LSTA to benefit all types of libraries
The Library Services and Technology Act (LSTA) is the new federal program for libraries, replacing the Library Services and Construction Act. The program has been significantly streamlined, gives individual states flexibility in implementation, and focuses on two basic priorities:
  • information access through technology, and
  • information empowerment through special services.
The federal support is focused in areas which require incentive funding for activities that libraries have difficulty initiating independently, which involve coordinated interstate efforts, or which benefit from national standards or a national initiative. According to the American Library Association, LSTA is designed to address two national goals:
  • Outreach to those for whom library service requires extra effort or special materials, and

RENTAL FEES SPORTS AND RECREATION HISTORY The Sports and Recreation Center The Sports and Recreation Center complex is a dynamic facility providing many and varied types of activity areas used by University constituents and the general public. It play an important role in the "campus life experience" of our students. As the facilities are all multipurpose areas, it is adaptable for a multitude of activities. It is a focal point on campus for social and recreational activities. We are proud of our Sports and Recreation Center complex and its importance to the overall goals, mission, and vision of our university. Considered by many in the field to be one of the finest state-of-the-art multipurpose facilities in the Northwest, the concept for the Sports and Recreation Center (SRC) began as the vision of Dr. Jack Leighton. Dr. Leighton, as Eastern's Chair of Health, Physical Education, Recreation, and Athletics from 1953 to 1981, was the leader of a task force that developed the plan for the facilities. Department professors Bob Anderson, Peggy Gazette and Pete Hagelin, along with Wayne Loomis of Facilities Planning, rounded out the committee, which as a team, gathered information and shaped the ideas into the recreation and sports complex we have today.

He added that the Bureau of Reclamation had recently sponsored a workshop on voluntary transfers of water in Bureau projects. Since the issue may be important to us, he suggested that a similar workshop be held in Boise. The Board concurred. th at the Carmela Winery to discuss these and other items of interest. Randy Bingham reported on the Education Committee. The video produced in conjunction with the Bureau of Reclamation called "Spirits of Irrigation" was completed and mailed out to each general member of IWUA. It was also used during Water Awareness Week in the Magic Valley. The video was designed for sixth graders as an educational tool to be used at schools. If additional copies are needed they can be purchased from the Association office. The Ag Water Safety program has started showing in the Magic Valley area; the ditchrider and applicators workshops were well attended; the Water Law Seminar is coming up the end of June and the NWRA Western Water Seminar will be held in August in Sun Valley. Diversifying our Economy - Assisting Business Development - Enriching our Quality of Life

lmiller@jedc.org Lance Miller joined JEDC in the fall of 2000 after working for nearly twenty years in the minerals industry throughout Alaska, the western U.S., Mexico and Asia where he held various technical and managerial positions with major and junior mineral companies. Lance holds a Ph.D. in economic and structural geology from University of Arizona, a M.S. in economic geology from University of Alaska and a B.S. from Stanford University. Through his experience, both domestically and abroad, Lance has gained an appreciation for the necessity of a vibrant economy in concert with an optimistic outlook for the future in order to support a high quality of life. Outside of the JEDC he is involved with the Juneau Icefield Research Program and the Foundation for Glacier and Environmental Research where he serves as president of the board of directors. Lance is also a member of the Alaska Minerals Commission. Lance and his wife, Jana Linfield, have two sons. They all enjoy recreating in the mountains and on the water of Southeast Alaska.
