the division of State Lands. The parcels will be entered using coordinate geometry methodology.

Introduction
The Florida Department of Environmental Protection (DEP) and the Florida Geographic Information Board documented DEP's State Lands Information System for the purpose of assessing the utility of the Federal Geographic Data Committee's Content Standard for Digital Geospatial Metadata (CSDGM). No tools were used to facilitate the creation of the metadata, requiring that the participants read and understand the Federal Geographic Data Committee's publication of the CSDGM and then convert it into metadata that followed the format provided in the publication. Although formatting of the report was discussed, it was agreed that the product would follow the structure of the standard.

Rural 8th Graders Using Drugs, Smoking, Drinking at Higher Rates Than Urban 8th Graders Washington, DC - Smoking, drinking and drug use among young teens is higher in rural America than in the nation's large urban centers, according to a White Paper, No Place to Hide: Substance Abuse in Mid-Size Cities and Rural America , released by CASA at the annual meeting of the U.S. Conference of Mayors which commissioned the paper. According to the report, e ighth graders living in rural America are 104% likelier to use amphetamines, including methamphetamine, than those in urban areas, and 50% likelier to use cocaine. The CASA study, the first comprehensive assessment of substance abuse by population centers, reports that by any measure, the drug crisis is as common on Main Street as in Manhattan: AIDS is rising faster in rural areas than in large urban centers; more workers test positive for drugs in rural areas of Florida, Tennessee and Indiana than in the three largest metropolitan areas in these states; since 1990 drug law violations have increased more in small communities than in large cities; drugs are as available in small communities as they are in large cities, and adult drug use in such communities is equal to that in large metropolitan centers. At the same time, mid-size cities and rural areas are less equipped to deal with the consequences. Methamphetamine use has hit many areas of the West and Midwest especially hard, placing enormous pressure on hospitals, child welfare systems, treatment and law enforcement.
